Consider Traffic Study for Shakopee Avenue and Dakota StreetCITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Traffic Study for Shakopee Avenue and Dakota Street DATE: November 9, 2010 INTRODUCTION: Attached is a traffic study for the intersection of Shakopee Avenue and Dakota Street, as previously directed by the City Council. Staff will present the results of the study and recommendation. BACKGROUND: ;3D1. The intersection of Shakopee Avenue and Dakota Street currently has stop signs on Dakota Street legs. Recently, a sidewalk was installed on the east side of Dakota Street for a pedestrian connection to Pearson Elementary School and 10` Avenue. Also, during school arrival and departure, the school has crossing guards stopping traffic at the intersection to allow children to cross the street. Attached is the traffic and pedestrian volumes for this intersection. The traffic volume is such that there is fairly equal volumes of each leg with Shakopee Avenue being 895 average daily total (ADT) to 779 ADT for Dakota Street. In review of this intersection, the warrants for traffic volume is not met for a four -way stop. During the peak morning and afternoon hours, there is significant pedestrian and vehicle traffic from all four legs. With the crossing guards working during these hours, the intersection does act like a four -way stop. One problem area staff did discover in studying this intersection is the parking along Shakopee Avenue on the south side and close to the intersection of Dakota Street. This parking does cause a sight distance problem for operation of this intersection. Staff is proposing parking restrictions on Shakopee Avenue near Dakota Street to provide adequate sight distance. Staff did meet with the Pearson School principal, Mr. Doug Schlief, and he was in agreement with restricting parking near this intersection. The school will also continue their school crossing guard program which has been very successful. 2007 1 2008 1 2009 0 2010 0 In review of the accident history of this intersection, staff has the following updated accidents: Staff has presented this study to the Traffic Safety Review Committee and they are in agreement with the findings. In summary, the study concludes the following: • Leave the existing two - way stop signs on Dakota Street. • Continue the school crossing guard program. • Approve parking restriction near the Shakopee Avenue and Dakota Street intersection as shown on attached drawing. ALTERNATIVES: Year 1. Approve a motion accepting the study and recommendations for additional parking control on Shakopee Avenue. 2. Approve a motion to install four -way stop conditions for Shakopee Avenue and Dakota Street. 3. Table for additional information. RECOMMENDATION: Alternative No. 1 is recommended by the Traffic Safety Review Committee. ACTION REQUESTED: Approve a motion accepting the study and recommendations for additional parking control on Shakopee Avenue as shown on Figure A. Bruce Loney, P Public Works Director # of Accidents SHAKOPEE AVENUE AND DAKOTA STREET If condition No. 1 and one other condition are met, this intersection would be a candidate for two -way stop sign control. All -Way Stop Sign Control: 1. If the major street traffic volume approaching the intersection for each leg adds up to more than 1,500 vehicles per day and the minor street traffic volume approaches the intersection for each leg adds up to be greater than 750 vehicles per day. (TRAFFIC VOLUMES DO NOT MEET THIS WARRANT) 2. There have been more than two reported crashes, per year in the previous two years or, three reported crashes in the previous year of a type correctable with stop sign installation. (ACCIDENT HISTORY DOES NOT MEET WARRANT) 3. If the pedestrian volumes crossing any approach is more than 15 pedestrians per hour during the peak traffic hours. (WARRANT IS MET) 4. If the safe stopping sight distance on the uncontrolled approach is restricted by less than 100 feet by horizontal and/or vertical roadway alignment or other permanent obstructions. (WARRANT IS MET DUE TO PARKING ALONG SHAKOPEE AVENUE) 5. If the 85 percentile speed in the intersection is greater than 35 mph and the highest reported speed with two or more observations is greater than 45 mph.
