CITY OF SHAKOPEE

' SUBJECT: Goals and Objectives Workshop
DATE: January 3, 2012

Introduction: I
The City Council is asked to discuss how it would like to establish goals and objectives
for the u coming one, or two ear c cle. ,
P Y Y

Background: ,
Following the election of each new Council, it has been the recent practice of the City '
I
Council to establish mid-range goals and objectives for the City for the two years that
that group of five individuals would be in office. In addition to the Mayor and Council, I
Department Heads have also participated. While the main purpose is to set goals and
objectives, such workshops can also be used to build teamwark, and better identify the
on-going roles of the participants. ,

The recent goal setting meetings have generated objectives for two years, but the Council '
could choose to set goals for a shorter timeframe—for example, a one year period. The I'
,
length of the goals and objectives could be determined at the workshop. '
Location—The location for this retreat has most recentl been at a site which is awa
Y Y
from City Hall, with the rationale being that a separate site might generate a more relaxed
atmosphere and therefore better discussion. The previous four workshops have been held
at the training room in the Police Building. However, if the meeting is going to be
televised, because the "remote' cable studio is no longer available, the meeting would
need to be held in the City Council Chambers.
Duration—Shakopee goal setting sessions have generally taken place over a single '
evening. A three hour session generally yields a workable plan, but may not be sufficient
to allow for an in-depth examination of the action steps needed to achieve those particular
goals. Other formats can be two "back to back" evenings, a single all day event (for I
example, a Saturday), and even a Friday evening/Saturday event. ,
Facilitated/In-House—In 2008 and 2010, the workshops were led by staff. In 2006, an
outside facilitator was used. Recent calls to two possible facilitators indicate $1000 to ',
$3000 as the range of costs, depending on how much time is going to be spent at the
j workshop. While staff is willing to facilitate the session, because of the new makeup of I
the Council, and because it is difficult for the facilitator to participate beyond running the I,
, event, to yield the best results the Council may wish to consider an impartial outside !
party to facilitate the meeting. i
i

I

j If so chosen, funding for an outside facilitatar is available in the Council's Professional
Services line item.
Direction Needed:
The Council should give direction on the following: ,
1. Does it want to have a separate meeting to set up to two year goals and
objectives? ,
2. Does it want to engage an outside facilitator to run the meeting?
If the answers to the above questions are "yes", staff will bring back proposals and
possible dates/times. ,
, If the Council wants to have a workshop, but run the meeting without an outside I '
failitator it should choose a date. One su estion would be Tuesda Januar 31
St
i , gg Y Y , ,
which is a fifth Tuesday.
 Relationship to Visioning:
The discussion of goals and objectives supports all five of the City's Goals.
Recommendation:
I recommend that a workshop be held, and that staff be given direction to bring back ;
information on possibilities for outside facilitators.
Action Required: '
If the Council concurs, it should direct staff to bring back information on possible '
facilitators for a workshop to establish goals and objectives. ,
