Attached are materials prepared for the 1993 Budget and tax levy hearing.
This is basically the same material previously furnished to Councilor Sweeney but
has been revised after changes made by Council on 12/1/92. Attached are:
1. Possible format for the hearing if Council chooses use it.

available yet.

I have had seven phone calls on the proposed tax increase. It seems that
valuation changes have played a material role in prompting people to call on the
tax increase. Two of the calls involve the reclassification of a parcel from
agricultural to residential (10 acres) . Another factor that came into play with
such reclassification is that the city has a lower tax rate for agricultural
land. Therefore, those parcels experienced an increase in tax capacity due to
reclassification and an increase in city tax due to moving from the "rural" tax
rate to the "regular" tax rate.
At this point I do not have the history or rational for the lower tax rate.
I do not recall the issue being discussed by Council since I have worked for the
City. Council may want to review the issue and determine if the policy is still
valid or if it should be changed.

completed by the board of review process.
b. This is for City taxes only - not county or schools.
City taxes are only about 20% of the tax dollar.

Re: Testimony to be read into the record at the proposed tax
increase hearing on Dec. 7, 1992.
Dear Mr. Voxland:
After receiving my proposed 1993 tax increases. I feel
compelled to strongly object to these increases. A proposed
46.6% increase by the city and a 154.4% increase for other
(no explanation on form) has me extremely upset, especially
because of the fact that you've spent $885,000.00 to
purchase an old land-locked building and then spent nearly
the same amount to gut and renovate that same building; as
well as hire expensive decorators at $65.00 - $75.00 per
hour to furnish it with $634.00 chairs and a $3000.00 sofa.
This does not seem to me to be great value for monies spent.
In fact, I feel it is being most irresponsible in a time
when our incomes keep dropping to raise taxes to this
extent. Most of us have constant increases in expenses such
as health care costs, utilities, necessary goods and
services and of course, taxes. I think it's time government
agencies tighten their belts along with the rest of us and
behave as if they are spending their own money when they are
spending ours. A 46.6% increase is unconscienable. If this
proposed increase actually occurs, my taxes will have benn
raised $700.00 in a two year period. How do you expect
young families, average workers and people on fixed incomes
to pay these huge increases?

DATE: December 3, 1992
Introduction and Background
Resolution Number 3719 finally adopts the tax levy for payable 1993. This
resolution must be adopted at the conclusion of the public hearing on December 7.
If the hearing is continued, the possible dates are 12/12 (Saturday) , 12/15
(Tuesday) , 12/16 (Wednesday) , 12/18 (Friday) or 12/19 (Saturday) .
Resolution Number 33720 adopts the 1993 Budget. This resolution must be
adopted at the conclusion of the public hearing.
Action
Offer Resolution Number 3719, A Resolution Setting the 1992 Tax Levy,
Collectable In 1993, and move its adoption.

RESOLUTION NO. 3719
A RESOLUTION SETTING 1992 TAX LEVY, COLLECTIBLE IN 1993
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, COUNTY OF SCOTT,
MINNESOTA, that the following sums of money be levied as the tax levy in
accordance with existing law for the current year, collectible in 1993, upon the
taxable property in the City of Shakopee, for the following purposes:
GENERAL FUND LEVY $3,116,670
BE IT FURTHER RESOLVED, that the City Clerk is hereby instructed to transmit
a certified copy to this resolution to the County Auditor of Scott County,
Minnesota.
Adopted in session of the City Council of the City of Shakopee,
Minnesota, held this day of , 1993.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY COUNCIL OF THE CITY OF
