SUBJECT: Approval of Pike Lake Road Design, from
CSAH 16 to.Southbridge Parkway

INTRODUCTION:
Attached to this memo is a drawing showing the roadway design of Pike Lake Road, from
CSAH 16 to · Southbridge Parkway. The purpose of this agenda item is for City Council to
consider the approval of this design, prior to moving forward with construction.
BACKGROUND:
Previously, the City Council entered into an agreement with Tollefson Development, Inc.
for the sale ofland by the City to Tollefson Development known as the former Shutrop farm
site. Tollefson Development, Inc. has preliminary platted the property as Ridge View Farms
Addition. Part of the agreement with the City for the purchase of land included the
construction of Pike Lake Road, from CSAH 16 to Southbridge Parkway.
Pike Lake Road is shown on the City's transportation system to be a City collector and
would connect up with Southbridge Parkway and also Crossings Boulevard, a local collector
which connects with CSAH 18. City staff has worked with John Oliver & Associates, the
developer's engineer, as well as assistance from WSB & Associates, Inc. to design this
roadway to meet the transportation needs of this area. It was necessary to look at this
overall design with the future ofCSAH 21 and the future upgrade of Pike Lake Road, which
would extend past CSAH 42 in Prior Lake, as well as connections to CSAH 16 and
Crossings Boulevard in this area.
Staff wishes to review the design with City Council, as there are some unique design
elements associated with this road project. These unique design elements would be as
follows:
. Reduction of a 30 foofwide median to a 5 foot wide median from Southbridge
Parkway to the connection of CSAH 21.
. The extension of a special street lighting district of Southbridge Parkway to future
CSAH 21.
. Providing right turn lanes and left turn lanes at CSAH 21 for potential future signal
of Pike Lake Road and CSAH 21;
. Providing left turn lanes at future fire station as well as Crossings Boulevard and a
right turn lane at Crossings Boulevard from Pike Lake Road.
. Providing left turn lane at Oak Ridge A venUe and Oak Ridge Court, as well as left
turn lane at CSAH 16 of Pike Lake Road.
In designing the road for meeting the transportation needs, staff also needed to balance
the environmental impacts to the wetland in order to meet wetland mitigation
requirements. Staff believes this is a good design, which will provide a safe roadway and
meet the transportation needs of the area, and will be a vital connection to the City's
transportation system. Again, the intent of this agenda item is to review the design with
City Council, prior to proceeding with final plans and construction.
One additional note, the developer may want to address the Council on extra cost for
constructing this roadway either at the May 16th meeting or a future meeting.
AL TERNATIVES:
1. Approve a motion approving the design of Pike Lake . Road, from CSAH 16 to
Southbridge Parkway, as presented.
2. Approve a motion approving the design of Pike Lake Road, from CSAH 16 to
Southbridge Parkway, as modified by City Council.
3. Table for additional information.
RECOMMENDATION:
Staff does recommend Alternative No.1, as the road design would provide the necessary
lanes and road configuration to meet the traffic, was well as to minimize wetland impacts
for this area which has CSAH 21, Crossings Boulevard and CSAH 16 as major
transportation. corridors.
ACTION REQUESTED:
Approve a motion approving the design of Pike Lake Road, from CSAH 16 to
Southbridge Parkway, as presented.

Here is the text from the purchase agreement for Pike Lake Road.
11. Future Construction of Pike Lake Road. Subject to Closing, and in connection with
Buyer's intended subdivision development of the Property, Buyer agrees to dedicate approximately 40
linear feet along the east line of the Property, from County Highway 16 north to northeast corner of the
said Property, for use as public road right of way and,. subject to Seller's dedication of additional public
road right-of-way upon Seller's Retained Parcel, will construct, at Buyer's cost, improvements for the
extension of Pike Lake Road from County Road 16 to the existing terminus of SouthridgeParkway
(currently located immediately north of the north line of Seller's Retained Parcel), including sidewalks,
bituminous trails and streetlights. Buyer reserves the right to enter into cost-sharing agreements with
adjoining property owners to offset and/or contribute to said construction costs. Seller will not require
Buyer to dedicate the any portion of the Property for Pike Lake Roa d right of way, or to construct Pike
Lake Roa d until such time as the City approves a final plat for the Property. The parties acknowledge
that a portion of currently proposed Pike. Lake Road is situated on parcels adjacent to the Property
("Additional Parcels"), which parcels are owned by third parties. Buyer shall be responsible for
acquiring any Pike Lake Road right of way on the Additional Parcel owned by Mark 1. and Lois 1.
Liesener ("Liesener Parcel") but shall have no obligation to acquire and right of way for Pike Lake
Roa d on the Additional Parcel owned. by TerranceW. Hanson and/or Randall Noecker ("Noecker
Parcel"). Seller will make good faith efforts to acquire needed right of way on the Noecker Parcel in a
timely manner to enable Buyer complete Pike Lake Roa d in accordance with Buyer's development
schedule for the Property. If Seller is unable to acquire right of way for Pike Lake Road on the Noecker
Parcel prior to Buyer's commencement of subdivision development on the Property, Seller shall
nevertheless permit Buyer to obtain development approvals for Buyer's proposed subdivision
development of the Property, including building permits and occupancy certificates, and to construct,
and temporarily use and maintain, improvements for Pike Lake Road on that portion of the proposed
Pike Lake Road right of way located on the Property, the Liesener Parcel and Seller's Retained Parcel
provided that the improvements constructed there on are (i) consistent with the final approved plans for
the entirety of the Pike Lake Road extension, and (ii) sufficiently wide to permit transit of fire
department equipment and vehicles to all portions of Buyer's proposed development. When additional
Pike Lake Roa d right of way is acquired on, or is dedicated pursuant to development of, the Noecker
Parcel, Buyer shall promptly construct the improvements for Pike Lake Trail on such right of way
located on the Noecker Parcel. Seller shall be responsible for, and shall bear the full cost of, all wetland
mitigation associated with the construction of Pike Lake Road on Seller's Retained Parcel.
