Introduction
The Traffic Safety Committee (TSC) met on October 6, 2017 for a regular quarterly meeting. As
part of the agenda, a parking zone issue area was evaluated that requires follow-up action as
follows:

2-hour parking zone request along Fuller Street (west side) from 3 Avenue, north to the
alley
The city received a request from the new property owner at 250 Fuller Street South to restrict
on-street parking to a 2-hour period between the hours of 8 a.m. to 4:30 p.m., Monday through
Friday along this segment of Fuller Street on the west side to better address the parking needs
of their clientele. The property owner has indicated and experienced that the parking stalls are
mostly occupied by longer-term parkers, typically by vehicles that are not patronizing this
adjacent building.
This segment along Fuller Street exists with nine diagonal on-street parking stalls, currently with
no restrictions. While there are no parking restrictions within this segment, there are multiple
areas in the adjacent downtown area that are designated and restricted to 2-hour parking
between the hours of 8 a.m. to 4:30 p.m., Monday through Friday (see attached Figure 1).
Parking zone restrictions are typically implemented to address issues pertaining to safety,
loading and unloading, nuisances, convenience, etc. In the downtown area, due to the lack of
parking, most of the parking zones typically exist for convenience, with the goal of
accommodating the shorter-term parking occupants in an effort to support the parking needs
of the adjacent businesses.
The TSC evaluated this request and recommends posting the nine diagonal parking stalls along

the west side of Fuller Street just north of 3 Avenue. While there are no notable safety issues
that would be addressed by doing so, converting this area to a 2-hour parking zone is consistent
with other adjacent on-street parking locations in this area. Additionally, off-street parking has
been created by the property owner on the west side of the 250 Fuller Street South building that
will provide additional off-street parking to supplement the parking needs of their business.
Summary
The TSC recommends providing an action item to the City Council to implement the permanent
2-hour parking restriction zone between the hours of 8 a.m. to 4:30 a.m., Monday through

RESOLUTION 7935
A Resolution Establishing a Flat Fee for
Sanitary Sewer Service at 8600 Horizon Drive
WHEREAS,
the property located at 8600 Horizon Drive has connected to public sanitary
sewer but does not have a connection to the public water supply and metered sanitary sewer rates
cannot be calculated.
WHEREAS,
City Code 52.06 allows City Council to establish a flat charge per month for
sanitary sewer service for properties that do not have a metered connection to the public water supply.
WHEREAS,
Ordinance 954, approved by City Council, established the 2017 fee for a single
Sewer Availability Charge (SAC) at $25 per month, and 8600 Horizon Drive received a determination
of 13 SAC units.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA:
1.
That a sanitary sewer service fee of $325 per month is established for the property
located at 8600 Horizon Drive.
2.
That the fee shall be effective November 1, 2017.
3. That the fee shall be reviewed annually and adjusted according to the most current
city fee schedule.
