Subject: Authorization to Submit Grant Application for Tahpah Park Youth
Baseball Field
INTRODUCTION
This agenda item requests City Council adopt a resolution No. 6405 authorizing a grant
submittal to the Baseball for Tomorrow Grant for the Tahpah Park Youth Baseball Field
Construction.
BACKGROUND AND DISCUSSION
In February, Parks and Recreation Director, Mark Themig, was approached by Erin
Melican, a resident of Shakopee, who is required to fill out a grant application as a part
of her coursework for a Master's Degree in Technical Communications. She was
interested in applying for a grant for something that was related to Parks and Recreation
in Shakopee. Mark asked staff for suggestions. Sherry Dvorak was familiar with the
Baseball for Tomorrow Grant, affiliated with Major League Baseball, and thought of the
Master Plan for Tahpah Park, which included future development of a Youth Baseball
Field, which is not included in the current Tahpah Park Improvement Project. Sherry
brought this grant idea to Erin, who agreed to write the application for this grant.
Staff, including: Sherry Dvorak, Bill Egan and Andrea Weber, have met with Erin to give
her an overview of the project and to help with application information. The site plan of
the field was completed by a consultant in 2003. Andrea Weber, could review and
update the draWings as needed. Public Works Park Maintenance Staff has expressed an
interest in constructing this field. With staff time contributions, construction costs will be
reduced, butthere would still be expenses for materials aswell.as installation of items or
systems which require qualifications beyond what staff is comfortable with or qualified to
do (i.e. irrigation, electrical work). This grant award, which averages $51,000.00 in size,
would be a significant start to the project. The grant funds are available in October and
construction could begin next year. If the city is awarded the grant, all viable funding
sources would be looked into and the project scope could be modified to reduce the
impact to City funding. The Youth Baseball Association and others may be interested in
contributing to this project with money donations and/or volunteer labor.
The letter of inquiry, the first step in the application process, is due by the end of May for
the July 1 review deadline. Grants will be awarded in October.
REQUESTED ACTION
If City Council concurs, it should, by motion
1. Adopt Resolution No. 6405, A Resolution of the City of Shakopee, Minnesota
Authorizing the City to Submit a Baseball for Tomorrow Grant Program Application
for the Tahpah Park Youth Baseball Field Construction.
RESOLUTION NO. 6405
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
AUTHORIZING THE CITY TO SUBMIT A BASEBALL TOMORROW FUND GRANT
APPLICATION FOR THE TAHPAH PARK YOUTH BASEBALL FIELD
CONSTRUCTION
WHEREAS, the City of Shakopee has plans to develop an unused portion of
Tahpah Park in Shakopee for a new baseball field; and,
WHEREAS, such a project will provide an additional baseball field for a growing
community; and,
WHEREAS, the City is seeking funding assistance to fulfill the vision set forth in
this project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA, that the City of Shakopee (The City) will act as legal
sponsor for the project contained in the Baseball Tomorrow Fund Grant Application to
be submitted prior to May 31,2006 and that appropriate City staff are hereby authorized
to apply to the Baseball Tomorrow Fund for funding of the baseball field construction on
behalf of the City.
BE IT FURTHER RESOLVED that the City has the legal authority to apply for
financial assistance, and.financial capability to meet the match requirement and ensure
adequate construction, operation, maintenance and replacement of the proposed
project for its design life.
BE IT FURTHER RESOLVED that upon approval of its application by the
Baseball Tomorrow Fund, the City may enter into an agreement with the Baseball
Tomorrow Fund for the above-referenced project, and that the City certifies that it will
comply with all applicable laws and regulations as stated in the grant agreement.
BE IT FURTHER RESOLVED that appropriate city officials are hereby authorized
to execute such agreements as are necessary to implement the project on behalf of the
applicant following final approval from City Council. (

Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 18th Day of April, 2006.
