Mayor Gary Laurent called the meeting to order at 8 : 00 P.M. with
Councilmembers Joan Lynch, Robert Sweeney, Gloria Vierling, at
Mike Beard present. Also present: Dennis R. Kraft, y
Administrator; Gregg Voxland; Finance Director, Dave Hutton, Public
Works Director/City Engineer; and Judith S. Cox, City Clerk.
Mr. Voxland explained that some staff time is not charged to the
two enterprise a funds:

Sweeney/Vierling moved to recommend to the City Council to show an

Cncl. Sweeney stated that there are several other items that would
reduce the general budget. Discussion ensued on increasing the
engineering fees for engineering services performed in relattionship

said that he would like Mr. Hutton to look at what multiplier is

Discussion ensued on changing the fiscal disparities for Tax

District and what impact that would have on taxes. Mr. Voxland was
directed to prepare the figures on the result of moving the fiscal
disparities contribution from the City to the District.
Mr. Voxland stated that Council may wish to consider charging an
investment management fee for staff time spent on managing
investments. He reminded Council of a quotation received not long

Mr. Voxland explained how the City charges Louisville

Discussion ensued in how the townships share in the cost for new
fire vehicles. If the cost to the townships are spread out over
five years, Councilmembers thought that there should be some
interest charged. Staff was directed to look at the fire service
charges to the townships to make sure that the City is recouping
its costs.
Discussion ensued on increasing the sanitary sewer rates.
Consensus of Councilmembers was to wait and see the results of a
survey being conducted by Minnetonka before deciding on an increase
in rates.
Mr. Voxland explained the initiation of the storm sewer billing in
the mid 80 ' s and the projects proposed for those funds. Discussion
ensued on the proposed Foothill Trail project and how the cost
should be computed in relationship to the storm sewer improvement
policy. Mr. Hutton stated that the City will be responsible for
50% of the drainage as a result of the bypass and that the fees may
need to be raised as soon as we know costs.
The next Committee of the Whole was set for Monday, October 26th at
7: 00 P.M. to discuss the Capital Improvement Program.
The meeting was adjourned at 10: 04 P.M.

Administrator of the City of Shakopee, that a Special Session of
the City Council will be held at 7 : 00 P.M. on Monday, October 26,
1992 for the purpose of considering actions on the following
matters:
1. Approve the hiring of the voice data cable contractor for the
new City Hall.
2 . Any other business which may come before the City Council.

INTRODUCTION:
Cabling of the new City Hall needs to be done soon to accommodate
voice/data prior to the enclosing of new walls.
BACKGROUND:
Although selection of a phone vendor and a cabling vendor go hand-
in hand, cabling must be done first and remodeling of City Hall has
reached a point where walls are about to be enclosed. This
necessitates selection of a cabling vendor immediately so that
conduit for wiring can be placed in the walls.
Several proposals have been received from independent cabling
contractors. A summary is shown below.

All Brand Communications not only has proposed the lowest cost but
seems to provide the most thorough service with regard to labeling
jacks and patch panels, providing schematics of the finished
wiring, and using the best wiring practices to assure optimum
transmission performance for both voice and data.
RECOMMENDATION:
Recommend the hiring of All Brands Communications, Inc. of Eden
Prairie to provide voice and data cabling for new City Hall for a
price including tax of $6, 280. 68. Funds to come from $35, 000 total
budgeted amount for new City Hall communications.
REQUESTED ACTION:
Move to approve the hiring of All Brands Communications, Inc. of
Eden Prairie to provide voice/data cabling for new City Hall for a
total cost of $6, 280. 68 including tax.

Dear Mr. Kraft:
As a Japanese businessman who has recently moved to Minnesota, I would like to make
contacts with business people, both American and Japanese, who share my interest in the
economic dialogue between our two countries. I am currently employed as Vice
Chairman of Tsumura International, Inc., assisting my brother-in-law, Monty Tsumura,in
the day-to-day operations of the Shakopee facility.
Over half of my life, I was employed by Hitachi Zosen (Ship Building and Engineering
Co., Ltd.) located in Japan. I spent 34 years in the Ship Export Business Division,
exporting various ocean-going vessels of up to 500,000 deadweight ton tankers, built by
Hitachi's six shipyards. Hitachi Zosen is one of the major ship builders of the world, which
employs approximately 6,000 people.
Before coming to Minnesota, I was CEO of Creative, Inc., a wholly-owned subsidiary of
Hitachi Zosen, which was established 6 years ago,when the ship building market was
depressed and had to dismiss thousands of employees. As temporaries' agent, Creative,
Inc., has kept growing at an annual rate of 15 percent a year since its incorporation.
Creative, Inc., employees approximately 4,000 temporaries out of 10,000 registered.
Although I have lived and worked in Tokyo for many years, I have spent a lot of time in
the United States. In the mid fifties, I spent three years on the Committee Of
International Relations of the University of Chicago on a fellowship grant, and at the
University of Washington as a Fulbright Travel Grantee. I was a Hitachi Zosen
representative for many years in New York during the early sixties and seventies. Now
my family and I are happy to be in Minnesota this beautiful autumn season. I look forward
to my association with Tsumura's fine work force.

TO RESIDENTS BEING ASSESSED FOR THE 2ND AVENUE PROJECT.
MINNESOTA STATUTES PROVIDE THAT IF ASSESSED PROPERTY IS NOT
BENEFITTED BY AN AMOUNT EQUAL TO OR GREATER THAN THE
ASSESSMENT, THE AMOUNT OF ASSESSMENT MAY BE REDUCED.
IF YOU BELIEVE YOUR ASSESSMENT IS HIGHER THAN THE
