Tenth Avenue Speed Zone A• CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Authorize School Speed Zone Traffic Control Signage for 10 Avenue and Adams Street to Clay Street DATE: August 30, 2011 INTRODUCTION: At an earlier City g Council meeting, the Council directed staff to consider the installation of a school speed zone on 10 Avenue by Sweeney School. BACKGROUND: The I.S.D. #720 has an elementary school located on 10 Avenue just east of Adams Street. 10 Avenue is a four lane urban roadway with a posted speed of 30 m.p.h. At its August 18, 2011 Traffic Safety Review Committee (TSRC) meeting, the TSRC reviewed the speeds along 10 Avenue and the aerial drawing of the Sweeney School site. After its review, the TSRC voted to recommend to the City Council to install a school speed zone from Adams Street to Clay Street on 10 Avenue to a 20 m.p.h. school speed, and to be signed accordingly. The school speed zone is proposed to be when children are present. The reason being is that school starts at 9:05 A.M. with dismissal at 3:45 P.M. Also, morning kindergarten runs from 9:05 A.M. to 11:00 A.M and afternoon kindergarten runs from 1 :10 P.M. to 3:45 P.M. ALTERNATIVES: 1. Approve a motion approving a school speed zone on 10 Avenue, from Adams Street to Clay Street to 20 m.p.h. when children are present. 2. Do not approve a school speed zone for 10 Avenue. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1. City of Shakopee Public Works will install the school speed zone signage.
