enclosed the total score for each candidate for Chief of Police.
The score given represents the total of the written and oral tests.

CANDIDATE NO. 40
No use of calendar for planning or scheduling. Sends memo to City Administrator
advising of family emergency and telephone number. Excellent response to request for
assessment of service needs and organizational structure of the Police Department -
answered all specific questions in depth - copies City Administrator. Response to
comments on Police negotiations very good - reflected strong labor relations knowledge
and management knowledge. Acknowledged request to be guest speaker at Chamber
of Commerce - provides requested outline on the specific requested topic (very good).
Acknowledge City Administrator request for renegotiation of contract with amusement
park for law enforcement services - will have completed reply by December 22, 1989
(does not respond to specific questions). Delegates citizen complaint against Sergeant
Peters to Deputy Chief - gives directions - calls complainant - copies City Administrator.
Responded to specific questions on policy regarding infectious diseases in detail - good
thought process - reflected depth. Responded to all specific questions on budget
reductions - talks about city/department goals, employee input, public input, Council
direction. Responds to City Administrator's memo on negligence and damage to squad
car - assigns Deputy Chief to investigate.
This candidate should be given serious consideration to the position under
consideration. Knowledge, problem solving skills, interpersonal skills, delegation of
responsibility and communication skills range from very good to excellent.

CANDIDATE NO. 70
No use of calendar for planning or scheduling. Response for assessment of service
needs and organizational structure of Police Department incomplete. Candidate made
notes of staff assignments but only answered part of the first question. Responds to
police negotiations request - "7% wages seems to be in line, parental leave
unreasonable, group health exceeds existing trends, drug testing and discipline should
be checked with City Attorney." (Reflects being cautious - some labor relations
knowledge, but limited.) Responds to request from Chamber of Commerce (not in
letter form) - good outline, reflects financial concerns. No response to comment
request for renegotiation of contract with amusement park for law enforcement services.
Assigns Deputy chief to investigate citizen complaint against Sergeant Peters - calls the
complainant to "try and settle him down". No response to request for policy on
infectious diseases. Responds to all specific questions on suggestions for budget
reduction. Responded to negligence and damage to squad car by having Patrol
Sergeant investigate, having Deputy Chief check officer's record, scheduling meeting
with officer and advising City Administrator of actions.
This candidate has some potential for the position under consideration. Knowledge,
problem solving skills, delegation of responsibility and communication skills appear to
be acceptable. There is some question why this candidate did not respond for
suggestions to renegotiate a contract with the amusement park for police services and
the policy for infectious diseases.

CANDIDATE NO. 60
No use of calendar for planning or scheduling. No response to request for assessment
of service needs and organizational structure of Police Department. Avoids specific
response to police negotiation question - states there are several concerns - will
address in future. Acknowledges request to be guest speaker at Chamber of
Commerce with outline - not real depth displayed, but acceptable. Responded in detail
to each specific question on renegotiation of contract with the amusement park for law
enforcement services. Assigns citizen complaint against Sergeant Peters to Deputy
Chief - gives direction - mentions bias crime statute. Responds to specific questions
on policy for infectious diseases. Does not respond to specific questions on budget
reductions - asks Deputy Chief to review and get back to Chief. Responds in detail to
issue of negligence and damage to squad car. Makes recommendation for future
accident investigations - checks for vehicle defects.
This candidate has some potential for the position under consideration. Knowledge,
problem solving skills, interpersonal skills, delegation of responsibility and
communication skills appear to be acceptable. There is some concern, however, that
the candidate tended to avoid the more complex issues of assessment of service need
and organizational structure; police negotiations (labor relations); and budget reduction
issues.
