Introduction:
The City has received an application from Valleyfair Inc . for
a Wine License for the 1982/1983 license year.
Their application is in order and payment of the taxes will
be taken care of as soon as a statement from the county is prepared.
Action Requested:
Approve application and grant an On Sale Wine License to
Valleyfair Inc . , One Valleyfair Drive.

RE: 1983 Goals & Objectives Worksession
DATE: June 18 , 1982
Introduction
In the summer of 1981 the City Council put together a comprehensive
list of Goals and Objectives for 1982 . We will now be creating a
similar list of Goals and Objectives for 1983 . Because there may
be a tendency to be dependent upon the ' 82 list , which is included
as a status reports I have formulated several additional questions
for Councilmembers to react to in creating a list of Goals and
Objectives for 1983 .
Discussion of Goals
The session is intended to be a relaxed worksession in which Council-
members can roll up their sleeves and discuss long range goals ,
opportunities and/or problems without the press of a regular agenda.
Please begin now to think about the questions below ( I encourage you
to jot down notes before Tuesday night ) . The questions are designed
to assist the City "take control" of change ( i . e . plan for change ) .
• 1 . Where are we now?
1 . 1 What are our strengths and weaknesses?
1 . 2 What resources are available/not available?
1 . 3 What tendencies appear strong/weak?
1 .4 What problems do we have?
2 . Where do we want to be in 5-10 years?
2 . 1 Are we satisfied with where we are today?
2 . 2 What can we accomplish?
3 . How do we get from here to there ( implementation) ?
3 . 1 Who is going to do it?
3 . 2 Can it be done ( is it realistic ) ?
3 . 3 Who/how will we evaluate?
While we are thinking about and discussing these questions there
are a few helpful hints that will facilitate our efforts :
• We need to be specific.
• We need to specify the variables we can change and not just list
the problem ( this is what we have tried to do in listing action
items on our 1982 Goals and Objectives list ) .
• We need to differentiate between broader goal statements and
narrower implementation statements .
• We should watch for the underlying issue - i .e . the basic value
differences , etc .

Process
I will again hand out individual sheets of paper for you to put your
initial ideas on. Then we will discuss them in the context of the
above listed questions . Finally, I will take the results and inte-
grate the new 1983 Goals and Objectives with the 1982 list .
At lease one City department head has suggested that the ' 82 Goals
and Objectives list be reorganized along function lines (eg. who
will act on the items ) with appropriate headings (Goal Statements )
such as :
Capital Improvement Items
Staff Follow-up Items
Council Organizational Meeting Items
Administrative Procedure Item ( Item in which Council has only
a secondary interest )
Council Policy Issue Items
The idea is that the overall list can then be more easily broken
down and dealt with by the appropriate group.
Summary
Please plan to come with your long range planning hat on and be
ready to discuss the questions above and the issues that come out
of that discussion.

Introduction:
Attached is Change Order No. 1 for Valley Industrial Boulevard South.
Background:
The corrugated metal pipe specified in the contract for Valley Industrial
Boulevard South was too light for industrial driveways. Adding additional
metal to the pipe increased the contract amount for three bid items, $3, 112. 00.
There is no other alternative to increasing the pipe size, therefore, staff
recommends that Change Order No. 1, be approved.
Action Requested :
Direct the proper City officials to execute Change Order No. 1 for Valley
Industrial Boulevard South, Contract No. 1982-2 by changing the pipe
thickness for an increased cost of $3, 112. 00.
