WORKSESSION FEBRUARY 27, 1996
Mayor Henderson called the meeting to order at 5:05 P.M. with Councilmembers DuBois,
Zorn and Sweeney present. Cncl.Link was absent. Also present: Dennis R. Kraft, City
Administrator;Karen Marty, City Attorney;Judith S. Cox, City Clerk; and Greg Voxland,
Finance Director.
DuBois/Sweeney moved to approve the Minutes of February 13, 1996. Motion carried
unanimously.
Mayor Henderson explained for the viewing audience that the purpose of the worksession
was to discuss filling the city administrator position, what qualifications to look for, where
to look, and what process the Council desires to use in selecting a city administrator.
Mr. Kraft provided the Councilmembers with suggestions on position qualifications,
education, and experience to enable recruitment of an administrator from the metropolitan
area. Discussion followed. Mr. Kraft will prepare the advertisement notice pursuant to
Council discussion and place it in the appropriate media's immediately. The applications
will be sent to city hall with a due date of April 26th.
Discussion ensued on the pay range for a new city administrator. There was a consensus to
advertise the starting range to include steps one through three of the current pay plan and to
include in the notice the full range from steps one through eight.
There was a consensus to advertise state wide for candidates for the position.
Discussion ensued on the selection process and whether to use a consultant, the Scott
County personnel, a citizens search committee or a combination. There was a consensus to
use a consultant for part of the process and a citizens search committee for part of the
process. Each Councilmember will nominate one person to the citizen search committee to
be chaired by the Mayor. Consultants will be invited to make a presentation to the
committee and the City Council on what services that they can provide and the cost for
each. The committee will then make a recommendation to the Council on the extent of
involvement they would like to receive from a consultant. The presentations to take place
the week of March 12th. The citizen search committee will ultimately present the final
candidates to the City Council to interview and select a city administrator.

Mayor Henderson asked for discussion on appointing an acting city administrator until a
new administrator can be hired. Cncl.Sweeney acknowledged the short time frame in which
to find someone before Mr. Kraft leaves and get that person up to speed. He suggested
affirming Resolution No. 4084 (which sets forth who will act in the absence of the city
administrator).
Mayor Henderson adjourned the meeting at 6:34 P.M.

INTRODUCTION AND BACKGROUND:
On Tuesday March 26, 1996, at 5:00 p.m. in the Shakopee City Council Chambers a Council
worksession will be held to discuss short term goals and objectives. At the worksession, staff will
have all of the concerns and issues submitted by Council tabulated. Council can then go through a
prioritization process.
At the time of this mailing, all of the Council worksheets had not been received.
