RESOLUTION NO. 7585
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA APPROVING
THE FINAL PLAT OF VALLEY VIEW BUSINESS PARK 2ND ADDITION
WHEREAS,
Tom Elander, applicant; and Mary Ann and Loren Gross, property
nd
owners, made application for final plat approval of Valley View Business Park 2
Addition on May 20, 2015; and
WHEREAS,
the subject property is legally described as:
Outlot A, Valley View Business Park 1st Addition; and
WHEREAS,
the City Council reviewed the final plat application on July 7, 2015
NOW THEREFORE, BE IT RESOLVED
by the City Council of the City of
Shakopee, Minnesota that the final plat of Valley View Business Park 2nd Addition is
hereby APPROVED subject to the following conditions:
The following actions must be addressed prior to release of the Final Plat for
recording:
1.The signature block on the final plat must be revised. City Administrator must be
removed and a signature block for City Clerk must be added.
2.An additional 10 of drainage and utility easement must be added to the existing
10 proposed drainage and utility easement along the southern lot line of Lot 1 for
a total of 20 of drainage and utility easement for the future extension of
watermain. If a future extension of watermain to Outlot A through the southern
drainage and utility easement involves removal of significant trees on Lot 1, the
developer of Outlot A will be required to replace trees at a 4:1 (Remove: Replace)
ratio and restore turf to the disturbed areas of Lot 1. The owner of Lot 1 will be
notified prior to work commencing within the easement area.
3.Park Dedication Fees based on net lot area must be paid at the current adopted fee
schedule rate. The applicant must provide calculations of the total lot area and the
total area of public utility easements on the lot for calculation of the fee to the
Parks and Recreation Director.
4.The applicant must provide electronic files (AutoCAD and PDF) of the Final Plat
to be record. The files must be recorded on datum on the Scott County Coordinate
System.
The following items must be addressed prior to approval of a grading permit, a
building permit and/or a street and utility plan:
1.The applicant must obtain a National Pollution Discharge Elimination System
(NPDES) construction site permit prior to any land disturbing activity and provide
PDF documents of the coverage card and coverage letters to the Engineering
Department.
2.The applicant will grade the entire site, as proposed on the approved plans, in one
phase within one (1) year of the date of approval of a grading permit application.
3.All landscaping must comply with the City of Shakopee Easement, Fencing, and
Landscaping Policy.
4.The applicant must submit a detailed impervious surface drawing of Lot 1.
5.The applicant must pay the Trunk Stormwater Charge, as required by the current
City of Shakopee fee schedule.
6.Any tree removal on the site is subject to the Tree Preservation Regulations, City
Code Section 11.60, Subdv 9
7.The applicant must work with Scannell Properties and City Natural Resources
Staff to provide required replacement trees from the initial subdivision of Valley
st
View Business Park 1 Addition on this site, per Resolution No 7327.

Dear Mr. Loney:
We appreciate the opportunity to assist you in identifying solutions to address the floodingand
channel erosionissues in the area of Patterson Drive. After meeting with you and your staff on

below please find the work plan associated with completing the project.
Task 1 –Review the Existing Storm Water Hydrologic Model for the Area.
This task consists of reviewing the existing Storm Water HydroCAD modelfor the City of
Shakopee, specifically the MPGSubwatershed. This review may also include the following:
Review Parameters Used to Estimate Peak Discharges
This Task includes reviewing the general parameters used to establish the individual
subwatershed discharges and determine if the model needs to be adjusted to
accommodate changes in land use, etc. The existing HydroCAD model usesTP-40
methodology. During our meeting, the use ofAtlas 14 rainfall was selected for the
analysis.
Parameters reviewed typically include: acreage, land use, design rainfall event,
impervious surface coverage, anticipated discharge rates, anticipated runoff volumes, etc.
This task will include collection of background data used for the existing model. Data
may include existing and future land use mapping, aerial photography, City parcel
records, GIS shapefiles, existing zoning and land use regulations, etc.An existingpeak
Atlas 14100-YR discharge design rate will be determined through this effort.
Please note that a portionof this work has already been completed by WSB staff. We
estimate up to an additional 16hours of staff time to complete this effort.
Task 2-Review surroundinginfrastructurein the immediate vicinity of Patterson Drive
and determine if improvements are required/ recommended.
We will review as-builts as well as perform field observation of the channel and culvert under

Patterson Drive. Some of this effort hasalready been completed by WSB staff. We will review
and provide options/ recommendations on improvements and or maintenance required, including
an option for additional flood protection forthe low-lying property closest to the channel at
Patterson Drive, options for channelimprovement/ repairat thedownstream end closest to
Patterson Drive, options for additional capacity under Patterson Drive, and options for extending
the outlet pipe northcloser to the pond bottom to alleviate erosion potential and improve
aesthetics of the slope to the pond. We estimate up to 30hours of staff time to complete this
effort. If additional survey work is required, this will be added to the fee at a cost of $225/ hr for
survey crew.
Task 3–Prepare construction plans and assist in bidding of corrective/ flood protection
work
Based on information collected as part of previous tasks, and upon approval to move forward
with desired alternatives identified by you, we will prepare construction documents to be used
for bidding. We will also provide engineer’s estimates for the improvements and assist with the
bidding process. We estimate up to 60 hours of staff time for this effort. Construction
inspection would be an additional service.
Estimated Cost
Tasks 1 –3are proposed to be completed on an hourly basis for an estimated not-to-exceed cost
of $13,300. If the scope changes or additional options beyond that outlined above are requested,
the fee above would increase accordingly. Additional survey and construction observation are
not included in these numbers and can be added to the scope at additional fees.

Re:Danube Avenue Area Erosion
Proposal to Identify Alternatives to Address Wash-out Area
Dear Mr. Loney:
We appreciate the opportunity to assist you in identifying solutions to address the washout area
of the channel adjacent to Danube Avenue. This washout occurred following the unusual June

2014 rainfall event. After meeting with you and your staff on June 17, we have a better
understanding of your needs and expectations for this work. Outlined below please find the
work plan associated with completing the project.
Task 1 –Review the Existing Storm Water Hydrologic Model for the Area.
This task consists of reviewing the existing Storm Water HydroCAD modelfor the City of
Shakopee, specifically the MP-2 Subwatershedand the Countryside Development storm water
modeling. This review may also include the following:

modeled / converted to XPSWMM. We have accounted for that in our proposed fee.
Parameters reviewed typically include: acreage, land use, design rainfall event,
impervious surface coverage, anticipated discharge rates, anticipated runoff volumes, etc.
This task will include collection of background data used for the existing model. Data
may include existing and future land use mapping, aerialphotography, City parcel
records, GIS shapefiles, existing zoning and land use regulations, etc.An existingpeak
Atlas 14 100-YR discharge design rate will be determined through this effort. The
proposed conditions peak flow rate is estimated to be lessthan existing rates once
development occurs upstream. We estimate up to 20hours of staff time for this effort.

Task 2 –Prepare up to 3 alternative designs for repair of the washout area
This Task will utilize the design peak discharge determined in Task 1 and provide up to 3
alternatives that will provide storm water conveyance up to the 100-YR design event.
Maintenance, aesthetics, and functionality will be considered for each option prepared. We
estimate up to 20 hours of staff time for this effort.
Task 3 -Review down-stream infrastructure and determine if improvements are required/
recommended.
We will review as-builts as well as perform field observation of the channel and culvert under
Danube Avenue that is immediately downstream of the erosion issue. We will review and provide
options/ recommendations on improvements and or maintenance required. We estimate up to 5
hours of staff time for this effort.
Task 4–Prepare construction plans and assist in bidding of corrective work
Based on information collected as part of previous tasks, and upon approval to move forward
with desired alternatives identifiedby you, we will prepare construction documents to be used
for bidding. We will also provide engineer’s estimates for the improvements and assist with the
bidding process. We estimate up to 32 hours of staff time for this effort.
Estimated Cost
Tasks 1 –4are proposed to be completed on an hourly basis for an estimated not-to-exceed cost
of $8,850. If the scope changes or additional options beyond that outlined above are requested,
the fee above would increase accordingly.Survey was done in 2014 and the estimated costs in
this proposal assumes that data is generally representative of the areaand can be utilized for
design. If additional survey is required, upon your approval, we will complete that task at a rate
of $225/ hour for a survey crew.

Re:Hwy 101 Crossing North of Amazon Parcel
Proposal to Perform Drainage Study
Dear Mr. Loney:
We appreciate the opportunity to assist you in performing a drainage study adjacent to the Hwy
101 crossing in the vicinity of the Amazon parcel. There is some question regarding how the
drainage functions/ where it goes in this area and whether improvements are needed in the sub-
watershedto facilitate storm water management due todevelopment that has occurred or is
th
anticipated in the sub-watershed. After meeting with you and your staff on June 17, we have a
better understanding of your needs and expectations for this work. Outlined below please find
the work plan associated with completing the project.
Task 1 –Review the Existing Storm Water Hydrologic Model for the Area.
This task consists of reviewing the existing Storm Water HydroCAD modelfor the City of
Shakopee, specifically the subwatershedthat includes the Amazon parceland the draft Interstate
Trucking analysis. This review may also include the following:
Review Parameters Used to Estimate Discharges
This Task includes reviewing the general parameters used to establish the individual
subwatershed discharges and determine if the model needs to be adjusted to
accommodate changes in land use, etc. The current HydroCAD model usesTP-40
precipitationvalues. You have expressed a desireto have this effort modeled / converted
to XPSWMM. The proposed fee reflects this.
Parameters reviewed typically include: acreage, land use, design rainfall event,
impervious surface coverage, anticipated discharge rates, anticipated runoff volumes, etc.
We know that there are several upstream sites that need to be added to the model. This
task will also include collection of background data used for the existing model. Data
may include existing and future land use mapping, aerial photography, City parcel
records, GIS shapefiles, existing zoning and land use regulations, etc.The flow patterns
under Hwy 101 willbe determined through this effort. Survey data willbe required to
confirm grades and pipe locations and grade. Thefield survey fees will be added once
the project limits have been defined. We estimate up to 26hours of staff time for this
effort (not including survey).

It should be noted that the TH 101 culvert crossings were evaluated by WSB in 2008
using TP-40 precipitation values. This evaluation recommended increasing the TH 101
24” culvert downstream of the RR and Amazon parcel to 36” RCP. It is our
understanding that the pipe under east-bound CSAH 101 was replaced as recommended
as a part of the turnback to Scott County. The west-bound pipe willrequire verification
as a part ofthis study.
We will also make sure this effort is coordinated with future trail crossings that are
currently being contemplated.
Task 2 –Identify potential flooding issues and make recommendations on alternatives for
remedying said issues.
This Task will utilize the design peak dischargesdetermined in Task 1 and provide up to 3
alternatives that will provide flood protection to properties and infrastructure up to the design
event(if deemed necessary through results of Task 1). Maintenance, aesthetics, and
functionality will be considered for each option prepared. These options will be schematic in
nature. If design documents are required, a subsequent work order will need tobe executed. We
estimate up to 16 hours of staff time for this effort.
Task 3 -Review down-stream infrastructure and determine if improvementsand or
maintenanceare required/ recommended.
We will review as-builts as well as perform field observation of the stormwater infrastructurethat is
immediately downstream of the Amazon parcel, including culverts under Hwy 101 and culverts
under the rail road (RR maintained). The downstream conveyance to Mill Pond will be evaluated. It
is recommended that a survey be performed on the downstream flow pathto Mill Pond. We will
review and provide options/ recommendations on improvements and or maintenance requiredand
assist your Public Works staff in requesting maintenance/ improvements of infrastructure that is the
responsibility of others. We estimate up to 24hours of staff time for this effort, not including
survey.
Estimated Cost
Tasks 1 –3are proposed to be completed on an hourly basis for an estimated not-to-exceed cost
of $8,200. If the scope changes or additional options beyond that outlined above are requested,
the fee above would increase accordingly.If field survey is orderedto complete Task 1, upon
your approval, we will provide up to 2 days of field survey for an additionalhourly not-to-
exceed cost of $3,600.If field survey is ordered to complete Task 3, upon your approval, we
will provide up to 2 days of field survey for an additional hourly not-to-exceed cost of $3,600.
There will be savings to the city if these two surveys can be combined in to one effort.

subwatershed. The intent of the study is to update the existing Upper Valley Drainageway
(UVD) Storm Water Hydrologic model, which is currently in HydroCAD using TP-40 rainfall,
toXPSWMMsoftware. The updated model will assist the city in identifying regional storm
water management opportunities/ improvements based ondevelopment that has occurred or is
th
anticipated to occur in the sub-watershed. After meetingwith you and your staff on June 17,
we have a better understanding of your needs and expectations for this work. Outlined below
please find the work plan associated with completing the project.
Task 1 –Review the Existing Storm Water Hydrologic Modelfor the Area.
This task consists of reviewing the existing UVD Storm Water HydroCAD modelfor the City of
Shakopee. This review may also include the following:
Review Parameters Used to Estimate Discharges
This Task includes reviewing the general parameters used to establish the individual
subwatershed discharges and determine if the model needs to be adjusted to
accommodate changes in land use, etc. The number of subwatersheds will be limited to
the delineations in the SWMP.
Parameters reviewed typically include: acreage, land use, design rainfall event,
impervious surface coverage, anticipated discharge rates, anticipated runoff volumes, etc.
This task will include collection of background data used for the existing model. Data
may include existing and future land use mapping, aerial photography, City parcel
records, GIS shapefiles, existing zoning and land use regulations, etc.
The existing model will be converted to a new model as efficiently as possible. It is
anticipated that ponding areas and other improvements in the watershed will need to be
added to the existing model to ensure that the proposed model is as accurate asfeasibly
possible. We estimate up to 80 hours of staff time for this effort.

We will use existing city as-built information as well as Lidar topo information for this
effort. The city GIS database of the storm sewer pipe data with size, type, inverts, and
shape will be provided by the city if available. If not available, only primary trunk
conveyance systems will be input. If flood prone properties are to be analyzed, it will be
done as an additional task at additional fees. No field survey is anticipated or
accommodated in this proposal. If it is found that field survey is required, that service
can be provided atan additional fee.
Task 2 –Identify potential areas for regional ponding and storm water conveyance systems
to be utilized once development occurs.
This Task will utilize the design peak dischargesdetermined in Task 1 and provide a schematic
map that highlightslocations of potential regional storm water managementopportunities. If
design documents are required, a subsequent work order will need tobe executed. We estimate
up to 10 hours of staff time for this effort.
As discussed with staff, this effort will include identifying potential improvements to alleviate
flooding that has occurred near Larkspur Court.
Estimated Cost
Tasks 1 –2are proposed to be completed on an hourly basis for an estimated not-to-exceed cost
of $10,900. If the scope changes or additional options beyond that outlined above are requested,
the fee above would increase accordingly.
