The Council is asked to give direction on issues which were tabled from the discussion at '

Attached is information which was reviewed by the Council at the first meeting of ,

� Because there were only four councilmembers present, no consensus could be reached on �
i whether the meeting should be facilitated with an outside third party, or done "in-house" �
with staff. Direction is needed on that, and on a possible date. �
i ,

i It should also be noted that the question of location of the workshop was discussed, and it ,
was noted at the meeting that the �hakopee Public Utilities has offered their Board Room �
� as a location. That would meet the goal of being "off -site", but also offers the i
� availability of videotaping for later broadcast. ,
�

� As this action was tabled previously, a motion should be made to remove it from the
table. i
I Relationship to Visioning: ,
� A Goals and Objectives workshop potentially supports all five ofthe City's Goals. '
' Action Required: �

; In order to continue this discussion, the Council should remove the discussion of the �
� goals and objective workshop from the table, and then give direction on facilitators, �

� The City Council is asked to discuss how it would like to establish goals and objectives ��
� for the upcoming one, or two �ear cycle. �

Sackground: I '

� Following the election of each new Council, it has been the recent practice of the City �
Council to establish mid-range goals and objectives for the City for the two years that
that group of five individuals would be in office. In addition to the Mayor and Council, �
I Department Heads have also participated. While the main purpose is to set goals and �
i objectives, such workshops can also be used to build teamwork, and better identify the I
on-going roles of the participants. �
The recent goal setting meetings have generated objectives for two years, but the Council �i
i could choose to set goals for a shorter timeframe—for example, a one year period. The '
length of the goals and objectives could be determined at the workshop. �
�
Location—The location for this retreat has most recently been at a site which is away !
� from City Hall, with the rationale being that a separate site might generate a more relaxed I
atmosphere and therefore better discussion. The previous four workshops have been held ;
� at the training room in the Police Building. However, if the meeting is going to be i
� televised, because the "remote' cable studio is no longer available, the meeting would '
need to be held in the City Council Chambers. i

! Duration—Shakopee goal setting sessions have generally taken place over a single '
; evening. A three hour session generally yields a workable plan, but may not be sufficient I �
to allow for an in-depth examination of the action steps needed to achieve those particular j
goals. Other formats can be two "back to back" evenings, a single all day event (for
� i
example, a Saturda , and even a Frida evenin /Saturda event.

Facilitated/In-House—In 2008 and 2010, the workshops were led by staff. In 2006, an I
' outside facilitator was used. Recent calls to two possible facilitators indicate $1000 to ;
$3000 as the range of costs, depending on how much time is going to be spent at the '
� workshop. While staff is willing to facilitate the session, because of the new makeup of ��
the Council, and because it is difficult for the facilitator to participate beyond running the
� event, to yield the best results the Council may wish to consider an impartial outside � �
� party to facilitate the meeting. �

If so chosen, funding for an outside facilitator is available in the Council's Professional
Services line item. �

The Council should give direction on the following: '
', 1. Does it want to have a separate meeting to set up to two year goals and I I

� 2. Does it want to engage an outside facilitator to run the meeting? �

I If the answers to the above questions are "yes", staff will bring back proposals and �'
' possible dates/times. I�
