Introduction
The Council is asked to establish 2012 compensation levels for the City's part -time, temporary and
seasonal employees and elected officials. The pay plans for these groups have been unchanged for four
years or more, during which time the wages for full -time employees have all seen at least some
increase.
Background
Part -Time, Temporary and Seasonal Employees
The last increase to the Pay Plan for Part -Time, Temporary and Seasonal Employees was effective
January 1, 2008. Since that time we have been granting step increases within the existing plan for
ongoing employees, up until the point at which they reach the top step. However, seasonal employees
have not been receiving step increases for returning for a second or third summer.
As discussed during the budget process, it appears to be time to implement some increase to the plan.
Working with the Parks & Recreation Director and four Recreation Supervisors, staff has established
several goals or principles for the pay plan update, which include:
1. The current starting wage is adequate for recruiting new applicants.
2. Resuming step increases for returning seasonal employees is important as there is
significant value in having trained and experienced employees return.
3. The current Step 1.5, which provides an increase after six - months of employment, is not
necessary. These funds would be better used to support the addition of another step at the
top end of the pay scale to reward Tong -term employees who have not had a raise in several
years.
Therefore, the attached pay plan, which is based on these principles, is recommended by staff. It leaves
the starting wage for each position unchanged other than to round it to the nearest five cents; and
eliminates the six -month step increase while adding a step 5 at the top end of the pay scale. Under the
proposed plan, the starting wage in each grade is 80% of the top wage, with the steps in between set at
85 %, 90% and 95 %. This is identical to the structure of the pay plan for many of the City's full -time
positions. The effective date of the proposed pay plan would be January 1, 2012.
Budget Impact

Unfortunately, it is extremely difficult to estimate the cost of implementing the proposed pay plan. A
significant majority of impacted positions are in the Parks & Recreation Department where hours
worked varying from year to year according to program enrollment and weather and where staff
turnover can be unpredictable. Nonetheless, staff would offer a ballpark estimate of $25,000, which can
be accommodated through the use of unallocated funds currently accounted for within the preliminary
2012 budget.
Elected Officials
The City's last salary increase for elected officials was effective January 1, 2006. A comparison of
Shakopee's salaries for mayor and Councilmember to those for the ten comparison cities we use to
establish wage levels for full -time employees shows that we have fallen significantly below average. It
also shows that the difference between the salary of mayor and Councilmember is much smaller in
Shakopee than is typical in the comparison cities.
Elected official salaries must be established prior to a municipal election, with an effective date of the
following January 1. Therefore, if the City wishes to update its elected official salaries, action must be
taken now or not for another two years.

Recommendation
Staff recommends that elected official salaries for 2012 and 2013 be set at $7,000 per year for City
Councilors and $9,000 per year for the Mayor. This amount reflects the average of our ten comparison
cities, plus a slight rounding up to accommodate for the fact that history suggests it is likely to be several
years before the salaries are adjusted again.
An ordinance has been prepared in accordance with this recommendation. It should be noted that in
addition to listing the new dollar amounts, the proposed ordinance is also amended to reference an
annual rather than monthly salary. This is because the City now pays elected officials once every 28
days rather than once per calendar month.
Budget Impact
The total annual cost of the proposed increases in elected official salaries is $2,575. This includes wages,
taxes and PERA for all five elected officials for the full year. This can be accommodated within the
preliminary 2012 operating budget.
Relationship to Vision
This item relates to Goal E: Deliver effective and efficient public services by a staff of well- trained,
caring and professional employees.
Requested Actions
If the Council concurs, it is asked to offer Resolution No. 7128, a resolution establishing the 2012 Pay
Plan for Part-Time, Temporary and Seasonal Employees, y mployees, and move its adoption.
Secondly, if the Council concurs, it is asked to offer Ordinance No. 849, Fourth Series, an ordinance
amending City Code Chapter 2, Section 2.13 pertaining to the salaries of Mayor and Councilpersons, and
move its adoption.
RESOLUTION No. 7128
A RESOLUTION ADOPTING THE 2012 PAY PLAN FOR
PART -TIME, TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the
City Administrator is hereby authorized to issue warrants upon the City Treasury from and after
January 1, 2012 payable to the duly appointed non -union employees of the City of Shakopee, in
accordance with the attached 2012 Pay Plan for Part -time, Temporary and Seasonal Employees.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby
repealed and terminated effective January 1, 2012.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held

ORDINANCE NO. 849, FOURTH SERIES
AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA,
AMENDING CITY CODE CHAPTER 2, SECTION 2.13
PERTAINING TO THE SALARIES OF MAYOR AND COUNCILPERSONS
THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA ORDAINS:
Section 1— Section 2.13 of the City Code is amended to read as follows:
SEC. 2.13. SALARIES OF MAYOR AND COUNCILPERSONS.
Salaries of the Mayor and Councilpersons and which amounts are deemed reasonable and
proper, are hereby fixed, as follows:
A. The annual monthly salary of the Mayor shall be $9,000 $654.50.
B. The annual monthly salary of each Councilperson shall be $7,000 $559.5g.
Section 2 — Effective Date. This ordinance is effective January 1, 2012.
