SUBJECT: Purchase - Recycling Bins
DATE: April 13, 2006
INTRODUCTION:
The Council is asked to authorize the purchase of3,000 recycling bins for use by Dick's
Sanitation.
BACKGROUND:
The City has previously received a $25,000 grant from the State to facilitate recycling.
This was recommended by Scott County Solid Waste Advisory Commission, and is in
recognition ofthe fact that the City has an "organized" garbage collection and recycling
service, which leads to higherrates of recycling participation.
This grant is eligible for use to purchase recycling containers. Dick's Sanitation has
contacted vendors, and has received two quotes:
Otto Industries, Inc. - $20,760
Rehrig Pacific Company - $18,650
Note that Rehrig's bid is $900 less for blue containers than the same quantity of red
containers. (Otto makes no differentiation in price due to color, according to the Dick's
representative, Rehrig's price for red still is less than the Otto price). Other than the fact
that the City would have a mix of red and blue containers on the street as these are
distributed to new customers, there is no reason not to go with the less expensive color.
RELATIONSHIP TO VISIONING:
This supports Goal B "High Quality of Life", and Goal E "Financially Strong".
RECOMMENDATION:
We recommend that the City authorize the purchase of3,000 18-gallon recycling
containers from Rehrig Pacific Company.
ACTION REQUIRED:
If the Council concurs, it should, by motion, authorize the purchase of 3,000 recycling
containers from Rehrig Pacific Company in the amount of$18,650, for use by Dick's
Sanitation.

SUBJECT: Additional Quote - Recycling Containers

INTRODUCTION:
An additional quote was received by Dick's Sanitation regarding recycling bins, which is
lower than the two that had been included in your packet. This will result in a
recommendation to purchase from Busch Systems International, Inc.
BACKGROUND:
TheCouncil packet includes a recommendation to purchase 3,000 recycling containers
from Rehrig Pacific in the amount of $18,650. This was the lower ofthe.twoquotes
which had been received by the time the memo was put together.
I had asked Dick'sto try to find three quotes, soasto comply with the City's guidelines
on quotes (note that because this is under the$50,000tl1reshold, formal bidswere not
required): Due to the Good Friday holiday, the third quote was not received until
Monday. . It is from Busch Systems International, which bid $17,880, some $770 less
than Rehrig Pacific.
Because this was done in a competitive manner, and because it is not a formal bid
process, we would recommend going with the lowest bid received, that of Busch
Systems.
Note that we will also recommend purchasing lids for those situations where lids on the
bins are appropriate. Thatwill add $410 to the base price,

BUDGET IMPACT:
The purchase of these recycling bins will be funded from a $25,000 State grant
RECOMMENDATION:
I recommend that the contract be awarded to Busch Systems International. Dick's would
also like to have the City purchase 100 lids (at a cost of $4.1 0 each) for those situations
when lids are necessary.

If Council concurs, it should, by motion, award a bid to BuschSystemsInternational for
3,000 18-gallon curbside containers for $17,880, and further authorize purchase of 100
lids for said containers, at an additional price of$41 o (inc1uding shipping).
