Operation NightCap GrantTo: Honorable Mayor, City Council Mark McNeill, City Administrator From: Angela Trutnau, Sergeant Date: November 2, 2010 S ub j ect: Operation NightCap Grant City of Shakopee Memorandum INTRODUCTION The Police Department is seeking approval to participate with the Minnesota State Patrol in Operation NightCap Grant. BACKGROUND The Operation NightCap project is a state funded program administered by the Minnesota State Patrol dedicated to addressing issues of traffic safety through highly publicized overtime enforcement projects. Research has shown the top two safety priorities are the reduction of impaired driving and the increase of safety belt and child safety seat use. The research has shown enforcement efforts do not have a lasting effect on drivers' behavior if the majority of the public is not aware of them. Combining increased enforcement activity with public awareness efforts has been found to result in long - lasting improvement on driver behavior. The events are worked in conjunction with the Minnesota State Patrol. All law enforcement agencies within Scott County are invited to participate in the saturation events. The High Visibility saturations will occur with all participating Scott County Agencies working in a designated area. Shakopee is invited to have one officer participate each night for a six hour enforcement shift. The key objectives of the project are to reduce impaired driving, speeding and traffic accidents while increasing seat belt usage in our community. Some key secondary objectives include reducing alcohol usage by minors and a reduction in traffic related complaints. The project should have a significant impact on the key and secondary objectives, which will mean a safe community for our citizens and visitors. BUDGET IMPACT The overall grant does NOT affect the city's overall budget. It does not require matching on officer's overtime. VISIONING RELATIONSHIP This action supports: Goal B: High quality of life Strategy 2: Enhance physical, mental, spiritual health Strategy 3: Protect the environment Alternatives 1. Enter into a grant agreement for the 2011 state fiscal year. 2. Not enter into a Safe and Sober grant agreement for the 2011 state fiscal year. Recommendation Staff recommends alternative 1. ACTION REOUESTED If Council concurs, they should, by motion authorize the appropriate City staff to enter into the grant agreement with the Minnesota State Patrol for the project entitled Operation NightCap during the period from October 1, 2010 to September 30, 2011 for the amount awarded by the Minnesota State Patrol.
