• CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council, City Administrator, Mark McNeill From: Jamie Polley, Parks, Recreation & Natural Resources Director Meeting Date: April 19, 2011 Subject: Greenfield East/Park Meadows Park Schematic Design INTRODUCTION The Parks and Recreation Advisory Board is recommending approval of the concept plan C2 as the final schematic design for Greenfield East /Park Meadows Park. This project is being brought to the City Council for approval of the schematic design and authorization to prepare plans and specifications. BACKGROUND In 2002 the developer of the Greenfield development dedicated two pieces of property to the City to satisfy their park dedication requirements. One parcel is now Cloverleaf Park and the second parcel is half of the currently proposed park. Likewise, in 2004 the developer of the Park Meadows development dedicated the land making up the second half of the proposed park to satisfy their park dedication requirements. The City specifically required the park dedication parcels to be located adjacent to each other for the purposes of planning a larger park with active uses. The design and development of Cloverleaf Park began in 2004 and utilized neighborhood feedback when determining amenities and their locations. The design process was done with the knowledge that the second Greenfield parcel will be developed as a larger park in the future. Through the meeting process, the neighborhood and City concluded that Cloverleaf Park would include a basketball court and tennis court, while the Greenfield East Park would be a larger park combined with the parcel to the east and include ball diamonds and a hockey rink. It is this concept plan that the City has continued to move forward with since 2005. Design Methods Based on Uses & Needs The City has utilizes different method over the years when developing parks. Some of the smaller parks such as Cloverleaf were planned through a more involved neighborhood input process where the neighborhoods helped design the park. Larger parks such as Westminster were planned first based on needs determined by current usage, second by needs determined in the City's 2030 Comprehensive Plan and third by neighborhood input. It is not intended that the neighborhood design the larger parks but give feedback based on amenities and location of the amenities. Since 2004 the City has built a number of small parks however the Comprehensive Plan specifically identifies the construction of larger neighborhood parks or hybrid parks to maximize the available land. The plan also states that by creating a greater number of neighborhood parks while increasing the size of the park will better meet the desires of the community and decrease City maintenance costs. It is projected that the City will need an additional 247 acres, or six new neighborhood parks, by 2030. Currently, the City has 30 developed parks; 2 are designated as tot lots, 17 are designated as neighborhood parks, 8 are designated as community parks and 1 are hybrid neighborhood parks. Westminster Park was the first such hybrid park. it is 11 acres and contains two fully fenced ball diamonds, a lighted and paved hockey rink containing a basketball court, free skate area, horseshoes, sand volleyball, playground and off street parking. A warming /restroom facility is planned for the park. The park is viewed as a good addition to the neighborhood and highly utilized by the entire community. Citizens utilize all areas of this park including the outfield areas of the two ball diamonds. Attached is the current master allocation of facilities for 2011 (Attachments A, B, C). DISCUSSION Design Process The initial designs were developed by staff and Bonestroo based on facility usage, growth and long term visioning. Staff then sought neighborhood feedback to help refine the plans. Over 500 flyers were sent out for the neighborhood meeting, which was held on March 10, 2011, and approximately 65 people attended. Staff gave a presentation discussing the park design process and presented two schematic designs, Concept A, and Concept B, designs attached. The initial plans include two youth baseball fields for the 12 -13 year olds, a lighted hockey rink, shelter location, playground and soccer /lacrosse fields. Based on proposals from the baseball association over the past few years there is a high need for baseball fields for this age group. Currently the only fields large enough for this age group are the Jackson Township field and SACS, which is available for City use in late May, early June. In addition, the park property to the west contains a drainage field so the amenities containing posts and footings were kept to the east. The feedback was (33 %) in favor of the Concept A design, (17 %) in favor of the Concept B design and (51 %) not indicating a preference but providing suggestions for changes of both location and amenities (see meeting feedback Attachment D). Many of the comments provided did not like the amount of amenities put together on the east parcel. Many suggested that the space was two crowded. Other comments included that they felt one ball diamond was acceptable and more amenities for non organized play were desired such as sand volleyball and pleasure skating. Concept Designs Presented to the PRAB Taking into consideration the feedback received from the neighborhood and the needs of City growth, a revised Concept A and a Concept C, designs attached, were developed and presented to the PRAB on March 28, 2011. The original Concept B was eliminated due to the high cost of lowering the water main that ran through the proposed location of the western ball field. Concept C keeps two ball diamonds based on feedback from the staff and the Park Maintenance department. One diamond does not meet the needs of the city and is not as cost effective for maintenance as two fields together. By keeping two ball diamonds and spreading them out to allow for more recreational space, the soccer /lacrosse field was eliminated. This allows for the park to be programmed and maintained more efficiently and effectively. Concept C includes a sand volleyball court, horseshoes and pleasure skating area that were not included on the initial concepts. Concept A was revised to include amenities requested from the neighborhood feedback. The ball fields were also shifted to allow for more space between the fields and the adjacent property lines. The PRAB received public comments on the park for 2+ hours on the 28 Following the public comments the PRAB began discussing their thoughts and reflections on what they had heard throughout the evening. Due to the length of the meeting and additional items on the agenda the PRAB scheduled a follow -up meeting for April 11, 2011. The PRAB directed staff to bring back two plans for discussion, one including a ball field and soccer field and one similar to Concept C. Staff presented Concept C1 and Concept C2, designs attached, to the PRAB on April 11 Concept C1 included one soccer field and one ball field while Concept C2 showed two ball fields rotated in different orientations to move them further from the park property lines. During the design process many other locations and the usage of current fields were questioned for the location of the 12 -13 year old baseball fields. Attached you will find information in regards to those facilities (Attachment E). Parks and Recreation Advisory Board Recommendation After discussing all the comments and reviewing the pros and cons (Attachment F) to each design, the Advisory Board recommended approving Concept C2 as the Final Schematic Design with two design change recommendation: • Rotate the western ball field 90 degrees to the east so that the backstop is in the northeast corner of the western parcel towards the center of the park and closest to the parking lot. • Move the basketball court within the Hockey rink closest to one end so that it is not directly in the middle of the rink. Park Restroom /Support Building The cost of construction of the restroom /warming facility is not included in the current park budget. Staff has submitted an Outdoor Recreation Grant application for the building. At this time it is anticipated that the City's parks department will construct the building. A preliminary schematic design is Attachment G. The estimated cost for a restroom /warming building is $120,000.00. The shelter will include an enclosed area that will be utilized for programming and serve as the warming house in the winter. Restrooms and an open air area will also be included. it is anticipated that this shelter could be rented out for special events and picnic reservations when not in use by City programs. The Parks Department will also utilize their final plan as a template for the construction of park shelters in parks where a shelter is needed such as Westminster Park and other future parks. Playground Designs City staff will be overseeing the playground design and installation separate from the park construction. The playground currently has a budget of $85,000. The playground will be designed based on the feedback received from the park comments sheets that were available at the neighborhood meeting and on the City website. Project Budget The total CIP budget for this park is $675,000. in order to meet the project budget, we have identified several items in the schematic design that would need to be bid as alternates. If the bids come in under estimates, these items can be added back in. To upgrade to baseball fields the Shakopee Youth Baseball Association's estimated cost with initial estimates is $33,645 per field. Many of the items would be done over time (i.e. batting cages, bull pens, etc.) Restroom /Storage Building (built separately by City) $ 120,000 The schematic pricing provided to the Advisory Board included few amenity cost reductions in order to stay within the CIP Budget. The PRAB discussed the amenities importance and concluded that the amenities to get built in the order of highest importance to lowest importance were; hockey rink, hockey rink paved, east baseball field, parking lot, trails. Please keep in mind that these are construction estimates, Westminster Park was estimated over budget and the construction bids came in to allow for all amenities minus the building to be constructed. It is expected to have similar bidding results as the City currently had when bidding the new fire station in which the bids came in under budget. Timeline The proposed timeline for this park is to have bid documents and final specifications approved by the City Council on May 3 with the bid documents available for advertisement the week of May 9 The authorization to award construction will be brought to the City Council on June 7 with the construction of the park to begin immediately following authorization. Authorization to purchase Playground equipment will be brought back to council in mid May or early June. RELATIONSHIP TO VISION A. REQUESTED ACTION The City Council is asked to review the schematic park design for Greenfield East /Park Meadows Park and provide direction to staff on budget alternatives and make the following motion. 1. If Council concurs, make a motion to approve the Final Schematic Design C2 for the park site in Greenfield East /Park Meadows, with any changes or modification as Council see fit, and authorize the preparation of plans and specifications. 4F , 2011 Field Allocation All 'ball fields' —both city owned and school district owned are used Monday — Thursday from May 9 -July by City programs, youth sports associations and adult sports. Some travel programs do start using fields prior to May 9 for practices. Ball fields are used as needed for practices and games on Friday — Sunday. Currently, baseball needs to use fields on these 'non prime' dates in order for all team (including in- house) to meet twice per week. Tournaments (from youth, adult and outside groups) are scheduled on weekends. Currently the following tournaments are scheduled for 2011: 1. June 3 -5 Lions Softball Tournament; Tahpah Fields 1 -8 2. June 10 -12; Shakopee Youth Baseball Association; Tahpah Fields 1 -8, various school fields and Schleper Stadium 3. June 17 -19; Shakopee Giris Softball Association; Tahpah Fields 1 -8, Muenchow 2 -3, various school fields 4. June 24 -26; Shakopee Youth Baseball Association; Tahpah Fields 1 -8, various school fields and Schleper Stadium 5. July 9: Shakopee Jaycees Tahpah Fields 1 -8 6. July 16 — Berean Baptist Tournament — Fields 1 -8 7. July 22 -23 — Shakopee Youth Baseball In -house End of the Year Tournament: Tahpah Fields 1 -8; Staff meets with youth sports each spring to allocated fields according to their team numbers. City fields are allocated first, followed by school district fields. This ensures that groups are given equal opportunity to play at City fields. For example: Muenchow Field 2 & 3 — softball and baseball are allocated both fields two nights a week. Westminster Fields — softball is allocated one field 4 nights a week, baseball is allocated one field four nights a week. There are only a few sports that have the luxury of having all or the majority of their programs at one location. 1) Adult Softball — 100% of games are at Tahpah Park. if there are nights where the adult leagues do not use all fields, then youth sports have the ability to use them. in 2011, there are a total of 5 fields available for youth baseball /softball to use (four on Tuesdays, one on Thursdays). 2) Youth Soccer — All programs for the association are at the 17 Avenue Sports Complex. This year, due to the need to rest a soccer field due to turf maintenance, one field is being used at the Sr. High School beginning the week of May 23. 3) Youth Football —The majority of their programs for Grs 1 -5 are held at Tahpah. They use every field (with the exception of Schleper Stadium). With the addition of the 7 & 8 program, they use 2 fields at the Middle School and occasionally use a field at either the Jr. High or High School. The last two years have needed to use fields at Sweeney, Pearson and Rec Oak due to growth. Like layout B better than A. Playground should be bigger. • Playground moved closer to Hackberry instead of Thrush. One field is sufficient. • Overall like B better with layout of trails and playground shape. We like the type of amenities provided. • If there is a hockey rink, there needs to be free skate. Why no basketball? • Like B — remove one ball field • Parking should be close to ball and soccer fields • Prefer plan B • Plan B is better, but main concern is close proximity of ice rink to houses • Playground seems small. Baseball seems to dominate the whole park area. In my opinion, this is not useful to the majority of the resident living around the area. • Baseball fields do not belong in residential neighborhoods. No variety of amenities included that will serve the needs of the residents and their children. • Playground should be central to the park • We like Concept A. We believe that if ball fields are to be constructed it makes more sense to have two rather than one. I understand neighbors don't agree, but when it comes to having multiple games, it is better to have them in one central location. Playground should be large. We like the trails and soccer fields. • Concept A has the most promise — it keeps the parking and rink with lights away from anyone's property line. However — strongly object to two ball fields. • One field ok. Two is not. • Prefer layout A. Not a lot of options for a family or just 3 -4 kids. Please put in a sand volleyball court. Understand the convenience of having two ball fields, but having two limits what else can be added in park. • Plan A is best fit. When being a spectator at a baseball game, you want to be sitting in between the field where teams can warm up and watch both games in progress. The walkways best accommodate this layout. Flow is better. Playground could be larger. • Two ball fields are two much. Density is too high as planned now in either configuration. Parking is good in both plans as well as connecting trail orientation. • Layout A is great. Like that there are two baseball fields. Make it easy for parents of those kids to be at multiple games at one time. The community will use the fields more than they realize. Although I would like to see the playground on the southside, I think that it is a better design to have them near the restrooms and sitting area of ball fields. • Layout A is my choice, but has concerns about the layout - lack of spectator viewing space between the fields. The playground placement is too close to the road and away from access to the rest of park amenities • I like the soccer, baseball, skating, hockey, playground and warming house. • Concept A. Playground needs a base structure like Greenfield West. • Concept A preferable. • Like A, but need a big free skate area. • Concept A — keeps all visitors in one central location • Concept A considers homes that border the park • Concept A — especially hockey rink and use of green space for soccer /lacrosse • Make playground as big as possible • Fence around pond. Limit to one field • Prefer Plan A; if two ball fields are built — its better use of space. Should build only one and expand other sections and include other uses. • Concept A — should move playground back to location by Hackberry and Winterberry • Basketball courts. No need for two fields. Like Plan A. • Scrap one field and build a 2 hockey rink • Prefer Option B, but with one field. Should have 2 fully enclosed tennis courts in center of park. However, if we need to have two fields, then prefer Option A but need to incorporate free skate. • We don't like the idea of having a baseball field directly in our backyard and we don't feel that baseball fields belong in the residential park. • This park in no way meets the needs to the neighborhood it is supposed to serve. One of the fields needs to be removed. • Design is fairly poor. Fields eat up valuable space for the children to enjoy. • It seems Shakopee has too many soccer fields. • Have concerns for homeowners who back up to the park. Want to be respectful of them and their property. • Needs to more neighborhood oriented. One ball field is enough • Would like to see Plan C with only one field. Otherwise you are not using the space to its full potential. • Think field should be multi -user rather than baseball. Need tennis and basketball hoops. • Why the focus of the park is baseball and not a community style park? • Park layouts do not support a community environment. Park Meadows alone have an excess of 100 children. Needs to be a substantial increase in the size of the swings and play area. • Playground is way too small. • We were expecting more family and neighborhood orientated activities. Plans do not meet the needs for a balanced park. • Reject the entire premise that this location is a good fit to put baseball fields in. • Demographics of neighborhood and plan to not match up. • Caters to one special interest group. • What happened to having wide open space for flying kites or just plan running around? • Would like to see more play area for kids with swings, slides and skate area. Add tennis courts with lights. • Reject both plans. We do not play baseball and there are more than enough soccer fields by Sun Path. • Park is tailored 90% to City and 10% for actual residents of neighborhood. This area has been of interest of both Youth baseball and Youth Football. Given the fact that is part of a large community park that already contains lighted fields, it is staff's recommendation that the area is better suited for lighted football /lacrosse /soccer fields. There are no funds available at this time to proceed with planning and development. Westminster Park: The two ball fields that are currently in this park are multi - purpose 240' fields with ag lime infields. They are totally enclosed by fencing and used by both baseball and softball. There is not enough space in this park to extend the fences to the 250' -275' distance required for the proposed type of baseball field. It was shortly after this park was designed in 2007 that the need for the Age 12 -13 ball fields were made known to the City. We have been discussing potential sites for these fields since 2007. Shutrop Park: Future Development and need to obtain more land. Estimate cost to develop as City envisioned = $1,250,000.00 Muenchow Fields: (Have attached an aerial of site for reference) There are currently 3 fields adjacent to the Community Center. Field 1— Currently used as a baseball fields for in -house levels and 10 -11 year old teams. Field 2 & 3 — multi- purpose 240' fields with ag lime infields. Field 2 could be extended. Extension of Field 3 would bring the field onto school district land, encroach on the existing Jr. High Baseball Field and batting cage. Directly beyond the outfield of Field 2 & 3 are steep elevation changes that would need to be changed and would potentially require retaining walls and or fill to be brought in to correct. The land that is south of Field 3 is school district property. The use of the space is partially used for the Sr. High Track and Field program. Cons 1. Would need to still construct TWO fields at the Greenfield Park site to replace the two multi - purpose fields that would be converted at Muenchow. These would be requested to be built to the same standard as Muenchow and Westminster so that teams that currently replace the fields being converted. 2. Would need to work with School District on finding alternative sites for the programs that currently use the site. 3. Would require additional grading for the elevation changes at the outfields of Field 2 & 3. These fields would also need to be widened to accommodate base path lengths. 4. Would need to install additional irrigation on both fields. 5. Additional safety fencing along sidelines (as on field 1) and install new backstops. 6. Have discussed this site with Park Maintenance. This is not their recommended site. 7. Recreation programs that currently use this site (daytime youth sports), would need to find alternative site(s). Pros 1. Adjacent to 2 other baseball fields. Use agreement with township, with Annual renewal, no long term guarantee. 2. Term of Agreement. Unless earlier terminated, this Agreement shall be effective upon execution by both parties. This Agreement shall continue in effect for one year from the date of execution. This Agreement shall automatically renew for a one year term on an annual basis upon expiration of the term of the Agreement. Either party may choose to terminate this Agreement at any time by providing a 90 day written notice to the other party. Use of SACS ball fields: Agreement valid through 12/31/11 and will annually renew or terminate with a 90 day written notice. Available to the City after SACS school baseball /softball program is completed, After that time, the City DOES NOT have complete control. City maintains scheduling of fields, and provides dragging of ball fields. SACS maintains all other aspects — mowing, irrigation. Listed below are the terms of the agreement in regards to facility maintenance and operations. B. FACILITY MAINTENANCE AND OPERATIONS 1. That it shall be the responsibility of the CITY to keep and maintain CITY facilities in a good order and repair except as otherwise provided in this agreement. 2. That it shall be the responsibility of the SACEC to keep and maintain SACEC facilities in good order and repair except as otherwise provided in this agreement. 3. SACEC does hereby agree to maintain and cover all costs associated with the provision of facilities located on SACEC property except as otherwise provided in this agreement. Correspondingly, the CITY does hereby agree to maintain and cover the costs associated with the provision of facilities located on City property except as otherwise provided in this agreement. 4. The CITY and SACEC do hereby agree to the following special facility maintenance and operation considerations: CITY RESPONSIBILITIES: a. Annually provide restroom facilities (portable or permanent) at CITY facilities as needed for CITY or SACEC activities. If additional restroom facilities are needed for CITY special events, the CITY shall be responsible for those costs. b. Trim grass edges around SACEC infields as needed based on the CITY's criteria for field maintenance and available CITY staffing resources. f. Additional staffing costs incurred for the maintenance and operation of CITY facilities for SACEC activities shall be the responsibility of the SACEC during times when CITY staff is not already scheduled.
