LEGISLATIVE ACTION CONFERENCE
The 1982 Legislative Conference will be held at the CAPITOL HOLIDAY INN near the
State Capitol in St. Paul on Wednesday, January 27.
At this legislative conference, the entire legislative policy of the League of Minnesota
Cities will be reviewed, possibly modified and adopted. The proposed policies have
recently been mailed to each member city.
An update on the status of the state/local financial problems will be a major part of
the program.
Legislators have received invitations for the RECEPTION, 6:00 - 8:00 p.m If you plan
on attending, please let your legislator know you expect to see her/him at the RECEPTION.
You may even wish to go to dinner with your legislator after the reception.
An agenda is enclosed with this registration form.

RE: League of Minnesota Cities and Associations of
Metropolitan Municipalities (AMM) Standing Committees
DATE: January 7, 1982
Introduction
City Council , at its January 5 , 1982 meeting, asked for a listing
of League and AMM committees that Councilmembers might serve on.
List of Committees
League Policy committees meet annually between July and October to
develop League (Minnesota Cities ) legislative position for the
up-coming legislative session. Membership is fairly open and
at the League ' s Annual Policy Meeting in late January ' 82 they
will circulate sign-up sheets . Councilmembers will get their
first choice unless the committee volunteers need to be more
balanced between: large city/small city; elected official/appointed
official ; or metro/outstate . The committees are as follows :
1 . Development Strategies
2 . Government Structure and General Legislation
3 . Land Use , Environment , Energy and Transportation
4. Personnel Pensions and Labor Relations
5 . Public Health and Safety
6 . Revenue Sources (Note this is the only committee with a
Shakopee representative - I serve on it and the AMM
Finance Committee )
In addition, the League has an ad hoc committee called the Committee
for Cities in the 1980 ' s . It is patterned after the same committee
at the national level under the National League of Cities . It has
met twice , is chaired by Don Fraser, but is off track because of
all the recent State revenue problems effecting cities . If you are
interested , it might be possible to get on this committee .
The AMM has a similar standingcommittee structure that focuses on
State legislative policy issues . The committee will begin meeting
in March or April . Membership is open to anyone interested. The
committees are :

2 . Metropolitan Agencies
3 . Housing
4 . General Legislation
5 . Transportation
Summary
I have been on the League Revenue Committee for two years and the
AMM Finance Committee for one year, and I believe it is worthwhile
for both the City and the individual who serves on one of these

committees . Moreover, I think we should consider covering most of
these committees with Councilmembers or staff . Most meetings are
at the League office in St. Paul and the City will pay for mileage
and parking.

Introduction
The City Code provides that all appointments to boards and commis-
sions shall be filed by appointment by the Council at the first
regular meeting in January of each year and new appointees assume
office at the first meeting in February, except S. P.U.C.
Background
I am assuming that the Council may wish to delay nominations until
the second meeting in January, at which time a full Council may
then be in office ; however Council may wish staff to begin adver-
tising for interested citizens to fill upcoming vacancies . Below
is a list of the boards and commissions and those terms which
are expiring. Staff has contacted all persons currently serving
asking whether or not they wish to serve another term.

Dear Mayor Harbeck,
My currently expiring term as Planning Commissioner
has been both interesting and rewarding for me. It
was a privilege to participate in the development of
a Comprehensive Plan to meet the requirements of the
Metropolitan Land Planning Act of 1976.
Now that implementation of this plan has begun, I
would appreciate reappointment in order to see how
it and our local zoning and subdivision ordinances
fill Shakopee' s needs. If adjustments are needed, I
would appreciate the opportunity to work toward ones
that further make Shakopee a strong city which offers
a high quality of life for its people.

A. Born in Wausau, Wisconsin, on August 16, 1940
B. Attended tlausau Area Schools, graduating from
High School in 1958
C. Served 4 years in the U.S. Air Force
D. Graduated from North Central Technical Institute
in 1965
E. Immediately after graduation, was hired by American
Telephone & Telegraph Company-Long Lines Department,
as an Electronics Technician in Southern Wisconsin.
F. In 1970, I was promoted to Management and moved to
Illinois.
G. Held various Management positions including Develop-

H. Transferred to Minneapolis (Shakopee) in 1978.
I. Married for 17 years and have eight children.

Why am I interested in the Planning Commission:
I am extremely proud to be a resident of Shakopee. After drawing
comparisons from other places I have lived, I find Shakopee to be
very friendly, involved, and a good place in which to raise a fami-
ly. Our city government seems genuinely interested in solving city
problems and from my experience are willing to meet and listen to the
constituents. I would like to do my part in continuing this tradi-
tion.
Communication has always been a big hurdle to climb when problem
solving. Because of my association with various groups, I believe
I can help the Planning Commission in this communication effort.
Indeed there is a lot to know about city planning. My areas of ex-
pertise are limited. I am willing to learn and offer my assistance.

1982 worksession prepared to discuss Council procedures .
Discussion of Potential Procedures
1 . How Councilmembers get items on the agenda.
2 . 11 : 00 P.M. stopping time .
3 . Chairman to comment on issues last and try to facilitate
discussion.
4. Informal effort to "go around the table" for comments .
5 . Informal limit of two comments per item.
6 . Use of "How to Aid Discussion by Asking the Right Question"
( Sheet in plastic cover) .
7 . Procedures for Public Hearings :
a . Citizen give name and address before speaking.
b. Everyone speaks once before a second chance to speak
is given.
c . Citizens speak to Chair or Council not other members of
the audience ( to avoid back and forth discussions ) .

Summary
The ability of City Council to effectively make decisions at public
Council meetings depends in large part on how Council conducts its
meeting and how . the information necessary to make those decisions
is provided to all Councilmembers . The meeting procedures and the
staff memo system outlined above will play a key role in determining
