RE: Storm Drainage Facility
Scottland Inc . owns a considerable amount of vacant and
developed industrial zoned property and vacant residential zoned
property. Scottland Inc. is also a major shareholder in
Minnesota Racetrack, Inc . and on this question , represents the
interests of Minnesota Racetrack , Inc.
We generally support the efforts of the City to develop an
equitable system to finance and construct Upper Valley Drainage
Improvements. We have reviewed the written materials the City
has promulgated and we had one meeting with City staff to
discuss , in a preliminary manner , the effect of the policy on
our properties.
Before commenting on the policy, we want to be sure we
understand fully that effect. Therefore, we are present this
evening to be educated further . We hope to meet with City staff
this week or next week so we can review this effect on each
parcel of property we own instead of using your valuable time
this evening answering such detailed questions. After those
staff meetings , we will submit our comments to you in writing.
We hope this procedure is acceptable to you.

RE: Eagle Creek Town Hall
DATE: May 24, 1985
Introduction:
The widening of County Road 83 reduced the redwood front
parking lot of the Eagle Creek Town Hall considerably.
Background:
To solve the parking problem I contacted Brooks Hauser,
Manager, and requested they lease the strip of land between
County Road 16 and the Eagle Creek Town Hall to us for
$1 . 00 per year on a ten year lease, or sell it to us . They
have agreed to the lease, and will get back to me on the
purchase of it .
In addition, the ladies at the Thrift Shop have requested
the existing parking lot be paved. I secured two quotes .
The low quote was $3,950 .00 from Valley Paving. They are the
ones who have the paving contract on County Road 83 .
The additional parking area we get from Brooks Hauser will be
rocked.
Scott Carver has requested we install concrete bumpers to
keep customers from driving in the ditch. They have requested
we pay for the black top and add it on to their payment over
a ten year period.
Recommendation:
Pave the parking lot_, install parking bumpers and add it to the
Thrift Shop' s rent, spread over ten years .
Action Requested:
Authorize staff to enter into a contract with Valley Paving
for the sum of $3 ,950.00 to pave the existing parking lot at
the Thrift Shop. Also purchase and install parking bumpers
at the Thrift Shop, at a price yet to be determined.
Authorize and direct staff to prepare and execute an amendment
to the Lease Agreement between the City of Shakopee and the
Scott Carver Economic Council , Inc. establishing a sixth
year rental payment equal to the $3 ,950.00 cost of the parking
lot surfacing plus parking bumpers , and authorizing the amend-
ment.
