SUBJECT: Discussion of Street Lighting on CSAH 101, from 1 Avenue to
Fillmore Street and to Mill Pond Bridge

INTRODUCTION:
BACKGROUND:
Staff would like Council direction on which fixture style they would prefer.
This agenda item is to update the Council of lighting design changes and to clarify the extent of
the lighting improvements.
On the October 11, 2010 City Council meeting, the Council voted to proceed with Option 2
lighting design and extend to Huber Park. Option 2 lighting included light emitting diodes
(LED) fixtures and a 27 -foot high decorative pole.
Since this meeting, the County's consultant has prepare detailed drawings and cost estimate for
this lighting. Attached to this memo are the drawings for the lighting, from Fillmore Street to the
Mill pond bridge.
The cost of the system that Mn/DOT will pay to meet their criteria which, is a high pressure
sodium (HPS) and 30 -foot poles is $365,000.00. The lighting system with 27 -feet high
decorative poles and LED fixtures is $480,000.00.
In meeting with Shakopee Public Utilities Commission (SPUC) staff and review of the payback
for LED fixtures versus HPS fixtures, the extra cost cannot be justified at the current estimates.
The City does receive power donations from SPUC on these lights so it is difficult for staff to
recommend paying additional cost with no payback to the City.
In redesigning the system, the lights poles need to be 30 -feet in height for 250 watt HPS and this
cost is estimated at $385,000.00. The light fixture design can be a shoebox design or standard
cobra head designs (drawings attached).
Also, staff would suggest that we bid an alternative design for 27 -feet high poles and LED
fixtures, to determine the actual cost differential and then do a cost analysis with SPUC staff to
see if LED's would be cost effective or not. Staff would like Council concurrence on an
alternative bid for lighting.
In addition, staff has included a lighting design from 1S Avenue to Fillmore Street, which would
be five (5) additional lights and 100% of the City's cost.
Staff believes this is the intent of the October 11, 2010 meeting and does go to the 1 signal and
entrance to Huber Park.
Cost of a new lighting system for (5) LED's is $69,000.00 and for (5) HPS's is $61,000.00.
Staff recommends continuing the lighting system along C.R. 101 to 1 Avenue and it is actually
less expensive than replacing the existing (9) lights with a 17 -foot high pole. The cost of
replacing the existing (9) lights is estimated at $82,000.00.
Staff would like to verify the intent of Council motion on October 11, 2010 and to continue the
lighting pattern on C.R. 101.
ALTERNATIVES:
1. Approve a motion to approve the lighting layout using 30 -foot decorative poles and high
pressure sodium shoebox light fixtures, from Fillmore Street to the Mill Pond bridge.
2. Approve a motion to approve the lighting layout using 30 -foot decorative poles & high
pressure sodium cobra head fixtures, from Fillmore Street to the Mill Pond bridge.
3. Approve the lighting layout on CR. 101, from 1 Avenue to Fillmore Street, using 30-
foot high decorative poles with HPS fixtures similar to C.R. 101 from Fillmore Street to
the Mill pond bridge.
4. Do not approve replacement of lights on C.R. 101, from 1 Avenue to Fillmore Street.
5. Approve a motion to bid 27 -foot high decorative poles and LED fixtures as an alternate
for 1 Avenue to the Mill Pond bridge.
6. Do not approve a motion to bid a LED lighting system alternate.
7. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.'s 1, 3 and 5.
