Acceptance and Allocation of SHIP Active Communities GrantCity of Shakopee MEMORANDUM TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Acceptance and Allocation of SHIP Active Communities Grant DATE: November 23, 2010 Introduction The City Council is asked to accept a $10,000 grant from the Carver - Scott Statewide Health Improvement Program (SHIP), and to allocate the funds for promoting active living in the community. Background In 2008, Minnesota passed a health reform law. An integral part of that was the Statewide Health Improvement Program (SHIP). The intent of the law was to help Minnesotans to lead longer, healthier lives by preventing chronic disease risk factors from tobacco usage and exposure, poor nutrition, and physical inactivity. SHIP means to create sustainable, systematic changes in schools, worksites, communities, and health care organizations, by making it easier for the State's residents to incorporate healthy behaviors into their lifestyles. By participating in the SHIP grant, the City agrees to participate in a survey and environmental assessment conducted by the Wilder Foundation, develop action plans for addressing some or all of issues identified by the survey, and then take steps to implement that action plan. The City has been given approval for two grants. In July, the Council accepted $5000 for a worksite wellness grant, which is being used to fund employee wellness activities. ,57 v �,✓ L w; � �..,.. a ,W � Work related to the second grant, totaling $10,000, is underway to promote physical activity by residents on a City -wide basis. This would be for activities which are not normally provided by the City in its recreation programming. The first component of the grant has been completed — in June, a Walkability Workshop was held, and an action plan was developed and has been approved. Implementation items were such things as identifying walking routes on existing trail or sidewalk networks; trimming branches that overhang onto sidewalks; identifying barriers to walkers and cyclists, and the like. $3000 has already been received as a result. Action plans and policy drafting to improve non - vehicular movement throughout Shakopee will be the next steps. Additional payments will be made to the City upon of the plans to the SHIP program, and their approval. The City has broad discretion to develop and implement its action plan, so we are not committing to each and every recommendation or to any significant financial outlay by the City. Budget Impact There is no budgetary impact to the City. Recommendation Council is asked to authorize acceptance of the $10,000 which will be used offset the costs of implementation. Relationship to Vision This is a housekeeping item (F). Requested Action If the Council concurs, it is asked to approve a motion accepting $10,000 from the Carver Scott Statewide Health Improvement Program for use in promoting active living activities in Shakopee. lN.i,,li; Mark McNeill City Administrator
