PUBLIC HEARING
1990 BUDGET
The City of Shakopee has held public hearings on the next years budget for
many years. Due to "Truth in Taxation" legislation, there is additional
emphasis on notifying the taxpayers of the public hearing and proposed tax levy
starting in 1989.
A copy of the draft 1990 budget is available for review in City Hall and
in the Shakopee Library. Attached is summary information on the General Fund
for 1990. The General Fund is the only fund for which the City Council is
levying taxes for 1990. Council has previously cancelled all debt service
levies ($189,294) for payable 1990. The Housing and Redevelopment Authority
has levied $30,000 in taxes.
The General Fund Budget covers the traditional services that the City
provides it citizens such as police and fire protection, parks, streets and
general government functions including community development, administration,
legal and financial services. The proposed 1990 budget provides the same level
of service to the citizens as the current year.
Expenditures in the proposed 1990 General Fund Budget represent an
increase of 4.18 over the original 1989 budget. Property taxes to support the
1990 budget show an increase of 4.48 on the part of the City plus an additional
20.9% increase to replace state aid that the legislature has taken from the
City and shifted to the schools. This is a 25.38 increase in the city levy,
not a 25.38 increase in the tax bill for any particular property. For payable
1989, the City share of a tax bill was 12 cents out of a dollar. Even with
this tax increase, the General Fund Budget for 1990 shows a $214,591 deficit or
draw down on fund balance.

Introduction and Background
Attached is Resolution Number 3158 which finally adopts the tax levy for
payable 1990. This covers the maximum levy Council can make and still leaves
the 1990 budget with a $214,591 deficit. This is in accordance with Council
direction at the last meeting discussing the budget. Council has previously
cancelled $189,294 in debt service levies for 1990. This resolution should be
adopted at the conclusion of the public hearing on December 7 (or 12th) . Please
call me before the meeting if there are questions.
Also attached is Resolution Number 3159 which adopts the 1990 Budget. This
is in accordance with the discussion and decisions made at the various Council
meetings up to this date. This resolution should be adopted at the conclusion
of the public hearing on December 7 (or 12th) . Please call me before the

RESOLUTION NO 3158
A RESOLUTION SETTING 1989 TAX LEVY, COLLECTIBLE IN 1990
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, COUNTY OF SCOTT,
MINNESOTA, that the following sums of money be levied as the tax levy in
accordance with existing law for the current year, collectible in 1990, upon
the taxable property in the City of Shakopee, for the following purposes:
GENERAL FUND LEVY $2,167,859
DEBT SERVICE SPECIAL LEVY _0_
TOTAL LEVY $2,167.859
BE IT FURTHER RESOLVED, that the City Clerk is hereby instructed to transmit
a certified copy to this resolution to the County Auditor of Scott County,
Minnesota.
