Street Improvements Project No. 1986-9 , County Rd. 89 to the East Corporate Limit DATE: June 26, 1987 INTRODUCTION: Bids were opened on the above referenced project on Wednesday, June 24 , 1987 • The engineer' s estimate was $170,615 .00 . BACKGROUND: Six bids were received with the low bidder being Valley Paving, Inc. of Shakopee with a bid of $166 ,088 .74 . This project was originally scheduled to go to City Council for award of bid on July 7th. If we can award this bid on June 30th we may have the project completed before school resumes in the fall and minimize length of dust problems to property owners adjacent to the project . Formal acquisition of R.O.W. is scheduled to take place on July 15th, however we anticipate an earlier receipt of permission to begin construction by the property owner. REQUESTED ACTION: Offer Resolution No . 2746 , A Resolution Accepting Bid on 13th Avenue Street Improvements S.A. P. 166-115-01 , Project No. 1986-9 and move its adoption. RR/PMP CITY OF SHAKOPEE INCORPORATED 1870 1 129 EAST FIRST AVENUE, SHAKOPE E, MINNESOTA 553191376 (612) 41S3860 June 30, 1987 Dear Downtown Property Owner and/or Tenant: on May 21, 1987 representatives from the city met with business and property owners who will be affected by the proposed redevelopment of Sommerville Street in conjunction with the overall downtown redevelopment project. At that time, we received many valuable comments in regard to the preliminary design sketches and plans for the proposed redevelopment. The engineering consultant has taken the comments received at that time and incorporated them into final design plans. Please be advised that the final design plans are available for your review and comment at the Shakopee City Hall. If you wish to review the plans, please feel free to stop by between the hours 8:00 AM and 4:30 PM Monday thru Friday. Anderson, City Administrator FROM: Ken Ashfeld, City Engineer�� SUBJECT: Downtown Streetscape Project DATE: June 30, 1987 At their June 22, 1987 meeting, Council approved the plans and specifications for the downtown streetscape project. Since time was limited at the meeting for review of the plans, I will be available at their June 30th meeting to answer any follow up questions. The plans are finalized for the phase I , 1987 construction portion of the project. The bidding and contract documents include the entire project of phase I extending into the 1988 construction season. The finalized details and block meetings will be held soon to complete the plans for 1988. The bids to be submitted on July 9th will include quantities for the entire project. Through review of the plans, most aspects of the plans will be evident. There are various elements of the plans that are not so - apparent and- I wish to identify those elements now. 1 . The contract documents require the contractor to maintain access to stores during construction by use of existing surfacing, temporary stoops and surfacing, and ultimately the final product. 2. To complete the project before winter suspension, the contractor will need to work longer than normal working hours. The working schedule will be restricted between 6:00 A.M. and 8:00 P.M. 3. Due to the existing location of some existing trees ( ex . Library boulevard ) , these trees will need relocation. Engineering is making arrangements to have these trees relocated so as to avoid destruction. 4 . Some new curbing was placed along the library property in conjunction with the Holmes Street Lateral Project. Although we took our best shot at locating the curb to conform to the new design, it is apparent that this curb will need to be replaced. The cost of that curbing was approximately $750.00. 5. This project will not attempt to salvage any large elm trees with the exception of one located at Sommerville and 1st Ave . The property owner adjacent to this boulevard tree has shown evidence of annual treatments to this tree. Attempts will be made to salvage this tree. Downtown Streetscape Page 2 June 30, 1987 6. The project termini at 1st Avenue and 3rd Avenue will incorporate partial nodes. The nodes on 1st Avenue when and if the final phase of this project is completed in 1991 . The 1988-1992 CIP includes 3rd Avenue rehabilitation from Spencer Street to Shumway Street which includes 5 blocks adjacent to the CBD. With the relative location of these 5 blocks, it has been proposed to incorporate angular parking and nodes to maximize parking spaces . If it is decided to incorporate nodes on the 3rd Avenue design, it will be necessary to remove short runs of curb (20'-251 ) and complete the node construction similar to 1st Avenue. 7. The 1988 construction phase includes Holmes Street and Fuller Street. The layouts for the new T.H. 169 bridge and mini-bypass indicates Fuller to be the main north- south collector street replacing Holmes as the state aid route. It is proposed that a state aid destination change be made from Holmes to Fuller to adequately reflect the ultimate traffic patterns. In doing so, Fuller Street in its current state will generate more state aid needs but in return, Mn/DOT will withhold the remaining life cycle costs of the Holmes Street state aid because the street is less than 20 years old. 8. Holmes Street from 1st to 3rd is included in the Downtown Streetscape Project. Council recall that Holmes Street from 2nd to 3rd was worked on in 1980 . The street surface, curbing and sidewalks is in good condition. Utilities in Holmes was also updated in 1980 . It is proposed to rehabilitate Holmes to incorporate the streetscape elements and nodes with angular parking. In doing so, it is anticipated that the existing street travel lanes would be salvaged and rework the curbs and boulevard. If Council objects to reworking Holmes Street and reduce the oroiect limits on Holmes from 1st to 2nd} this direction should be given to staff at this point. Council may be interested to know that the Downtown Committee and staff discussed this issue to some length. Based upon Holmes central location to the overall redevelopment area, the Committee decided that it was important that Holmes from 2nd to 3rd be included in the project. 9. Engineering will be completing a signage plan (regulatory and warning) for the redevelopment area in the near future. The current signage will change to accommodate the new parking and traffic lanes. THE TRAILER ALSO CONTAINS A RESIDENTIAL SPRINKLER SYSTEM (OR 13D AS IS SOMETIMES REFERRED TO) WHICH CAN BE USED IN RESIDENTIAL DWELLINGS AND DOES NOT REQUIRE THE USUALLY PIPING FOUND IN A COMMERCIAL SPRINKLER SYSTEM. . SEVERAL PEOPLE ARE ALLOWED TO SIT INSIDE THE TRAILER TO DEMONSTRATE HOW SMOKE DETECTORS AND RESIDENTIAL SPRINKLERS CAN PROTECT LIVES AND SAVE PROPERTY. SEE YOU THERE !
