Stock, Assistant City Administrator RE: Revenue Enhancements - Pull Tabs - Civic Center DATE: July 26, 1995 INTRODUCTION: In preparing the operational budget for the Civic Center facility, staff did not include potential revenue from pull tab operations. City Council may want to discuss the possible use of pull tab funding for either the Civic Center Enterprise Fund or the General Fund. BACKGROUND: State statute provides local jurisdictions with the opportunity to collect 10% of net revenues from licensed pull tab operations within their community. To accomplish this potential revenue enhancement, the City would simply need to pass an ordinance accordingly. Attached is a summary of the licensed pull tab operations within the City of Shakopee and the amount of funds generated from their pull tab operations. The illustration also indicates what the City could generate if an ordinance were passed authorizing the 10% capture. If the City Council would like to pursue this course of action, staff would recommend that a public hearing and/or formal notification be sent to each organization presently involved with charitable gambling operations. I am sure that there might be some local opposition from the gambling managers to the 10% capture. Staff would like to recommend to City Council that the appropriate City officials be directed to prepare an ordinance which would effectuate the 10% capture. Staff would also like to recommend that any funds captured through this ordinance be placed in a equipment replacement account to be established within the Civic Center Enterprise Fund. Currently.the 1996 proposed Civic Center Budget does not allocate any funding for future capital equipment replacement. Additionally,placing the funds in a equipment replacement account will not jeopardize future operations should charitable gambling operation revenue be diminished. ACTION REQUESTED: Direct the appropriate City officials to prepare the appropriate ordinance, establish a public hearing date, notify the affected parties and insure that funds captured are allocated to a capital equipment replacement account within the Civic Center Enterprise Fund. Kraft, City Administrator From: Gregg Voxland, Finance Director Subject: CIP Date: 07/26/95 Introduction A revised CIP is brought back to Council for further consideration. Packground Planning Commission has reviewed the CIP with no changes proposed. Changes has been made following the discussion of June 19, 1995. Remaining issues are street width, reconstruction assessment percentages and doing a feasibility study for future PW facility. A schedule totaling proposed expenditures by park by year is attached. The main issue is the size of the debt service levy. Council wanted to cap the levy at about $500,000 per year. There was discussion of a formula to cap the levy but council skipped straight to a levy cap of $500,000, making a formula unnecessary. Based on the current 5 year CIP, the year 2000 levy would exceed $500,000. There is a levy for the 1990A improvement bonds that I am fairly confident can and should be canceled for the year 2000. This is a reduction of $142,134 and brings the peak shown on the graph below the $500,000 level. I believe this meets councils goal with the scope of the current CIP. If the $500,000 cap remains in place and the pattern of projects continues, the CIP for the years in the early to mid point of the next decade will require careful management. Acceptance of adoption of the CIP does not authorize the expenditure of funds. Projects in the CIP will be included in the 1997 budget and then subject to the normal purchasing procedures which include Council action on purchases over $5,000. Subsidy is provided under contract with RTB. Service is comprised of van pools for trips outside of Shakopee and a dial-a-ride service for internal trips. Kraft, City Administrator From: Gregg Voxland, Finance Director Subject: Internal Service Fund 1996 Budget Date: 07/26/95 Introduction The 1996 requested purchases for mobile equipment have some variances from the depreciation model for the fund. Background Inspection is requesting to replace a 1989 compact pickup with 45,000 miles in 1996 after seven years of use. This truck is being depreciated and charged out on a 10 year life. Fire is requesting to replace a 1983 4x4 pickup in 1996 after 13 years of use. This truck is being depreciated and charged out on a 20 year life. Storm Fund. Street division is using a 1989 tractor with mower attachments that PW is proposing to replace with a heavy duty ditch mower in 1996 for which the storm fund would pay the "leasing" cost. The tractor is being depreciated and charged out on a 10 year life and has been used for 7 years. When an item is replaced before the scheduled life is up, the IS fund could come out ahead or behind based on the residual value of the trade in, sale proceeds or if the unit is transferred to another use. If the IS fund comes out short, does Council want to charge the using department the difference or let the IS fund absorb the difference. I recommend the later with the caution that early replacements should be carefully analyzed by Council as to whether it is warranted and whether the "life" of the unit should be changed for charge outs. Some items proposed for replacement in future years are proposed to be replaced by more expensive units. One example is a standard 1988 3/4 ton rated pickup in the Park division proposed to be replaced by a 1 ton rated truck with a hoist box in 1998. Cost difference between a standard pick up and the proposed unit is probably around $10,000. There are two basic philosophical ways to deal with this situation financially. One is to have the IS Fund pay the difference out of its "fund balance" in which case the IS fund needs to have an adequate balance and the rates charged to maintain and increase the balance. The other option (that some cities use) is to have the requesting division kick in the difference in a form of capital contribution. I recommend Council follow the first method. To replace 1988 administrative car for pool use. Police 1996: 2 Patrol Cars (45, 600) . In 1991, a patrol car replacement schedule was implemented based on estimates that vehicles operated 80 hours per week would accumulate approximately 97 , 500 miles during three years of operation. This schedule worked out better than planned, and cars purchased in 1991 and 1992 all lasted four years. Funds to replace two vehicles purchased in 1992 are being requested this year. The base price of a car increased $2, 400 last year. Two years ago, the cost of outfitting patrol vehicles to run longer increased dramatically. The cost of modifying them to burn liquid propane instead of gasoline went from less than $800 to approximately $2, 200. The cost of moving radios, emergency lights and other equipment from car to car increased a similar amount. These increases have caused the estimated cost of putting a new patrol car on the road to go up about $2, 500. Prior to 1990, the Police Department purchased a used car each year to replace an administrative car and provide detectives with cars which were not too well known to be used effectively for investigative activity. The cars being replaced were turned over to other city departments. Since then, costs have been cut in this area by reducing purchases to three vehicles in six years. In 1996, funds are being requested to replace a 1987 Chevrolet. This vehicle currently has just over 58, 000 on the odometer. At replacement time, the existing truck may be transferred to Public works. 2000: Truck (14,000) . Compact pickup for Bldg. Inspector who had been previously utilizing pass down police vehicles. Police vehicle will continue to be utilized by third building inspection position. Fire 1996: Truck - Grass Rig (35,000) . Replace 1983 truck and tank/pump unit. Truck has seen heavy use and maintenance is expected to increase. Also the truck is very underpowered for its intended use. Truck - Telesquirt (350,000) . This truck will be a cost effective addition to station number two because of its multi-function capability. it will provide high level water application for large incidents such as industrial and barn fires. Also hazardous material incidents without the cost of a second aerial apparatus. It will also serve as a triple combination pumping engine at the new station. 1997: Truck - Pumper (260, 000) . This is a replacement for the 1976 pumper. The 1976 General was removed from first line service in 1992 due to its age and condition. In 1997 the pumper will be 21 years old and condition will have to be degraded to replacement status. 1998: Truck - pumper (260, 000) . This is an addition to station 2 due to area growth and demand. 1999: Hover Craft (20, 000) . This will replace our present unit that will be 15 years old. Improvements in hover craft design that are already available, will make the replacement unit more versatile, monviotrable and safer. 2000: Utility/Personnel Vehicle (35, 000) . This unit will be used for personnel transportation (fires, training, meetings etc. ) and also used to transport equipment and maintenance items between stations. In severe weather or other emergencies it will be used as a second officer/command vehicle. Engineering 1997: Truck (12, 000) . This would replace the 1989 inspectors vehicle. It is anticipated that due to the mileage and maintenance costs, this vehicle will need replacing by then. The Department will continue to monitor this situation annually and adjust the equipment list accordingly. 1999: Truck (13, 000) . See comments under 1997. This truck would also replace an existing truck. Street 1996: Asphalt Roller (20, 000) . This is to replace the existing 1979 Vibropack Asphalt Roller, which is no longer cost effective to continue maintaining. 1997: Single Axle Dump Truck with Equipment (78,000) . This will replace the 1987 Ford Truck (Truck #107) which will be 10 years old at that time and probably reach the end of its useful service life at this point. Front End Loader (115, 000) . This loader would replace the existing 1972 Fiat Loader. The Fiat Loader was replaced in 1992 with a Case Loader but retained for use by the Public Works Department due to its low salvage value. Additional loader with wing and plow is needed to maintain the current level of service with the additional streets and cul-de-sacs being added in the city and to replace the Fiat Loader on a plow route. A study will be done by staff to evaluate purchasing options for owning or renting, and cost effectiveness of loader versus other pieces of equipment prior to Council authorization to prepare specifications. 1998: Steamer (35, 000) . Currently our steamer boiler is used extensively in the winter and spring to thaw out storm sewers, catch basins, etc, to alleviate flooding. The current steamer is a 1965 Cleaver-Brooks steamer which should be replaced with a more modern, advanced, safer steamer. One Ton Pickup (20, 000) . This will replace the existing truck #110, which will be 10 years old at that time. 1999: Single Axle Dump Truck with Equipment (80, 000) . This will replace the 1989 Ford Truck (#109) which will be 10 years old at that time and near the end of its useful service life. 2000: Bobcat (small loader) (30, 000) . This will replace the existing truck #110, which will be 10 years old at that time. Park 1996: Mower with Cab and Attachment (22,000) . This would be used for maintaining the existing park system and added City park and property. This mower can be utilized for plowing the sidewalks that are maintained by the City such as on County roads and City collectors. Attachments such as a broom, blower and cab are needed to convert the mower to a snow removal piece of equipment. Cab and Attachments to existing Toro 220D Mower #135 (8,500) . A cab and broom attachment are needed to convert the existing Toro 220 mower for use as a snow removal equipment for sidewalks maintained by the city. 1997: Large Tractor Mower (65,000) . This would be replacement for the 1987 Jacobsen large mower which is used extensively during the grass cutting season in the parks. The 1987 tractor mower will probably reach the end of its useful service life at this point. 1998: One Ton Truck Dual Box/Hoist (28,000) . This would replace P/U Truck #112 , which will be 10 years old at that time. 1999: Tree Spade for Loader (10, 000) . A tree spade attachment for a loader could be used to plant trees in City parks and City property if a nursery is established by the City Park Division. Garbage Truck 1 1/2 Ton (50, 000) This would replace the existing 1984 Iveco 1 1/2 Ton Garbage Truck used for removing and collecting refuse from the parks. The equipment will be 15 years old and will probably reach the end of its useful life. Sewer Fund 2000: One Ton Pickup (24, 000) . This will replace the existing truck #125, which will be 10 years old at that time. Storm Drainage 1996: Sidebroom sweeper (40, 000) . This would replace the existing 1972 Sidebroom Sweeper which will no longer be cost effective to maintain for active use. This sweeper is used to supplement the large pickup sweeper by reducing the number of passes and time in sweeping the streets in the spring. Side broom sweeper is used also for sweeping trails, rural roads and ag lime from grass areas on ballfields infields. The existing sidebroom sweeper is a 1972 which was purchased used in 1988 from Scott County and needs to be replaced due to a steering problem which cannot be repaired. Heavy Duty Ditch Mower (56,000) . Due to the increasing number of drainage ditches being constructed, additional mowing capacity is needed. The current 1989 tractor is not large enough to add additional mowers to. Staff is proposing to replace the 1989 mower with a larger mower for added capacity. This mower is used exclusively for roadside ditches, drainageways (i.e. Upper Valley) etc. and therefore should be funded by the Storm Drainage Fund. 2000: Tractor Loader/Backhoe (56,000) . Due to numerous ponds and ditches constructed the past few years, additional maintenance items such as pond cleaning and ditch cleaning/regarding are needed. Other uses for this piece of equipment are storm sewer repair, sanitary sewer repair, culvert installation and repair and manhole adjustments. Kraft, City Administrator From: Gregg Voxland, Finance Director Subject: Civic Center Programs Date: 07/26/95 Introduction Council discussion on what activities are to be accounted for within the Civic Center Enterprise Fund is requested. Background The Civic Center facility will provide space for a few activities that are currently recreation programs within the General Fund. The proposed budget being developed for the enterprise fund included programming fees for those activities. Therefore, Council direction on programming revenues for activities within the civic center is requested. I had contacted our auditors and their recommendation is to consider modifying the enterprise fund to be a Recreation Fund instead of a Civic Center Fund and move the financial activity for all recreation programs and the pool to the Recreation Fund. The rational is that we are a growing city and have higher costs in the general fund because of the growth when compared to other cities in general and in view of state comparisons for aid determinations. An enterprise fund used to be considered primarily supported by user fees (80-90%) . That has slipped over the years to be at least half supported by user fees. Currently the authoritative literature provides; "enterprise funds. . . financed. . .primarily by user charges; or where the governing body has decided the periodic determination of revenues earned, expenses incurred, and/or net income is appropriate for capital maintenance, public policy, management control, accountability, or other purposes." An activity not recommended for inclusion in the enterprise fund is park maintenance because of the very minor revenue generated by user fees. Based on the 1995 budget, the pool is supported 46% by fees and recreation programming 41% by fees. Tax support is $73,380 for the pool and $141,520 for recreation programming for a total of $214,900. The proposed 1996 budget being prepared shows the pool at 50% user fees, recreation at 41% and the civic center at 745 (before depreciation) and a total the those three areas is 59% which equates to a tax support of $283,785. budget/other96/civicpro c5L TO: Dennis R. Kraft, City Administrator FROM: Gregg Voxland, Finance Director SUBJ: Assessments on City Property and State Aid DATE: June 22, 1995 Introduction Council review of the assessment policy for city property and the process for paying off assessments on city property, and the disposition of state aid for construction is raised for discussion. Background The assessment policy provides that city owned land will be assessed like any other developable land. In the past, the dollar amounts involved have not been very large amounts . With the projects of the VIP Extension and Verling Drive going past Lions and Tahpah Park and the Civic Center, and the future Gorman Street project, substantial dollar amounts are now involved. The VIP Interceptor has been assessed at$55, 664, Vierling Drive CR 15 West is estimated at $295, 133 , Vierling Drive 77 to 79 estimated at $39, 969, Gorman Street is estimated at $89, 000, Vierling Drive 77 to 15 is estimated at $146, 875 and Vierling Drive Presidential to 169 is estimated at $232, 000 . Past practice has been to levy assessments and then pay certified amounts from General Fund Unallocated Division and periodically pay off the balance owing from the CIF. For some projects, not assessing city property would drop the project below the minimum assessed costs necessary to be able to issue improvements bonds. Most of the time, improvement bonds are issued to cover the assessed and the tax levy or non-funded project costs. If improvement bonds can not be issued, the alternatives are a referendum bond issue or using cash on hand to finance the project . Using cash on hand could deplete the available cash in short order. State aid for construction sometimes gives the city surplus of funding for a project . Past practice has usually been to put that money in the construction fund which then rolls over to the applicable debt service fund and then rolls over to the CIF when all bonds are paid off . It has also been used to reduce the amount of bonding needed for a project . An alternative for state aid construction "surplus" would be to put the surplus on a project directly into the CIF for immediate use on another project . Alternatives 1 .A. Assess city property and pay from General Fund (tax levy) . 1 .B. Assess city property and pay from CIF. 2 . Change assessment policy and not assess city property. 3 .A. Not assess city property but pay city share in cash up front from General Fund Fund Balance. 3 .B. Not assess city property but pay city share in cash up front from CIF. 6 .A. Keep surplus state aid with the project account, then roll to debt service and close out to CIF. 6 .B. Pull surplus state into the CIF when received. Recommendation Basically the questions are; 1 . Does Council want to continue to assess city property? 2 . Does Council want to use CIF fund balance to pay off assessments on city property or General Fund balance or does Council want to use tax levy. The current draft CIP shows a substantial draw down on the CIF balance. If surplus state aid construction is placed in the CIF and not used to reduce bonding on applicable projects, there will be more money put into the CIF than what was shown on the draft CIP. 3 . Does Council want to let surplus state aid run with the project through the projects construction fund and debt service fund, or pull surplus into CIF immediately? Action Discuss and give staff direction.
