SUBJECT: Upcoming Moratorium Workshop
DATE: September 9, 1999
INTRODUCTION:
On Tuesday, September 7th staff requested that the City Council set a workshop date in
September. The Council set the following date,time, and place:
Tuesday, September 14, 1999
5 p.m.
Council Chambers
Staff suggests the following agenda and timeframes for the meeting for the meeting:
1. Approval of Agenda
2. Discussion of the Desirability of Establishing a
Transitional Residential District Adjacent to
Downtown/Old Shakopee 5:00-5:15 p.m.
4. Discussion of Proposed Land Use Map, Direction
To Staff on Changes or Locations of New
Commercial Districts - 5:16-6:15 p.m.
• Whether to retain rural residential buffer until 2020
• Expansion/contraction of commercial, medium and high density areas on
either side of CSAH 17 south of STH 169
• Jackson Township annexation; area to be covered timeframe for
annexation and expansion of MUSA
• A copy of the current adopted Land Use Plan map is attached for
reference
• A list of requests for changes in the land use plan received received as a
part of the public hearing and meeting process is also attached for
reference

5. Discussion of Controls on Public Improvement
Projects as a way of Staging Development - 6:16-7:15 p.m.
Possible suggestions include:
• Requiring developers and/or property owners petitioning for public
improvement projects to sign an agreement indemnifying the City against
the cost of assessments that can't be collected(e.g. because of court
decisions)
• Including in Cityfeasibility studies an analysis of properties that may
become developable because of the improvement(s), and the additional
impacts of their development.
