RE: Application for Liquor Licenses - Bretbecca, Inc.
DATE: June 29, 1988
Introduction
The City has received applications from Bretbecca, Inc. for On
Sale, Sunday On Sale and Off Sale Intoxicating Liquor Licenses.
Background
On June 21, 1988 City Council moved that upon purchase of the
Pullman Club by Bretbecca, Inc. prior to the next Council
meeting, that Council would grant On Sale, Sunday On Sale, and
Off Sale intoxicating liquor licenses to Bretbecca, Inc.
The purchase of the Pullman Club by Bretbecca, Inc. from The
Pullman Club Inc, took place today. The Pullman Club Inc. has
withdrawn their application for liquor licenses.
The applications from Bretbecca, Inc. are in order and have been
approved by the Assistant City Attorney.
Action Requested
1. Remove from the table the applications of Bretbecca, Inc. ,
124 West First Avenue, for On Sale, Sunday On Sale, and Off
Sale intoxicating liquor licenses.
2 . Approve the applications and grant an On Sale, Sunday On
Sale and Off Sale intoxicating liquor licenses to Bretbecca,
Inc. 124 West First Avenue.

Introduction
The City has received applications from R. Hanover, Inc. for On
Sale and Sunday On Sale intoxicating liquor licenses.
Background
On June 21, 1988 City Council moved to table the applications
from R. Hanover, Inc. because they were not in order at that
time.
The applications are now in order and have been approved by the
Assistant City Attorney.
Action Requested
1. Remove from the table the applications from R. Hanover, Inc.
for On Sale and Sunday On Sale intoxicating liquor licenses.
2. Approve the applications and grant an On Sale and Sunday On
Sale intoxicating liquor license to R. Hanover, Inc. 911
West 1st Avenue.

Introduction
Kieu Ky/Hong Khong DBA Family Chow Mein have made application for
a 3.2 beer license for 1988-89.
Background
The City Attorney has reviewed the surety bond and insurance
exemption and they are in order.
Alternatives
1. Approve application.
2. Deny application.
Recommendation
Alternative No. 1, approve application.
Recommended Action
Approve the application and grant an On-Sale 3 .2 beer license to
Tieu Ky/Hong Khong DBA Family Chow Mein, 237 East 1st Avenue for
1988-89.

RESOLUTION NO. 2918
A RESOLUTION CANVASSING RETURNS FOR THE SPECIAL ELECTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that it is hereby found and determined and declared
that the special municipal election held in and for said City on
June 28, 1988, was in all respects duly and legally held and the
returns thereof have been duly canvassed, and the votes cast at
said election were as follows:
For Proposition:
Shall the City of Shakopee issue and sell general obligation
bonds in an amount not to exceed $1,500, 000 for the purpose of
constructing a community center in the Minnesota Valley Mall?
YES: 605 NO: 784
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposition not having
received the approval of a majority of the votes cast thereon, is
hereby declared to have failed.
Adopted in session of the City Council of the
City of Shakopee, held this 29th day of June, 1988.

RE: Jack Brambilla Permit Application
DATE: June 28, 1988
INTRODUCTION ,
Mr. Brambilla has applied for a permit to put a second story
addition on the building that houses the formal wear store (E 1/3
Of Lot 3 and all of Lot 4, Block 5, Original Shakopee Plat) .
BACKGROUND
The proposed improvement is in the bypass corridor. To issue the
permit will ultimately increase the acquisition cost for the
corridor.
The Council should decide if this permit and any other permits
should be issued in the corridor area.
ALTERNATIVES
1. Issue permits in the corridor area and ultimately increase
acquisition costs.
2. Don't issue the permit and let Mr. Brambilla file an inverse
condemnation action.
3 . Acquire his property now and reduce future acquisition costs
in the corridor.
There may be a legal questions as to whether or not all of his
parcels would qualify for inverse condemnation or, just the
parcel for which he has applied for a permit. I think our legal
counsel could clear this up.

RE: Leave of Absence Without Pay
DATE: June 27, 1988
INTRODUCTION:
The present City Personnel Policy dictates that all leaves
of absence without pay must be approved by the City Council. The
following request is made in accordance with this provision.
BACKGROUND:
Toni Warhol has requested a 3 day leave of absence without
pay for the first week in July. She will be having out of town
guests and relatives coming to her house.
This will be a relatively slow time of the month in terms of
staff generation of work in that I will be on vacation for a week
and Barry Stock will also be off for 3 or 4 days.
At the last Department Head meeting a discussion was held on
this subject and the decision was made to recommend to the City
Council that the Personnel Policy be amended by allowing up to 5
days leave of absence without pay to occur requiring the approval
of the City Administrator and the appropriate Department Head.
ALTERNATIVES:
1. Grant Toni Warhol three days leave of absence without pay.
2. Do not approve this leave of absence.
RECOMMENDATION•
It is recommended that the City Council grant Toni Warhol
three days leave of absence without pay.
