Hensen, Secretary TO: EDA Board Subject: Appointments to Economic Development Advisory Committee Policy/Action Requested: Adopt Resolution 2017-1, a resolution appointing individuals to the Economic Development Advisory Committee Recommendation: Approve the attached resolution with the EDA vote. Discussion: Various terms on boards and commissions expired on February 28, 2017, or until their successors are appointed and qualified. The city has advertised for volunteers interested in filling the seats. On February 16, and 23, an interview panel consisting on Commissioners Jay Whiting and Matt Lehman and a representative from the EDAC interviewed six applicants. Two of the applicants that were interviewed were appointed to other boards and commissions. After the interviews were completed, the panel could not come to a consensus and decided to send it to the EDA for a vote. To expedite the process, please fill out the attached ballot ahead of time and give it to the secretary just before the meeting. Votes are tallied with the first results presented to board members when the matter comes up on the agenda. If additional voting is necessary it would take place at that time. Budget Impact: There is no budget impact associated with this action. Recommendation: Staff is recommending an award of $25,000. Discussion: The owners of Pablo's Mexican Restaurant, located at 230 South Lewis Street in downtown Shakopee, are requesting a deferred/forgivable loan in the amount of $79,205. If approved, the following work will be completed to the exterior of the building: • Signage • Stucco/Siding/Stone improvements • Windows The total estimated project costs for the exterior improvements are $179,205. A second estimate was received which showed the total project cost being $193,457. Budget Impact: The facade program was funded at $130,000 for 2017 and no funds have been awarded to date. LOAN FORGIVENESS Forgiveness of a boar takes place over alive -year perm wr"th- r 20 pereerrt of the award forgiven annually. The City may extend or reduce the repayment period based on the dollar amount of the award. If the berating building is sold wittan the period of the loan, the loan must repaid. The City may consider alternatives to immediate repayment. The applicant has one year from the award date of the loan to complete the project and request payment of loan funds. All loan funds will be paid upon receipt of paid invoices for the project and proof of payment.
