Authorize Hiring a Community Service Officer IS.F. s- CITY OF SHAKOPEE Police Department CONSENT Memorandum TO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: Bob Forberg, Sergeant ~f SUBJECT: Authorization to Hire Community Service Officer DATE: March 30, 2004 INTRODUCTION: The Police Department is requesting Council approval to hire one probationary part-time Community Service Officer (C.S.O.), to fill a vacant budgeted position. BACKGROUND: The Shakopee Police Department experienced one voluntary CSO termination. In the 2003 budget Council authorized three part-time CSO positions. One of the positions has been filled by Jaclyn (Scheerz) Yzennans and another position was filled by Timothy Baker. Twenty hours remained budgeted for a third CSO position. Also, 10-hours remain budgeted for a records technician position, which we would like to apply to the C.S.O. position. The Civil Service Commission recently conducted the necessary testing and a new eligible register was created. The following three names are currently listed on the eligible register, in alphabetical order. Travis Goerish Adam Jacobson Corey Stanley Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to submit the top three names listed on the eligible register to the Appointing Authority (City Council), to fill any vacancy. ALTERNATIVES: 1. Do not authorize the hire. 2. Authorize the hire of Travis Goerish at 20-hours per week. 3. Authorize the hire of Travis Goerish at 30-hours per week. RECOMMENDATION: Alternative #3. Staff recommends Council authorize the hiring of Travis Goerish as a 30-hour per week, probationary part-time, Community Service Officer. BUDGET IMP ACT: The position was budgeted for in the 2004 Police Department budget. ACTION REQUESTED: If the Council concurs, they should, by motion, authorize the hiring of Travis Goerish as a probationary part-time, 30-hour per week, Community Service Officer at an hourly rate of$13.704, subject to the satisfactory completion of pre-employment medical and psychological examinations.
