Land Search for Fire StationCity of Shakopee Fire Department Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Rick Coleman, Fire Chief SUBJECT: Land Search for Fire Station 4 DATE: November 9, 2010 INTRODUCTION Staff is seeking Council approval to begin the site acquisition process for land for fire station 4. BACKGROUND The City has been planning for many years to purchase land for fire station 4. With the price of land currently in a down market, staff believes this is a good opportunity to purchase land for this future station. Actual construction, however, is many years off. In previous communications with the Council, this had been identified as Station 5. However, due to recent land purchases by the SMSC, the station location formerly referred to as station 4 (in the vicinity of Marschall Road and CSAH 42) is no longer necessary. l3.13.1, The search parameters for a site for this new station are in an area located near 170 (County Road 14), between Marystown Road and Zumbro Ave. This planned search location was determined using the current Insurance Services Office (ISO) standards. Those call for a first due in engine company within 1.5 miles of any built upon area in the city, and a ladder company within 2.5 miles. Those are in addition to the National Fire Protection Association (NFPA 1710) standards, which state that the fire department's fire suppression resources shall be deployed to provide for the arrival of an engine company within a 4- minute response time, and/or the initial full alarm assignment within an 8- minute response time to 90 percent of the incidents. Scott County has staff which is experienced in the negotiation of land purchases, and has agreed to assist the City in this project. A recommendation would be brought back to City Council as to location and price. BUDGET IMPACT The current CIP has $400,000 allocated for the purchase of the land for fire station 4. VISIONING RELATIONSHIP This action supports Goal B: "Positively manage the challenges and opportunities presented by growth, development and change." ALTERNATIVES 1. Authorize appropriate City staff to begin the land acquisition process for fire station number 4 2. Table for further information from staff 3. Direct staff not to being looking for land for fire station number 4 RECOMMENDATION Staff recommends alternative 1. ACTION REQUESTED If Council concurs, it should, by motion authorize City staff to begin the process to acquire land for fire station number 4.
