DATE: March 9 , 1984 INTRODUCTION The City has been provided with a copy of the Minnesota Racetrack, Inc . ' s application for a Metropolitan Area Racetrack License and has been invited to make comments . BACKGROUND Staff has reviewed selected portions of the application as indicated on the attached table of contents . Staff has determined that it is only necessary to examine those parts of the application which may be of concern to the City of Shakopee . No Staff member involved in the reviewal process has raised any concerns which should be brought to the atten- tion of the Racing Commission. ALTERNATIVES a ) Provide comment to the Racing Commission, by Resolution, or otherwise . b) Be silent on commenting to the Racing Commission. ACTION RECOMMENDED Offer Resolution No . 2235, A Resolution Providing The City of Shakopee ' s Comments on The Minnesota Racetrack, Inc . AND MINNESOTA RACETRACK LIMITED PARTNERSHIP APPLICATION OF MARCH 1 , 1984 FOR A METROPOLITAN AREA RACETRACK LICENSE WHEREAS , Minnesota Racetrack, Inc . and Minnesota Racetrack Limited Partnership has submitted an application for a Metropolitan Area Racetrack License dated March 1 , 1984; and WHEREAS , pursuant to Minnesota Statute 240. 06 , Subd. 2 ( Supp . 1983 ) , the Racing Commission provided the City Council with a complete copy of the application for comments on the proposal ; and WHEREAS , the City of Shakopee has reviewed the application and determined that it is appropriate to comment on certain sections of the application affecting the City and its citizens , and inappropriate or unnecessary to comment on all elements ; and WHEREAS , the City of Shakopee has reviewed Sections "F" , "G" . "H" , and "I" of Volume No. 1 , Sections "E" and "F" of Volume No. 2 , Section "G" of Volume No. 3 , Sections "D-8" , and "E" of Volume No. 4, Sections "B" , "C" , "D" , and "N" of Volume No. 5 and previously reviewed and accepted the Draft Environmental Impact Statement and Environmental Assessment Worksheet . NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL of City of Shakopee , Minnesota : 1 ) Finds the Minnesota Racetrack, Inc . and Minnesota Racetrack Limited Partnership application of March 1 , 1984 to be complete and acceptable to the City of Shakopee . 2 ) Recommends that the applicant be issued the license . 3 ) Will work with the applicant to insure the timely opening of Minnesota ' s Great Race Place in 1950. DATE : February 29, 1984 1 . 0 General Goals and Objectives Process . 1 . 1 Goals and Objectives should be an on-going thing during the year, as something comes to mind or a problem surfaces , turn it in. 1 . 2 Consider bringing citizens into the Goals and Objectives process . 2 . 0 General Staffing Items . 2 . 1 Cross train employees in related areas to carry on in case of short term vacancies , sickness and vacations . Example : Building Permits , Zoning, Word Processing, Inspections , etc . 2 . 2 Create a good concise annual report that lists activities in a statistical manner and narrative manner for each department . 2 . 3 There is an apparent lack of enthusiasm for "new projects" i .e . , computer by certain department heads . 2 .4 Why, or maybe it ' s happening, does Planning Commission have no "voice" in hiring City Planner, for example Planning involvement in interviews , etc . 2 . 5 Should Council attempt socializing, at City Hall , with Staff or at coffee or lunch. 2 . 6 There is a failure to provide adequate compensation to citizens who suffer losses due to City Services such as sewer and water damage . 2 . 7 There is a need to form a committee to review claims for sewer back-ups , because the present policy does not protect or help home owners . This committee would review any claims and make a recommendation to the remainder of the Council and a .contingency fund for awards and identification would have to be budgeted. 2 . 8 Review ordinances as to their impact on citizens , for example , the odd/even parking is annoying when people have parties . Possibly we could change it to 2 : 00 a .m. to 8 : 00 a .m. Another example, the snowmobile ordinance may be so stringent that anyone who would stop when asked before , wouldn ' t do so now. t Goals and Objectives Ideas Generated February 28 , 1984 Page 2 February 29 , 1984 2 . 9 A problem still exists with Contractors maintaining their utility trenches in a callous manner. There are still a few loose ends with our street permit process , although we are close to controlling their work. They should provide a phone number list , etc . 3 . 0 Ordinance Enforcement . 3 . 1 Snow banks in the downtown business district, are a hazard for the elderly. Walks shoveled downtown so City snow removal can remove snow banks on streets . 3 . 2 More patrolling of 1st Ave . is needed for trucks speeding . 3 . 3 We need to resolve the snowmobile ordinance enforcement problem. 3 . 4 We need to further control "loose" dogs in the City . 4 . 0 Staffing. 4. 1 Consider additional Administrative Staff support for transit system as it is being set up. 4 . 2 Consider staffing to get into municipal cable programming towards the end of 1984 (using increased cable revenues ) . 4. 3 The City will have to carefully plan the extra load on Staff if we get the Racetrack and hope to carry on other business during the push to complete construction. 5 .0 Finances . 5 . 1 Actively seek areas to generate revenue in each department , i .e . , sell Engineering time or mechanic time . 5 . 2 Study and possibly implement a storm sewer fee for newly developing areas by setting a dollar per acre fee like Burnsville and Savage have established. 5 . 3 Try to avoid a shotgun approach to grants and development incentive to focus on those areas which are most significant to the City. 6 .0 Parks . 6 . 1 Plant more trees in Parks . 6 . 2 Analize playground equipment stock for replacement and/or upgrading. They should not drive by and look the other way. 6 .4 No action has been taken to post Parks on what activities can or cannot happen. Last year I risked [or additional signs for Holmes , the one there is in bad or sad shape . Also, they should be putting signs above reach and large enough to catch the eye of ball players . Where the one was put many years ago is fine , but it ' s much too small . 7 .0 Traffic Improvements . 7 . 1 Analize the need for traffic control at 4th and County Rd . 17 . 7 . 2 Develop "thru" street on Minnesota or Market . 7 . 3 Upgrade or remove railroad crossing . 7 .4 Form a citizen' s traffic committee to which all traffic changes (e . g. stop signs , speed limits , etc . ) would be referred . 7 . 5 We need handicapped parkin; titans in the ciowrltown arca . 7 . 6 Safety signals on 1st and 4th are needed to facilitate Sr . I 11 .0 Downtown Redevelopment . 11 . 1 The time has come to see how business people will help pay at least "50 - 50" ) towards downtown. One never sees any mention of that in the minutes . 11 . 2 Start one major project downtown . 11 . 3 Make the downtown the number one priority for Shakopee City Government . If we get the racetrack, figure out how to keep the Downtown from becoming priority number two . 11 .4 Refi-nance the K-Mart TIF for 15 years to get the $600, 000,000 for the downtown project and the upper valley project . 11 . 5 St . Francis and Scott County should both look to another block if they feel they truly need a clinic and other facilities . They are both much too large for the three blocks they now have ! 11 .6 Have the Mayor and City Administrator use a different approach to Hospital expansion - keeping Block 57 as parking. People using that area will not pay to park cars and we will be back with a worse problem then we now have . 12 . 0 City Hall Plans . 12 . 1 See and take a more positive step for the new City Hall construction now that we have the PTR fund as a nest egg. 12 . 2 I do not feel City Hall has to be part of the "downtown redevelopment" , but we should utilize our City land and construct it with the SPUC Building and Public Works complex. 12 . 3 Begin preliminary planning for a new City Hall . Goals and Objectives Ideas Generated February 28, 1984 Page 5 February 29, 1984 13 .0 Capital Improvement Plan (CIP) . 13 .1 Hold a special meeting just to consider the CIP. 13. 2 We haven' t been very accurate in CIP projected projects for the nearest 2-3 years . Try to fine tune the process to be more accurate. 13 . 3 Finalize the street preservation and rehab program policies and get a program going in 1984 - eg. 4th Avenue . 13 .4 The 1983 sidewalk, curb and gutter. , and driveway program worked well . Let ' s really publicize it and push it again in 1984. 13 . 5 Implement the recommendation from the I & I study which equal approximately $39 ,000. 13 . 6 There needs to be proper adjustments to projects that have been poorly constructed eg. Block 50. I i 13 . 7 Break the law jam and get action on upper valley drainage so Shakopee can have some new residential development . 14.0 Items Already on the Goals & Objectives List or Resolved by Discussions on Tuesday. These Items are only Informational and we will not discuss them unless someone feels a need to discuss them. 14 . 1 Change the name of Item 3. 34 Trails , and use Staff instead of Muenchow. 14 . 2 The City Golf Course idea may be okay, but the present action item is not very realistic and needs clearer direction. 14. 3 The item listed as 3 . 31 Management of City Property should be changed to emphasize Park Maintenance and Development in contrast to Park Acquisition. Make the statement a positive statement rather than a negative one . 14.4 As a continuation of 1983 Goals and Objectives , Council Members should schedule tours of departments , review specialized equipment , etc . to obtain first-hand knowledge of equipment usage , procedures and problems . 14. 5 Delegate more to the Administrator and Staff so Council can focus more on Policy and less on operations . 14.6 The front office attitude has improved 100% in the last few months ! Let ' s keep it that way. 4- Goals and Objectives Ideas Generated February 28 , 1984 Page b February 29 , 1984 14. 7 Encourage Staff to follow Council Policy of dealing with complaints - take complaint and suggest you' ll look into it with the concerned department ( to be non-committal rather than offering support or opposition until all sides of the issue are aired ) . 14.8 Good job of community awareness on the Downtown Redevelopment Project . 14. 9 Poor citizen perception of "why" of road maintenance practices . 14. 10 Consider an outside Consultant or Business Group to review City Operations , efficiency and effectiveness for all city departments using an employee committee or team approach. 14. 11 Prepare for getting City Council another major meetings televised on Cable TV. JKA/bn _1K Draft - February 28th & 29th COUNCIL WORKSESSION ON NEW POLICY LIST GOALS & OBJECTIVES FOR ' 84 Communications 1 . 0 GOAL - It shall be the goal of the City of Shakopee to foster effec- tive , two-way communications between the City Council Members , City employees , citizens , other governmental agencies and interest groups . 1 . 1 SUBGOAL - The betterment of public relations and improvement of existing communications with the general public , news media and groups using City services . 1 . 11 Objective - Help staff interface with the public to better show the public that we , as a city government entity , realize that we are here to serve , and minimize procedures citizens must go through to get information. Action - On going. Streamline response to citizen' s re- quests so they don ' t get passed from one department to another. 1 . 12 Objective - Continue proper handling of citizen complaints by personnel initially answering the phone . Action - On going. Review telephone courtesy where recently good procedures have been lax. Stress friendli- ness and helpfulness until proper personnel can be notified . 1 . 13 Objective - Insure quick response to citizen ' s questions channeled through Councilmembers . Action - Councilmembers should provide immediate feedback to staff members with citizen' s requests , or complaints , and then provide the necessary feedback to the citizen rather than waiting until the next Council Meeting when the issue becomes old and/or forgotten. 1 . 2 SUBGOAL - Increase information regarding routine problems/infor- mation for the Police Department . 1 . 21 Objective - The Police Department should keep the Council up-to-date on problems , eg. unusual traffic problems , etc . Action - The department should continue its annual report , its liaison program with the school and Council should contact the department for miscellaneous information on routine problems . 1 . 3 , SUBGOAL - The City Administrator should undertake steps to resolve personnel problems in a timely manner and improve employee morale . 1 . 31 Objective - Council would like more feedback on potential problem areas . Action - Keep Council posted through informational items . - 2 - 4 1 . 32 Objective - Continue annual evaluation of the City Administrator . Action - Conduct evaluation in late May of each year . Government Structure 2 . 0 GOAL - Continually strive for effective and efficient Municipal Government. 2 . 1 SUBGOAL - To strengthen the Council and to improve the efficiency and workability of this form of Municipal Government . 2 . 11 Objective - Become active , not reactive . Action - Improving. Keep Comprehensive Plan, Five Year Equipment Plan, Five Year Capital Improvement Plan, Five Year Park Plan and Council Goals and Objectives up-to- date . 2 . 2 SUBGOAL - The Council members should understand the procedures of the Council Meeting so that they can serve the best interests of the governing system. 2 . 21 Objective - Annually examine the Council policies and proc6-mss regarding newly revised "Roberts Rules of Order" , City Council procedures , agendas , City staff reports , etc. Action - Schedule annual January organizational meeting. Action - Schedule annual Council/staff Goals & Objectives meeting in February. 2 . 22 -Objective - Aid Council member' s attendance at non- regular . Action - Provide a courtesy reminder to Council for all non-regular meetings . Action - Update mailing lists for all agencies/programs so that new Council members get notified. 2 . 23 Objective - Council members and Mayor should get them- selves up to speed if they miss meetings by getting background information before the next meeting. Action - On going. Councilmembers should call a fellow Councilmember or the City Administrator in addition to reading Council meeting minutes . Government Services 3 .0 GOAL - To provide the most effective and efficient level of service possible to meet the needs of the citizens of Shakopee . 3 . 1 SUBGOAL - The City should maintain sound fiscal management pro- cedures to insure that needed services can be provided. 3- 3 . 11 Objective - Establish a process by which annual revenue an expenditure patterns are forecast annually for at least a five year period to better anticipate potential future City financing problems . Action - Incorporate five year revenue and expenditure trends with the 1984 budget process . 3. 12 Objective - Advisory. Looking back on the I & I Study by Bonestroo, the City should better set criteria to deter- mine whether or not such a study is actually beneficial enough to offset the cost of the study. Action - This should be done regardless of whether or not grant funds are available . 3 . 2 SUBGOAL Improve the current "perspective" citizens have of police officer' s overall concern for the citizens . 3 . 21 Objective - Insure prompt , courteous follow-up when a citizen calls the department . Action - Staff Meeting with all personnel explaining that Tollow-up is an absolute , underscoring the point that officers themselves must do the same when answering the phone after hours . 3 . 22 Objective - Continue to monitor the daily condition and life of police vehicles . Action - Clearly establish, or restate , the expected level of cleanliness of the vehicles and driving habits ( i .e . eliminate jack rabbit starts , etc . ) and enforce them. Physical Development 4.0 GOAL - To provide a consistant and constant plan to enhance the resources , and strenghten the economic base of the area and provide for the enjoyment and well-being of the citizens of Shakopee . Economic Development 5 . 0 GOAL - Have an economic development plan that will create jobs and diversify the City' s economic base . 5 . 1 SUBGOAL - Create economic development opportunities for new jobs and expanding tax base . 5 . 11 Objective - Strengthen the public private partnership in S�iakopee . Action - Work with the ICC, Chamber, individual developers ani existing businesses to cement a strong relationship. - 4 Environmental 6 .0 GOAL - To protect and preserve the natural environment of Shakopee, including land, air and water. 6. 1 SUBGOAL - To insure the well-being of the community' s environ- ment and to effectively monitor and manage its resources . 6 . 11 Objective - Make Shakopee a cleaner community in which to live . Action - On going. Keep the 1982 "Clean-up America Week" program going all year and repeat the reminders again in 1984. Housing & Redevelopment Authority 7 . 0 GOAL - Have a Housing and Redevelopment plan that provides and pro- motes the creation of needed housing units for Shakopee ' s growing population. Intergovernmental Relations 8 . 0 GOAL - It shall be the goal of the City of Shakopee to work con- structively on relationships with other governmental agencies that have taxing and regulatory impact on the City' s citizens . 8 . 1 SUBGOAL - The City should seek to better understand, coordinate and integrate its services with Scott County to better serve its citizens and insure citizens are not taxed for duplicative services . 8 . 11 Objective - The City should attempt to coordinate policies with Scott County and SPUC where possible . Action - This would include salary, personnel , benefit , work rule , and other policies that the administrators of each unit could review for coordination. 8 . 2 SUBGOAL - The City should seek to keep its relationship with SPUC in good shape to insure maximum cooperation and coordi- nation. 8 . 21 ObJ*ect ' - The purchase of large equipment should be coordinated and/or shared between the City and SPUC . Action - A joint meeting has been held and a procedure established to facilitate this goal . 8 . 3 SUBGOAL - The City of Shakopee should respond to state and regional policies , regulation and taxes that affect Shakopee ' s citizens . 8 . 31 Action - Council would like citizens like LeRoy Wolf , Ray Siebanaler, Ray Joachim, etc . , who are on area committees to regularly provide feedback to City government . v� 5 - Action - Council would like staff to follow legislation closer so that we can react in a timely fashion to legislation affecting Shakopee . This means that the League Legislative Bulletin should be brought to Council for action alert items , etc . First Draft - March 9, 1984 COUNCIL WORKSESSION GOALS & OBJECTIVES 1984 Communications 1 .0 GOAL - It shall be the goal of the City of Shakopee to foster effective, two-way communications between the City Council Members, City employees, citizens, other governmental agencies and interest groups. 1 . 1 SUBGOAL - The betterment of public relations and improvement of existing communications with the general public, news media and groups using City services. 1.12 Objective - Encourage department heads to get out press releases on positive, more routine items to improve public knowledge of City operations. Action - On going. Systematically review services- /issues that lend themselves to publication, etc. Make a seasonal listing of notices for utility stuffers and news media. 1.14 Objective - How can the City get more and better citizens participation in City affairs? What is the City ' s responsibility in disseminating information, generating press or radio coverage? Action - Staff should maximize all publication and notice procedures to inform the public. 1 .15 Obiective - Prepare for possible Cable TV broadcasts of Council meetings and other events. Action - Cable Advisory Committee formed and making plans for non-profit cable corporation which will do local origination programing. Inc. papers filed 2/84 & orientation held 3/84. 1.16 Objective - Improve newspaper coverage of all Council meetings to get broader citizen/Council perspective on meeting discussion and action. Action - Remind newspaper to attend all meetings. Minimize staff time with media on follow-up the day after. 1. 2 SUBGOAL - Increase information regarding routine problems/information for the Police Department. 1.3 SUBGOAL - The City Administrator should undertake steps to resolve personnel problems in a timely manner and improve employee morale. 1.31 Objective - Council would like more feedback on potential problem areas. 1 Action - Keep Council posted through informational items. 1.32 Objective - Investigate incentive programs designed to encourage City employees to look for money and time saving ways to run city operations. Action - Prepare a report on possible alternatives by May 1, 1984. Governm nt S uct-ur, 2.0 GOAL - Continually strive for effective and efficient municipal government. 2. 1 SUBGOAL - Recommend the establishment and improvement of programs and department function to insure a smooth running, efficient and more effective municipal government. 2. 11 Objective - City Administrator should make more decisions without Council approval when covered by resolution, standard procedure, ordinances. Action - Council and staff should identify and assign more areas of routine oversite to the Administrator. 2.12 Objective - Survey City services to determine if they are all being used to the optimum. Action - On going. Systematically question services to determine if they are being used or if they are being provided at the proper level. Do through quarterly department head meetings and budget cycle. Discuss use of consultant. Action - Develop a list of all City services for Council staff review by October 1, 1984. 2. 2 SUBGOAL - To strengthen the Council and to improve the efficiency and workability of this form of municipal government. 2. 22 Objective - Improve staff/Council relationship by encouraging more Council visits to staff during working hours to obtain a better insight of the work, programs, policies, etc. of the department. Much progress has already been made in this area. Action - Council members should call departmgntheads and schedule tours, review of specialized equipment and procedures (eg. snow plowing) . 2. 23 Objective - Address staff ' s concern about surprises and comments at Council meetings that affect credibility. Action - Council should try to discuss unresolved items before meetings and channel them to staff so an adequate response can be prepared. 2 Action - Council should try to avoid disregarding L staff recommendations regarding contractor ' s requests for waiver of code requirements. Make a Council commitment to the C. I. P. in sufficient time to budget engineering staff time. Action - Review C. I. P. insufficient detail to make a commitment in July. 2.26 Obj iy - Staff memos should include reasons for both approval/denial when recommendations come to Council. Action - More improvement needed. Staff memos should cover the "what if" question as they gelate to all alternatives. 2. 3 SUBGOAL - The Council members should understand the procedures of the Council meeting so that they can serve the best interests of the governing system. Government. Services 3 . 0 GOAL - To provide the most effective and efficient level of service possible to meet the needs of the citizens of Shakopee. 3 . 1 SUBGOAL - To develop and improve the efficiency and safety of the City ' s transportation plans. 3 . 11 Obj iv - Bridge and by-pass needed. Action - The residential growth of Shakopee maybe restricted by lack of convenient access to the twin cities. The County Road 18 bridge crossing is becoming more critical. The City should continue to push for the bridge and secure funding. 3 .12 Objective - The Valley Mall traffic control circulation situation is to be corrected. Action - Engineer ' s Twelfth Street report should be emplemented with the construction of 13th Street connecting the mall. 3.13 Objective - Traffic leaving Valleyfair should be corrected to prevent unlawful U-turns. Action - Mn/Dot to construct in 1984. 3.14 Objective - Intersection signals of CR 83 and Highway 101. Action - Scheduled 1984 CIP, County project. 3 . 16 Objective - Establish a street maintenance policy that classifies how the City will finance maintenance for all streets. Action - Complete schedule for systematic street 3 Action - Complete schedule for systematic street maintenance based upon payement and traffic analysis study being done by Engineering and the above mentioned policy due May 1984 Action - Schdule streets to receive overlays in 1984 by June 1, 1984. 3 .17 Objective - Reduce street maintenance costs/- responsibilities by systematically vacating un- needed streets. Action - Based upon the reports from 3 . 16 above, outline streets to be vacated and then try a street vacation public hearing on the least needed street (s) . Action - Encourage residents and businesses to initate vacations of unnecessary streets. Action - Investigate a turn-over program whereby residents/businesses would agree to return vacated streets R-O-W to the City if the City would clean-up the street and create a marketable lot (s) . Secure a written legal opinion from O'Connor Hannen. 3 . 18 Objective - Improve City traffic signing. Action - Check all traffic signing in Shakopee for proper readibilty and locational placement. Action - Remove yield signs and replace them with stop signs where appropriate by 1985. Action - Improve citizen awareness and compliance with traffic signing for all vehicles - cars, tractors, bicycles, snowmobiles, etc. thru targeted enforcement and public information. 3 .19B Objective - The 4 cents gas tax increase has been approved by the legislature and the Governor . We need to work successfully to ensure that the By-pass is constructed. 3 .19C Obiective - Follow-up on MTC opt-out alternatives and S.F. 884 transit financing. Action - Implement a subsidized dial-a-ride service in Shakopee and van pools for commuters upon approval of opt-out. Action - Monitor legislation and actively support restructuring of MTC. 3 . 2 SUBGOAL - Improve regulations, management thru zoning of property within the City. 3 . 23 Objective - The City should insure up-keep of streets and utilities in private homes associations thru/by the homes association deed covenants. 4 Action - Staff should draft a memo to Council regarding this by October 1, 1984 Obj ; - Zoning is not always consistent with used in the area. Action - Periodically review existing uses in various zones to see if the zoning is accurate. 3 .3 SUBGOAL - Improve the management of City owned property (park, buildings, etc. ) 3 .31 Obj iy - Emphasize development and improved maintenance. Action - Doing as per Six-Year Plan. 3.33 Objective - Acquisition of railroad property north of 4th Avenue that cross City owned lots (Nos. 3 and 4 in Block 52) and develop lots or sell them. 3 . 34 Objective - Encourage Scott County and the Met Council to acquire and develop regional trails thru Shakopee to O 'Dowd Lake and along the Minnesota River that will be of benefit to local citizens. Action - Council should support the trail and staff should monitor it ' s progress to assist Council in timely follow-up. Objective - The Mill Pond was not treated with copper sulfate in 1982 because of the initial program turn down by the D.N.R. to hold down algae bloom. Action - The reversal of this decision will allow this program to be completed in 1984 by City staff. 3. 4 SUBGOAL - Monitor appropriate level of Community Services Department programs. 3 . 43 Objective - The Community Sevices Department should deal with the issue of township financial support for Community Services. Action - Develop recommendation for City Council and School Board documenting the disparity by October 1, 1984. 3. 5 SUBGOAL - The City should maintain sound fiscal management procedures to insure that needed services can be provided. 3. 51 Objective - Review capital equipment budget for parks and streets. Are we buying too much equipment without enough analysis? Action - Continue conversion to office micro- computers in 1984. 5 Action - The 1985 Capital Equipment List should be studied carefully. Walk thru with equipment committee on 5-Year capital equipment plan and discuss the process. 3 . 54 Jective - Fiscal disparities. Action - The City lost the case in the State Supreme Court and should press the issue legislatively through the Metropolitan Loser 's Group in 1984-85. 3 .55 Objective - SPUC is still pursuing acquisition of REA. Actin - Condemnation decision unfavorable and SPUC is considering next course of action. 3. 56 Objective - SPUC is still pursuing acquisition of NSP. Action - SPUC - NSP negotiations still underway. 3 . 57 Objective - Change State Local Government Aid Formula (LGA) Action - Pursue legislative changes thru the Municipal Caucus in the 1984-95 Legislative Session. 3 .59b Objective - Should we presage where we will reduce City services in the event of additional cuts in State Aid and/or revenue sharing? 3 . 6 SUDGOAL - To improve and make more efficient park services to the public. 3 . 7 ,SUBGOAL - Improve the current "perspective" citizens have of police officer 's overall concern for the citizens. 3 .72 Objective - Continue proper miscellaneous non- criminal code enforcement efforts by police officers. Actin - Clearly establish the level of expected working knowledge of these City codes (junk cars, park rules, parking rules, junk ordinances, etc. ) and the level of expected enforcement after discussing this with City Council. Action - Sign parks with rules and regulations, handout rules and regulations with reservations and post buildings for reservations. Enforce park rules. 3 .77 Objective - Better control of loose dogs. Action - Police and animal warden should recommend ways to improve the service and list cost by June 1, 1984. Report on number of licensed vs non-licensed dogs. Work with vets to improve licensing. 6 3 .1 SUBGOAL - Reduce the cost of services provided citizens through the City ' s sanitary sewer system. 3 .102 ObiP iv - Reduce MWCC monthly charge for sewage treatment. Action - Keep working with Governor ' s office and other groups to put pressure on the MWCC to cut costs outlined the Bollens Report. Action - Reopen books to review fee/charge computation formulas. Physical D v lXm ent 4.0 Goal - To provide a consistant and constant plan to enhance the resources, and strengthen the economic base of the area and provide for the enjoyment and well-being of the citizens of Shakopee. 4.1 SUBGOAL - Develop and use capital improvement and capital equipment programs on a 6 year basis to increase the coordination of service and the economic well being of the community. 4.11 Objective - Upper valley drainage plan. Action - Engineering following up on joint powers agreement with Jackson Township, etc. , as per Chapter #509. Drainage analysis for the joint powers agreements and a letter from Mn/Dot combining the drainage with the By-pass. 4. 12 Objective - Drainage problems (1) Horizon Heights, (2) 2nd Avenue and (3) 4th and Minnesota. Action - Grant application submitted for No. 1 and approved for 1984. No action scheduled for 2 and 3 in 1983 . 4.13 Objective - New City Hall. Will we need a new one in 5 years and should we set aside the money? Our buildings are very energy inefficient. Action - List in 1984-89 Six Year Capital Improvement Plan. Action - This project should only go forward if the current buildings are removed for redevelopment. 4. 14 Objective - Waterline looping should be continued. Action - On-going job of SPUC 4.15 Objective - Complete needed storm sewer system throughout the City. Action - Follow-up only when there is a clearly critical need and/or when residents are interested in it. 7 4.18 Objective - Complete the study on joint powers agreement for the upper valley drainage. Action - Have agreement executed by December 31, 1984 509 deadline. 4.19 Objective - Complete construction for railroad parking lot. Action - This project is budgeted for 1984 and should be coordinated with the Downtown Committee ' s program for ' 84. 4. 19A Objective - City wide sidewalk program. Action - Complete the sidewalk system in Shakopee in conjunction with the school ' s safe street program. The City needs a formal policy on where sidewalks are to be constructed, how we pay for them, and what their purpose, function should be (used for snow storage on boulevards during winter) . Coordinate with the County. 4. 19B Objective - Reduce street maintenance cost by completing curb section on all streets. Action - Report on needed curbing throughout town and determine if it is practical to install it where the need is the greatest. Continue to promote the City ' s successful voluntary curb gutter & sidewalk fix-up program. 4. 19C Objective - Development of Section 6, north of County Road 16 now served with utilities. Action - The normal incentives are probably not sufficient to encourage development on certain properties. This property may need the assistance of T. I. F. revenue bonds, mortgage revenue notes, etc. That would tip the balance in favor of development. Such a program would not be limited to one location. 4.19E Objective - Find a location in the City suitable for a manufacture home sight served by water and sewer possibly in the V. I.P. area. Action - Staff should thoroughly examine and report on any possible sites by November 1, 1984. 4. 19F Objective - The Downtown Redevelopment Project should get off the ground this year with some actual physical improvements being completed. Council may be faced with some difficult decisions which may appear risky. Action - The Concept Plan is completed. The next step is to engineer and detail design work for some bid letting in 1984. 8 Economic Development 5.0 GOAL - Have an economic development plan that will create jobs and diversify the City' s economic base. 5.1 SUBGOAL - Continue with the advances made by the Downtown Committee to redevelop the downtown area. 5.11 Objective - Include a new City Hall in the downtown redevelopment plan. Action - The Committee is considering this. 5.12 Objective - The City should continue to be involved with some of the funding tools for the downtown on both sides of 1st Avenue but, the private sector must take the lead and do it. Action - Pursue hotel/motel possibilities with Valleyfair and the Mdewakanton Sioux Bingo operation, the Hospital ' s clinic proposal , the State Jaycees ' s office and a 100 unit multi-family housing project w/the Housing Alliance. Action - Downtown redevelopment should be designated to capture tourism trade from Valleyfair, Murphy ' s Landing and the Renaissance Festival. The City needs to put on a new face for tourists going through the community, provide adequate motel facilities and boat landing access to the river . Action - Review the City' s interest in parting development and construction of a profession building on Atwood. The Mayor and City Adminis- trator were serving on a task force for the hospital ' s clinic. Now M.A. Martinson is proceeding and the City should schedule a separate Council meeting to present and discuss redevelopment possibilities for the downtown. The I.C.C. , Planning Commission, Downtown Committee and downtown merchants should be invited and City staff should outline development possibilities after consultant completes overall plan. Action - Design the funding tools used in TIF la so that a strong revolving commercial loan program for rehabing commercial businesses can be established. Action - Continue efforts to insure that other taxing jurisdictions, local citizens, and potential developers uderstand TIF and to what extent it is available in Shakopee. 5.13 Objective - Establish a Chamber/City plan to get a more consolidated and stronger retail core to Shakopee downtown. Action - Work with the Downtown Chamber Committee, Consultants and businesses to establish a plan to 9 encourage new and relocate existing retail/office businesses in the retail core area to make a stronger retail center as designed in the Downtown Concept Plan. 5. 2 .,UIfMAL - Create economic development opportunities for new jobs and expanding tax base. Action - Develop privately financed programs to advertise and promote the City and it ' s businesses (St. Paul programs for small business is an example) . Action - Work to strengthen the Chamber of Commerce to enable it to be a stronger partner in downtown redevelopment. Resurrect the industrial develop- ment corporation and increase it ' s role in downtown redevelopment and check into joint promotions with mall west of town. 5. 24 Qbj�ctive - Try to attract major housing developers to Shakopee. The City lacks housing in the management price range probably because of the lack of amenities and a highway linkage to Hennepin County. Action - Contract potential large scale developers with concrete proposal such as a PUD using T. I. F. on on the old correctional facility site. Environment-al 6. 0 GOAL - To protect and preserve the natural environment of Shakopee, including land, air and water. 6.1 SUBGOAL - To insure the well being of the community ' s environment and to effectively monitor and manage it ' s resources. 6. 11 Objectives - Follow hazardous waste siting process. Action - On-going. Shakopee ' s individual park has been included. Our building inspector is on the committee. 6. 12 Objective - Work for the sale of the Shakopee sludge farm by the MWCC. Action - The site has been found to be intrinsically suitable by the PCA hearing examiner for land spreading at agronomic rates. Staff must continue to push this issue and seek the sale of the property by the MWCC (update Ray Siebenaler) . 6. 15 Objective - The City needs to protect the public water system in the flood plain. The hydrant vents under the high water mark. Action - Pump house No. 1 is in the flood plain and needs flood proofing since the building is owned by the City. Work with SPDC on this project. 10 Housing & Redevelopment Authority 7 . 0 SUBGOAL - Have a housing and Redevelopment plan that provides and promotes the creation of needed housing units for Shakopee ' s growing population. 7 .1 SUBGOAL - An indept look and attention by the HRA Department for improved community service to housing developments. 7 . 2 Qb wive - Could the City provide more types of housing? Action - Staff should renew contacts with potential residential developers and show then the community. Action - Staff should take the County HRA rehab program referral calls and list them for follow-up purposes to insure Shakopee residents benefit from the program. Staff should also check the percentage of rehab loans to insure that Shakopee gets a fair percentage. Action - HRA staff needs to put together a program that can be used to build moderate income housing units on the vacant lots around the City using T. I . F. without relying on Mn HFA mortgages. 7 . 22 Objective - Consider declaring "Roberts Pit" a blighted area and use it for a TIF project for housing. Action - Reconsider after 1985 when sanitary sewer is available. Inter aovernmental relations 8 .0 GOAL - It shall be the goal of the City of Shakopee to work constructively on relationships with other governmental agencies that have taxing and regulatory impact on the City ' s citizens. 8.1 SUBGOAL - The City should seek to better understand, coordinate and integrate it ' s services with Scott County to bette sery it ' s citizens and insure citizens are not taxed for duplicate services. 8. 11 Objective - Citizens should be informed about the level of Police Department activities/workload that is related to Scott County court scheduling problem. Action - This should be addressed collectively by the Mayors and Administrators ' groups in Scott County and possibly Dakota County with all jurisdictions addressing the court system problem as a unit. 8.12 Objective - The City should actively continue it ' s efforts to convince Scott County to study alternate forms of government. Action - This effect should come thru the Scott County Mayors and Administrators group. I 8.15 Objec iy - The City should continue to work with the County to eliminate all duplication of City and County services such I-La overlapping police/sheriff department services. Action - Continue current discussions of this type thru the Mayors and Administrators group and other groups. 8. 16 Objective - The Scott County mill rate is relatively high compared to the mill rate in the six other metropolitan counties. This negatively impacts Shakopee and should be investigated to determine what the possible causes are e.g. costly county services, fiscal disparities, etc. Anion - Pursue thru Scott County mayors and Administrator group. 8 . 2 ,SUBGOAL - The City should seek to keep it ' s relationship with SPDC in good shape to insure maximum cooperation and coordination. 8 . 21 Qb-jective - We have two separate governments in Shakopee that set policy affecting citizens, the City and SPUC. The City and SPUC should review together their relationship as it affects the citizens they deal with on a daily basis. 8.3 COAL - The City of Shakopee should respond to State and regional policies, regulation and taxes that affect Shakopee ' s citizens. 8 . 31 Objectiye - What role or level of involvement should City staff play in monitoring Met Council, MWCC, MPCA, etc. ? Action - Council ' s specific response for the City Engineer was approximately 4 hours per month by serving on a committee that deals with one of these agencies. 8. 32 Objective - Staff should continue to work towards equity in state aids to schools, cities and counties, equity in transit funding and equity in the fiscal disparities formula. Action - This should be carried on thru the Municipal Caucas. 8. 4 SUBGOAL - The City of Shakopee should monitor care provided it ' s citizens by other agencies particularly those who are elderly or economically disadvantaged even though services are provided by other agencies. 8. 43 Objective - More senior citizen protection such as a ambulance and individual call system for stroke or heart attach victims who live alone. 12
