Michael Leek, Community Development Director SUBJECT: Approve job description for, and hiring of, IT (Information Technology) Specialist DATE: April 6, 2004 INTRODUCTION: Council is asked to approve the attached job description for a new position, i.e. IT Specialist, and to authorize filling that position. BACKGROUND: The 2004 MIS budget includes funding for this new position. The new position is required because of the growing need for IT support in the City. Over the course ofthe past year, the City has implemented a new institutional network; constructed two new buildings for specific IT needs; and begun the transition to a new phone system. These, and other projects, are very time-intensive, and leave little time for the current MIS Coordinator to provide more direct "help desk" assistance to the uses ofthe City's IT resources. The new position help to alleviate that situation. Because the current MIS Coordinator will oversee the work of the IT Specialist, I expect to request that the Council approve a revised job description for the current MIS Coordinator. AL TERNATIVES: I) Offer and pass a motion approving the attached job description for a new position, i.e. IT Specialist, and authorizing filling that position. 2) Do not approve the attached job description for anew position, i.e. IT Specialist, and do not authorize filling that position. 3) Table the matter for additional information. Michael Leek, Community Development Director Prepared Date: 03/11/2004 Approved By: City Council Approved Date: Salary Range: Hiring Range: SUMMARY The IT Specialist provides experienced technical maintenance support in the development and operation of an effective, integrated, information system for the City of Shakopee. Under the direction of the IT Coordinator, this position acts to ensure that all elements of the city's computer system( s) operate efficiently to maximize the benefit to the public ofthese services. Advises on periodic upgrades to computer hardware, software, and networks, and under the direction of the IT Coordinator implements these upgrades. The position performs other information system functions as assigned to ensure effective utilization of automated data processing. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. . Provides computer users with hardware and software troubleshooting assistance to solve specific data processing needs and problems, and to ensure efficient use of hardware and software. . Provides, recommends, and organizes ongoing training to computer users to ensure that the features and functions available within the applications software are being fully and properly utilized. Software applications include DOS, Windows, MS Office, Excel, Power Point, Access, Outlook, CAD, and ArcView and ArcInfo, etc. . Provides assistance in administering the city's network. Functions include solving network problems as they occur, anticipating possible network problems, keeping accurate and up to date documentation on LANs and W ANs, setting up passwords, security, network printers, and providing troubleshooting assistance as needed. . Recommends and installs hardware and software as needed. . Coordinates MIS services with external sources as needed and according to budgetary guidelines (e.g. vendors, consultants, government agencies, etc.) QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE Associate's degree (A.A.) or equivalent from a two-year college or technical school. Two - three years of full- time, permanent information technology experience in a governmental setting or other organization having similar information technology needs. LANGUAGE SKILLS Ability to read and interpret documents such as operating and maintenance instructions, and procedure manuals Ability to communicate verbally and in writing effectively with employees and the public. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to carry out instructions furnished in written, oral, diagram, or schedule form. CERTIFICATES, LICENSES, REGISTRATIONS The applicant must have a valid Minnesota driver's license. MSCS certification is desirable. OTHER SKILLS AND ABILITIES Demonstrates a conceptional understanding of the City's information technology environment, information systems technology platforms relative to various city functions, emerging trends in the field of information technology and the ability to apply this understanding in solving problems, and meeting the City's future technology needs. Has a broad understanding of the role, functions, and responsibilities of city government. Demonstrates the ability to establish and maintain working relationships with co-workers and the public. Must maintain confidentiality as required by the Minnesota Data Practices Act.
