Introduction
City Council has authorized the construction of Levee Drive from Atwood Street
to Scott Street.
Background
Plans and specifications have been prepared for the construction of Levee Drive
from Atwood Street to Scott Street.
The work will consist of installing curb gutter and bituminous road surface in
accordance with the Feasibility Report prepared for the project.
The work is scheduled for completion October 15, 1982.
Action Requested
Motion to authorize the advertisement for bids for the construction of Levee
Drive from Atwood Street to Scott Street to bid September 13, 1982 at 10:30 A.M.

INVITATION FOR BIDS
NOTICE IS HEREBY GIVEN:
The City of Shakopee, Minnesota, will receive bids at City Offices,
129 East 1st Avenue, Shakopee, Minnesota until 10:30 A.M., September 13, 1982
at which time they will be publicly opened in the Council Chambers of City
Hall, 129 East 1st Avenue, Shakopee, Minnesota by the City Clerk and City
Engineer; will then be tabulated, and will be considered by Council at
8:00 P.M. or thereafter September 14, 1982, in the Council Chambers at the
Municipal Building of such City for the construction of the following:
Complete construction of the Levee Drive Extension from Atwood Street
to Scott Street.
Major quantities are as follows:
Approximately 2000 C.Y. Excavation;
Approximately 1500 C.Y. Granular Borrow;
Approximately 440 L.F. Storm Sewer;
Approximately 270 Tons Bituminous;
Approximately 960 L.F. B-618 Curb & Cutter;
Approximately 430 Tons Class V Aggregate;
and other miscellaneous work related to construction and restoration.
All bids shall be accompanied by a cash deposit, cashier's check, bid
bond or certified check, payable to the order of the City of Shakopee for
not less than 5 percent of the amount of the bid.

City Council of the City of Shakopee reserves the right to reject any
or all bids, to waive irregularities and to award the contract in the best
interest of the City.
Plans, Specifications and Proposal Forms may be obtained from the
City of Shakopee upon deposit of $35.00, for each set, which will be
refunded to all bidders upon return of the Plans and Specifications in
good condition within five (5) days after the opening of the bids.

Introduction :
Attached is a drawing of the proposed 1982 street program.
Background :
The primary purpose of this program is to perform work that benefits
the largest number of residents and corrects problems that are most
distant from the Public Works Building.
The proposed work will upgrade all of the streets west of Adams
Street that must be upgraded by overlay. The balance of the problems
can be corrected by seal coat patching, crack filling or other main-
tenance .
The work proposed under this program will cost an estimated $75 ,000.
The work will be funded from 1981 Seal Coat Fund carryover and 1982
Seal Coat Funds .
It is the recommendation of City staff that City Council approve the
1982 Pavement Preservation Program as proposed and that the City take
bids September 13 , 1982 at 10 : 30 a .m. for the work proposed.

Introduction :
You have inquired as to the placement of the oxygen tank at St .
Francis Hospital ; specifically it is to close to the property
lines?
Background :
The building permit was issued based on the premise that the State
reviewed the plans , as hospitals and all institutional occupancies
are their responsibility . It also was issued by me knowing they
had a blanket setback permit that would allow them to utilize the
setback in question.
I double checked with the State Department and they referred me to
N.F.P. 50 which does not regulate tanks under 20,000 cubic feet .
This tank is under 20,000 cubic feet .
Conclusion:
I am afraid, although I agree with you, there is nothing we can do .

Valleyfair West Entrance
Dear Mr. Spurrier:
As you are aware, we have had a problem with U-turns at the Valley-
fair west entrance. The State Patrol reports that there are up to
500 violations per day. Additional signing, which was recently in-
stalled at the intersection, does not seem to have improved the
situation.
Since the present traffic control is not effective, a physical bar-
rier to the illegal manuever is clearly warranted. While this could
be done with a complete closure of the median, we have decided to
try closing the median to all traffic except T.H.101 eastbound left
turns. The closure will prohibit the west to eastbound U-turn and
traffic will not be permitted to turn east from the Valleyfair en-
trance. Right turns in and out of the entrance will continue to be
permitted on the westbound roadway.
The closure will be initially installed with barrels and/or barri-
cades with appropriate signing including "DO NOT ENTER" and "NO
CROSSING". If this proves effective, a permanent installation with
bituminous curb will probably be constructed next year. If problems
persist, a total median closure will probably be required.
The channelization that we are proposing here has been used else-
where in our district with good results. We intend to install it
during the week of August 23. Some of the barrels and/or barri-
cades may be removed during the winter.
