INTRODUCTION
CITY OF SHAKOPEE
Memorandum
The City Council is asked to consider adopting the attached
ordinance setting fees for licenses, permits, services, and
documents for 2011.
BACKGROUND
Prior to the end of each year, the City Council adopts a fee
schedule by ordinance for the ensuing year. The fee ordinance
includes the fees for all licenses and permits issued within the
City of Shakopee. Department heads have been asked to re- examine
their fees and make appropriate recommendations for adjustments to
the City Council. A summary of those recommendations follows.
In the proposed ordinance, the stricken language is deleted
and the underlined language is inserted.
Administration /City Clerk - recommends eliminating tattoo
license fees because the city is discontinuing the licensing of
tattoo establishments effective in 2011, page 2.
Building Department - recommends correcting a typo for the
building permit fee for building values $100,001.00 to
$500,000.00, page 4; adding a fee for re- siding permits and
window -door replacements, page 7; increasing some residential
valuation square footage costs (as derived in part from the Labor
and Industry building valuation data from May, 2010), as noted on
page 8. The Metropolitan Sewer Service Availability Charge (SAC),
that is forwarded to the Metropolitan Council, is increased and
more clearly outlined on page 8.
Finance Department - recommends a 3% inflationary increase
for the VIP connection fee for properties benefited by the VIP
interceptor that were both inside and outside the city limits when
it was assessed, page 8. The storm water drainage fee and the
sewer service charges are adjusted per November 9 th Council
action, pages 18 and 19.

Fire Prevention - recommends increasing the fire protection
equipment permits as outlined on page 9; increases to the fire
protection equipment plan review fees as outlined on pages 9 and
10; adding a category for small residential size tanks for
flammable /combustible liquid storage tank permits, increasing re-
inspection fees by $5 to $65, increasing additional plan reviews
by $5 to $65, page 10; and adding a new hourly response rate for
chargebacks based on current township rates as outlined on page
11.
Police Department - no changes recommended.
Public Works - no changes recommended.
Planning Department - recommends adding a notation that the
comprehensive plan and city code can be downloaded from the city
website, increasing the cost for a copy of the city code, and
removing recording fees and instead noting that they are as
established by Scott County, page 13.
Engineering Department - recommends adding language stating
that NPDES compliance inspections will be charged on an hourly
basis, "for grading projects disturbing more than 10 acres ", page
16. Also, flood plain verification is increased from $35 to $40
and a street index map is increased from $7 to $8, page 19.
Park and Recreation Advisory Board - recommends that the fees
be increased as indicated on pages 20 -23. The Park and Recreation
Board is recommending the 5% increase in membership fees for the
Community Center and SandVenture Aquatic Park as suggested from
the financial analysis conducted in 2010. The Board is also
recommending the implementation of a 5% increase in recreation
program fees. Ice Arena fees are recommended to increase
consistent with the market rates.
The Board is recommending that the one -time, non - resident,
$36.00 fee be eliminated and a fee of $10 per class per
participant be implemented. The $10.00 non - resident fee will not
apply to one day programs, special events, youth associations or
adult sport leagues. In 2010 the team registration fee for adult
sports was increased to make up for the non - resident fee that had
been collected in the past. The Board recommends this same
concept for the youth associations as well.
The Board is recommending a slight increase in the rental
rates for Huber Park. As directed by the City Council when the
park opened, each and every rental requires a site host to be
present to insure the rental has everything they need. Many times
staff is required to set up the sound system, tables, chairs, etc.

ALTERNATIVES
After hearing any comments from the public in attendance, Council
should consider:
1. Adopting the fee ordinance as proFsed.
Amending E6 £ee Qrdinance as drafted.
3. Table the fee ordinance for additional information.

AN ORDINANCE SETTING FEES FOR
CITY LICENSES, PERMITS, SERVICES AND DOCUMENTS
WHEREAS, by Ordinance No. 827, the City Council established a fee schedule
effective January 1, 2009; and
WHEREAS, the City Council has determined that adjustments to those fees are
reasonable and appropriate.
NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of
Shakopee, Minnesota, that the Fee Schedule dated January 1, 2011, a copy of which is on
file in the office of the City Clerk, is hereby approved and adopted in its entirety.
BE IT FURTHER ORDAINED, that the Fee Schedule shall become effective on
January 1, 2011, unless indicated otherwise therein and all other ordinances and
resolutions inconsistent herewith shall be repealed effective January 1, 2011.
Adopted in Regular Session of the City Council of the City of Shakopee,
Minnesota, held this 7st day of December, 2010.

tate Surcharge: Building Permits
The Minnesota Statutes § 326B.148 "SURCHARGE" has been changed for one year effective July 1, 2010, until June 30, 2011.
The change only applies to the "Permits based on Fixed Fees, Part 1" and "Permits based on Fixed Fees, Part 2" portions of the
Minnesota Department of Labor and Industry's (DLI) surcharge reporting form.
The minimum surcharge for a "fixed fee" permit is $5, beginning July 1, 2010.

Any escrows received by the City shall be monitored to ensure sufficient escrow funds are held by the City. Whena an escrow account
reaches a balance of 10% of the original escrow amount, the City shall invoice the applicant for the submittal of additional escrow
funds in an amount consistent with the original escrow submittal. This process shall continue until the City has completed all
necessary reviews.
Engineering
A. Private Developments
The development fees for private developments apply in situations where private developers choose to construct the public
improvements, rather than having them constructed by the City. The fees that the City charges in those situations are intended to
reimburse the City for all of the direct and indirect costs incurred by the Public Works Departments to process the development
application, to process and administer the project, to review and approve the plans for the project, and to inspect the construction of
the project. The percentage used for various items are based on the historical costs incurred by the City.
The Developer shall reimburse the City for costs associated with the first bituminous seal coat performed on the bituminous paved
streets within the plat. The costs shall be based on the lastest contract unit prices the City has received plus 3% for next year's
increases and administration costs. The estimated City fee shall be deposited with the City at the time the Developer's Agreement is
signed.
Streets and Utilities
The Development Fees for private developments include a lump sum of 7.5% of the estimated construction costs for the following:
public sanitary sewer, public storm sewer, public street construction, sidewalks, boulevard trees and other appurtenances. Storm
water management reviews will be charged on an hourly basis. The developer shall deposit 2% (minimum of $5,000) to pay for storm
water management reviews.
Watermain
The Development Fees shall also include a lump sum of 4.0% of the estimated construction costs for public water, based on the
following breakdown:

C. Recreation Program Fees
Recreation program participants are charged fees to cover costs associated with the program. These fees are designed to
cover the direct cost of the program, including part-time salaries and supplies as well as a portion of administrative
overhead and direct supervisor costs. A small percentage is then added to the direct program costs to account for non
direct program costs. These fees vary depending on the program type, supplies costs, length of the program, etc. A $5.00
service fee will be charged for changes /class cancellations prior to the registration deadline. No refunds will be given after
the registration deadline.2011 fees will generally show a 5% increase over the 2010 program fees.
D. Sports Association Fees
All City - related sports associations are assessed a fee to fund the administrative support the City provides to association.
This support generally includes promoting the program, processing registrations, scheduling facilities and activities, and
providing assistance in administering the program.
