SUBJECT: Approval of Revised Job Description for Finance Director Position

Introduction
The City Council is asked to approve the attached job description for the position of Finance Director.
Background
At the November 23 Council meeting, Council authorized advertising and beginning the process to select
the City's next Finance Director. At that time, staff stated that an updated job description would be
forthcoming for Council's approval. That job description is attached.
Requested Action
The Council is asked to offer a motion to approve the attached job description for the position of
Finance Director.

Position Description
Job Title: Finance Director
Department: Finance

SUMMARY:
This position is responsible for the effective and efficient management of the City's financial assets and
activities in accordance with state law and industry standards; leading the budget development process;
managing cash, investments and debt; overseeing accounts payable and receivable and coordinating the
organization's insurance coverage.
ESSENTIAL DUTIES AND RESPONSIBILITES include, but are not limited to, the following:
• Plan and coordinate preparation of the City's annual operating budget and long -term capital
improvement plan. Provide analysis of budget alternatives for most effective and efficient
utilization of all resources available to the City.
• Work with elected officials and City Administrator to establish long -range financial goals and
objectives for the City. Monitor and report on progress in achieving goals.
• Develop, recommend, implement and monitor plans, objectives and procedures for conduct of
the City's financial operations to meet all accounting and reporting requirements.
• Direct and supervise financial accounting and reporting activities to ensure timely, accurate and
complete information on City financial conditions and positions.
• Monitor and control cash flow and investments for the City in accordance with established
guidelines to achieve optimum utilization of cash, reduce idle funds and increase return on
investment.
• Develop financial projections and recommend rates for sanitary sewer, storm drainage and
internal service funds.
• Liaison for external audit of municipal finance records.
• Consult with financial consultants and government agencies to determine and recommend
financing methods for operations and projects.
• Work closely with fiscal consultants on the preparation and administration of new bond issues
for City indebtedness, as well as tax increment financing and tax abatement projects.
• Supervise the processing of accounts payable and accounts receivable, reconcile bank and
investment accounts, and insure proper recording of financial items.
• Coordinate and oversee the City's purchasing and expense policies and practices.
• Coordinate jurisdiction's property, liability and worker's compensation insurance coverage.
• Prepare memos, reports, presentations and other documents necessary to accomplish the work
of the Finance Department and support the needs of the City Council and other City
departments.
• Supervise and evaluate personnel within the Finance Department including work plans and
assignments, employment recommendations, performance evaluations and employee relations.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential
duty satisfactorily. The requirements listed below are representative of the knowledge, skills and /or

EDUCATION and EXPERIENCE: Requires a Bachelor's Degree in finance, accounting, business
administration or closely related field, and five years of local government finance /accounting
experience, including 2 years' supervisory experience. Preference given for a Master's Degree
and/or CPFO.
LANGUAGE SKILLS: Ability to read, write and speak in English; ability to read, analyze and
interpret common industry publications, financial reports and legal documents. Ability to
respond to common inquires or complaints from regulatory agencies, elected officials, co-
workers and the public. Ability to effectively organize and present financial and budgetary
information to elected officials, co- workers and members of the public.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts and accurately account
and report transactions. Ability to apply concepts such as fractions, percentages, ratios and
proportions to practical situations.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid
conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.

While performing the duties of this job, the employees is regularly required to use hands to
finger, handle or feel objects such as a personal computer and other common office equipment;
