PRELIMINARY LIST OF 83/84 GOALS & OBJECTIVES FROM
COUNCIL/STAFF WORK SHOP JANUARY, 1983
COMMUNICATIONS - List reviewed 1/25/83
1 . The public should be made more aware of City Codes via weekly
newspaper articles , radio broadcasts , etc .
2 . How can the City get more and better citizens participation in
City affairs? What is the City ' s responsibility in disseminating
information, generating press or radio coverage?
3 . Drop by-weekly column titled "View from City Hall" .
4. Improve City and contractor cooperation on projects such as
sewer and watermain (example - County Road 17 project in which
clear authority was not forthcoming to turn off value ) .
5 . Prepare for possible Cable TV broadcasts of Council meetings and
other events .
6 . Improve newspaper coverage of all Council meetings to get broader
citizen/Council perspective on meeting discussion and action.

6 . Council should consider assigning more areas of routine oversite
to the Administrator to move gradually to the City Manager system.
7 . Allow the Administrator more flexibility in authorizing non-budget
purchases over $300. Perhaps a limit of $500 or more would he
better.
8. The 11 : 00 p.m. time limit , consent agenda , and new agenda format
are working well . Any other suggestions for improving the meet-
ings?
9 . Review 2 . 15 on page 3 of the Goals and Objectives to determine
if all services are being used to their optimum. Develop an
initial list of all City services for Council/staff review.
10. Make a Council commitment to the C. I .P. in sufficient time to
budget engineering staff time (September or October) .
11 . Consider a Council directive to Planning Commission reminding
members to bring miscellaneous items to staff prior to the Planning
Commission meeting.
12 . The City Attorney will provide quarterly reports to Council so
Councilmembers better understand the services he provides the
City.
13 . Continue efforts to implement the City pay program for the balance
of City staff. Recommendations for 1984 should be presented to
Council prior to budget deliberations .
14. Councilmembers are reminded to provide immediate feedback to
staff members with citizen' s requests , or complaints , and then
provide the necessary feedback to the citizen rather than waiting
until the issue becomes old and/or is forgotten.
15 . Improve staff/Council relationship by encouraging more Council
visits to staff during working hours to obtain a better insight
of the work, programs , policies , etc . of the department. Much
progress has already been made in this area.
16 . Staff is concerned about support from administration and from
Council (eg. always concerned about how and what I say will be
used) .
17 . Staff/Council relationships have improved in the last year and
one half from what I can see . Do others feel the same way?

18 . Formally name the area where the swimming pool is located, this
is not Lions Park. Develop a City policy/practice on naming
parks .
19 . More senior citizen protection such as a Highway 169 crossing,
ambulance and individual call system for stroke or heart attack
victims who live alone.
20. Re-examine all City services for optimum use . Can any be phased
out over the next five years or will there be any new ones in
the next five years?
21 . What is the City' s need for Civil Defense and is it currently
being met (nuclear evacuation program) ?
22 . Better control of loose dogs .
23 . We have made a good start on updating office equipment, and should
continue the conversion to more micro-computers when the need is
established.
24. All subsidized services should be clearly identified and acknowledged
so that hidden subsidies can be eliminated or modified where they
are unnecessary.
25 . The winter snow parking ordinance which required citizens coopera-
tion has been grudgingly accepted. Can the City improve the
efficiency of other City services by asking citizens to cooperate
in this manner?
26 . Continue the successful absorbtion of the school district ' s dis-
continued 7th and 8th athletic programs and summer school by the
Community Services Department .
27 . The Community Services Department lip; not dealt with the issue
of township financial support for community services .
28 . Evaluate the role of the City ' s attorneys - workload, production,
and cost to the City.

29 . Will any present revenue sources dry up in the next 5 years , eg.
revenue sharing, federal aid urban, state aid highways , and home-
stead credit?
30. Plan to place the issue of the P. I .R. Fund on the ballot for 1985 ,
possibly using the funds balance for a new City Hall?
31 . Many citizens are hurting because of the economy - lost jobs ,
hunger and feelings of helplessness . What , if anything, should
the City do?
32 . Provide a clearer definition of funds from the check register
from Logis so Council can better trace them to the annual budget .
33 . Should we presage where we will reduce City services in the event
of additional cuts in State Aid and/or revenue sharing?
34. Community Services now generates 50% of its operating funds
through fees , charges , fund raisers and contributions . Is this
percentage satisfactory to City Council?
35 . Do we want a subsidized dial-a-ride service in Shakopee?
36 . We should move forward with efforts to close or vacate unneeded
streets .
37 . We should increase the parking fine from $5 .00 to $15 .00 (Council
has discussed the possibility of a $10.00 increase established
County-wide) .
38 . Check all traffic signing in Shakopee for proper warrants .
39 . Remove yield signs and replace them with stop signs where appro-
priate .
40. Eliminate tractor-trailer parking in residential areas .
41 . Improve citizen awareness and compliance with traffic signing for
all vehicles - cars , tractors , snowmobiles , etc .
PHYSICAL DEVELOPMENT - Items 42 through 50 reviewed 1/25/83
42 . Find a location in the City suitable for a trailer court served
by water and sewer possibly in the V. I .P. area.
43 . The Downtown Redevelopment Project should get off the ground this
year with actual physical improvements being completed. Council
may be faced with some difficult decisions which may appear
risky.
44 . Will we need a new City Hall within the next 5 years if the City
Hall block is redeveloped? Should we be setting aside funds for
such a project?
45. Has there been discussion of the D.N.R. taking over the Community
Services building?
46 . The residential growth of Shakopee may be restricted by lack of
convenient access to the twin cities . The County Road 18 bridge
crossing is becoming more critical . How can we monitor, encourage
the construction of the bridge?
47 . Upgrade Market Street south of First Avenue.
48 . Improve the rail crossings at Apgar and Scott in 1983.
49 . Work to successfully pass legislation that will result in the
construction of the By-Pass .
50. Continue to refine the City' s street reconstruction/pavement
improvement program that has now been started.
51 . Adopt new standards for drainage system design.
52 . Monitor industrial sewer meters in a systematic and uniform manner.
53. The present incentives are probably not sufficient to encourage
development in section 6 , north of County Road 16 .
54 . Complete the sidewalk system in Shakopee in conjunction with the
school ' s safe street program.
55 . Solve the storm sewer assessment problem.
56 . Complete the study and joint powers agreement for the upper valley
drainage .
57 . Certain areas of the community need some cosmetic improvements
eg. paint , trees , shrubs , colorful flowers , and continuous
cleanings .
58. Some excellent contributions have been received from organizations
for the City parks , schools and programs , etc. How can we insure
these contributions in the future.
59 . We finally received a grant from the State for acquiring land for
much needed park in the eastern sector of Shakopee . This project
should be completed in 1983 .
60. Encourage Scott County and the Met Council to acquire and develop
a regional trail through Shakopee that will be of benefit to local
citizens .
61 . The Mill Pond was not treated with cooper sulfate in 1982 because
of the initial program turn down by the D.N.R. The reversal of
this decision will allow this program to be completed in 1983.
62 . Levee Drive is an eyesore . The L.C .M.R. /L.O.C.O.N. Grant applica-
tion that was turned down needs to be resubmitted.
63 . Should the City insure upkeep of streets and utilities in private
homeowners associations through/by the homeowners associations
deed covenents .
ECONOMIC DEVELOPMENT
64. Secure the paramutual betting race track for Shakopee.
65. Downtown redevelopment should be designed to capture tourism
trade from Valleyfair, Murphy' s Landing and the Renaissance
Festival . The City needs to put on a new face for tourists
going through the. community.
66 . Review the City ' s interest in development of a professional building
near the hospital/county facilities (per John Schmitt ' s promotion) .
67 . Schedule a separate Council meeting (can invite I .C.C. , Planning
Commission, Downtown Committee , etc . ) to present and discuss
redevelopment possibilities .
68 . Consider whether to try and attact major housing developers to
Shakopee .
69 . Work to strengthen the Chamber of Commerce to enable it to be a
stronger partner in downtown redevelopment .
70 . Expedite negotiations for acquisition of NSP industries by SPUC
or replace present industry agreement . The City is losing income
now since the expiration of the agreement .
ENVIRONMENTAL - New heading, not in earlier Goals & Objectives
71 . Do we need to plant more trees to beautify the City of Shakopee.
72 . The City needs to protect the public water system in the flood
plain. The hydrant vents under the high water mark for pump
house No. 1 are in the flood plain and need abandoning or flood
proofing.
73. Looking back on the I & I Study by Bonestroo, the City should
set better criteria to determine whether or not such a study
is actually beneficial enough to offset the cost of the study.
This should be done regardless of whether or not grant funds
are available .
INTERGOVERNMENTAL
74. Should citizens be more informed about the level of Police Depart-
ment activities/workload as it relates to County court scheduling?
75 . Should changes in the Scott County form of government be pushed
"hard" by the City.
76 . The City should coordinate City policies with County policies such
as work rules .
77. The City should take steps to become more interactive with the
County computer to use assessing data .
78 . The City should continue to work towards elimination of duplica-
tion of services between the City and County.
79 . Council and the Administrator should not openly support the
third floor addition to the Scott County Courthouse and refuse
to address our own space needs .
80. The Scott County mill rate is relatively high compared to the
mill rate in the other 6 metropolitan counties . This negatively
impacts Shakopee .
81 . Are S . P.U .C. rates higher than NSP rates for the typical residential ,
commercial and industrial user? If so should the City Council
address this?
82 . The City should compare personnel policies and benefits with
those of S .P.U .C. and seek parity.
83 . S .P.U .C. and City Council .
84 . Large purchases should be coordinated and shared between the City
and S . P.U.C. whenever possible .
85. A great deal of useful planning data is lost because S .P.U .C.
does not have a flexable computer to provide the information.
Investigate the feasibility of using Logis (Logis is now doing
electrical utility bills ) .
86 . There is a bill before the Legislature to redistrict the Metro-
politan Council . This will also redistrict the MWCC, and have
the MWCC representative appointed by the Governor. Shakopee
should select candidates for both bodies and work for their
appointment . One side effect of this could be the sale of the
Shakopee sludge farm.
87 . What role should City staff play in monitoring Met Council , MWCC,
MPCA, etc .
88 . Is the City Administrator spending too much time on Fiscal
Disparities and local government aid at the expense of other
City operations?
89 . Follow legislation closer that could effect Shakopee .
90. Continue to work towards equity in state aids to schools , cities
and counties including Fiscal Disparities .
91 . Are Shakopee schools going to deteriorate educationally under
the current pressure caused by financial cutbacks?
92 . What should the City' s goal be in providing shelter for the
homeless and food for area food shelves for Shakopee and Scott
County citizens .
93 . A commission may be established to study county government ,
should we educate the populous on City government .
94. Communications between the Community Services Board and its
staff has improved , but still has a ways to go.
MISCELLANEOUS
95 . Council should try to avoid disregarding staff recommendations
regarding contractor ' s requests for waiver of code requirements
such as John Nelson' s request .
96 . There should be an effort to seperate policy issues from routine
administrative follow up issues in the City ' s goals and objectives
and general Council business (establish routine procedures for
administrative questions ) .
97 . We apparently own Lots 3 and 4 in Block 52 . What do we want
to do with them?
