DATE: July 27, 1584 INTRODUCTION: The City of Shakopee will receive bids at 10:00, July 30, 1984 for the above referenced project. BACKGROUND: I will have on the table Tuesday Resolution No. 2286, a Resolution accepting bids on Improvement of Valley Park Drive from Trunk Highway 101 to 12th Avenue and 12th Avenue from Valley Park Drive Public Improvement No. 1984-5. Since we do not have the list of bids for the Resolution we will place on the table will have a follow-up memorand um recommending award. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The Mayor, City Administrator, and City Clerk are hereby authorized and directed to enter into a contract with Richard Knutson, Inc., in the name of the City of Shakopee for the im- provement of Valley Park Drive and 12th Avenue by Roadway, ac- cording to the plans and specifications therefore approved by the City Council and on file in the office of the City Engineer. � � 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. Holly based upon complaints received by the Police Department on the licensee's sales tactics. The licensee may attend the Council meeting on July 31st appealing my suspension. The Police Officers involved in the complaints will be at the Council meeting to explain their experiences, if necessary. TITLE REOCCURRING COMPLAINTS ON SALES TATICS ON DOOR TO DOOR SALES PERSON COMPLAINANT Officer G. M. Poole ADDRESS Shakopee Police Dept., Shakopee, MN. 55379 PFIO*IF, 445-6666 DAY, DATE, TIME OF REPORT Monday, 7-30-84, 1645 hrs. (4:45 PM) Resume': Subject: Glen C. Holly On Monday, 7-30-84, this officer received two complaints, one through a second party and the other through the initial complainant living at 842 Minnesota Street in Shakopee. The purpose of the complaint was there is a suspicious male in the area going door-to-door, asking suspicions questions. This coincided with the original second party complaint that I received from Chief Brownell's wife, where a lady friend of hers from the Minnesota Street area had called her and advised her that a young man was going door-to-door asking questions about the ages of their children, if they had any daughters, but yet this young man was very unwilling to identify himself properly. This officer originally checked the area and was unable to locate the suspicious male party. At approximately 1418 hours, I was notified by Sheriff Douglas Tietz that he had the suspicous male party with him at this time, at the intersections of 7th and Market Street. This officer arrived at that location at approximately 1422 hours and at this time identified the male party as Glen C. Holly, who had in his possession a General Corporate License issued to him by the City of Shakopee, signed by Judith Cox, good from July 26, 1984 through August 9, 1984. It might be noted here that last week on Thursday, 7-26-84, this officer had spoke with a Mrs. Cox at 532 Atwood Street, who advised me that on three different occasions in the last week, a young man, rather good looking, appeared at their door and began by asking the person who answered the door, questions in regard to their teenage children, their daughi ers, where they went to school. Mrs. Cox also questioned the young man as to what his purpose was for wanting this information and he advised that he was taking a survey. Mrs, Cox told me that she flatly refused to give him any of the information and ended the contact, however, she again felt that his behavior Officer G. M. She also told me that she had had conversation with a friend of hers who had the same problem at her residence. At the time I'was unable to locate that individual, but I did return to my office where I conferred with Officer Flynn of the Shakopee Police Department and he intern told me that he had had a similar complaint from the west end of town, and at that time came in contact with Mr. Glen C. Holly, in regards to his, as the complainant's almost all describe, suspicious activity. On Monday, 7-30-84, Mr. Holly was advised of all the complaints that this department had received about him. He stated he understood our concern but he was in the business of selling books and that to get'in the door of these residences, he had to use this technique. I advised him that I personally did not think it was good business practice when a sales technique creates such a concern amongst neighborhood women, that they would feel threatened in their own homes by a suspicous male, asking suspicious questions. I advised him that it may possibly go a lot easier for us if he would identify himself as a book sales person. His response to that suggestion was, that if I tell them who I am and what I'm doing, they'll never let me in the door and I'll never make a sale. I ended my conversation with Mr. Holly by explaining to him that his license had been taken by Sgt. Kaley of the Shakopee Police Department and it would be taken to the Shakopee City Hall and delivered to Judith Cox and if he wished to speak to her in regards to that license that he should make an appearance at city hall. I assisted the young man in getting back to his vehicle, and then at that time I met Sgt. Kaley and Ms. Cox, Shakopee City Hall at which time I explained the situation to her. At the time she did not know whether she could revoke the license or not without conferring with the Shakopee City Attorney. I advised her that it was my opinion that if the young man did not care to change his sales tatics, that a revocation of the license would be in the best interest of all. It is this officer's opinion that even though the young man paid his fifty dollar fee to go door-to-door within the corporate limits of the City of Shakopee to sell books, that if the granting of this license creates such discontent in households that the occupants feel that they must have police involvement, then I feel that the revocation of the license is definitely warranted. Molly - selling door-to-door DETAILS OF OFFENSE, PROGRESS OF INVESTIGATION, ETC.: (Investigating Officer must sign) Page No. —1— Dote July 30,__ 19 84 On 7-30-84, at 1412 hrs., Mr. Thielen reported that a suspicious male was at his residence asking strange questions. On an interview with Mrs. Thielen she stated that the suspicous male individual came to her door, had a map and was asking questions in reference to her children, their ages and different type information. At no time did he tell Mrs. Thielen that he was a salesman or that he was selling any type products. Mrs. Thielen asked the individual who he was representing, the school or who, and that was when he stated to Mrs. Thielen in what she termed a "cocky" manner that he was with the F.B.I.—, and then laughed about it. Mrs. Thielen then shut the door and called the school wanting to know if this party was representing the school or who he was representing. The school stated they did not know this individual, had no affiliation with him and that the complainant should call the Shakopee Police Department or Shakopee City Hall which he did. Scott County Dispatch received the call from Mr. Thielen and we immediately answered the call.
