No. 7067TO: FROM: SUBJECT: DATE: Background City of Shakopee MEMORANDUM Mayor and City Council Mark McNeil, City Administrator Kris Wilson, Assistant City AdministrattN"'' December 1, 2010 Adoption of 2011 Pay Plan for Non -Union Employees and Elected Officials Introduction The City Council is asked to adopt the 2011 pay plan for the City's non -union employees and extend the existing salaries for elected officials. Non -Union Employees The 2011 operating budget includes funding for a one percent (1 %) general wage increase for the 65 employees holding non -union positions listed on the City's full -time pay plan. Additionally, money has been budgeted to continue step increases for eligible employees (those who are not yet at the top step of their pay grade.) Of the 65 non -union employees, 18 are not yet at the top step of their pay grade. A 1% general wage increase for 2011 plus step increases for eligible employees is identical to the terms previously agreed to with the Public Works union as part of their 2010 -11 labor agreement. (Both non -union and Public Works employees had no general wage increase for 2010.) Elected Officials The attached Resolution also extends the existing salary amounts for the positions of Mayor and City Councilor, which remain unchanged since 2006. The Resolution does, however, call for elected official salaries to be paid in 13 equal installments throughout the year instead of the current 12. The City currently processes 3 payrolls — a bi- weekly payroll for all full -time and most part-time employees, a 28 -day payroll for paid -on -call firefighters, and a calendar month payroll for elected officials, Planning Commission members and Fire Department officers. Staff is seeking approval to eliminate the calendar month payroll and instead pay those individuals once every 28 -days along with the City's paid -on -call firefighters. This simplifies the administrative work of processing the various payrolls. Recommendation I recommend approval of the attached Resolution for the following reasons: > While economic conditions continue to be challenging, the 2011 operating budget was balanced in a manner that allows for these increases without any increase in the property tax levy or reduction in service to the public. ➢ It is important to treat the City's non -union employees equitably as compared to the City's unionized groups. The Public Works union is the only bargaining unit that has settled for 2011 and this action conforms to the wage increases provided to that group. > Non -union employees had no general wage increase in 2010 and will be experiencing both an increase in health insurance costs and a state - mandated increase in their pension contributions in 2011. This modest wage increase is a step toward offsetting the impacts of those increases and stabilizing employee take -home pay. > While not the wage freeze being proposed for federal government employees, a 1% increase for City employees is equal to the cost of living increase being extended to PERA recipients (local government retirees throughout the state of Minnesota) in 2011. Relationship to Vision A fair and reasonable compensation system contributes to Goal E: Deliver effective and efficient public services by a staff of well - trained, caring and professional employees. Requested Action If the Council concurs, it should offer Resolution No. 7067, a resolution adopting the 2011 Pay Plan for Certain Non -Union Employees of the City of Shakopee and authorizing 2011 salaries for elected officials, and move its adoption. RESOLUTION No. 7067 A RESOLUTION ADOPTING THE 2011 PAY PLAN FOR CERTAIN NON -UNION EMPLOYEES OF THE CITY OF SHAKOPEE AND AUTHORIZING 2011 SALARIES FOR ELECTED OFFICIALS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after January 1, 2011 payable to the duly appointed non -union employees of the City of Shakopee, in accordance with the attached 2011 Pay Plan, with an effective date of January 1, 2011. BE IT FURTHER RESOLVED, that the salary for the position of Mayor shall be $7,854.00 per year and the salary for the position of City Councilor shall be $6,714.96 per year, payable in 13 equal installments at even intervals throughout the year. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective January 1, 2011.
