Introduction
Council is requested to authorize the purchase of three squad cars. As provided in the 2011
budget.
Background
The 2011 budget includes an appropriation of $123,000.00 for the purchase of three squad
cars. Funding is from the Capital Equipment Internal Service Fund. The vendor cost for
squad cars this year is $24,198.64 each, including extended warranty, an increase of $21.28
over last years purchase. The new cars will replace two models purchased in 2007 and one
purchased in 2008. Staff is requesting to replace one 2008 model for two reasons: 1. Even
out the number of squads purchased and set -up per calendar year. 2. To reduce the number
of new squads purchased in 2012 when the Crown Victoria Interceptor will no longer be
manufactured.
Some of the equipment from the existing squads will transfer into the new units. Two new
radar units, Two camera's, three light bars and three computers with docking stations will
be added along with some miscellaneous lights and wiring for an equipment cost of
approximately $34,500.00 for the three squads. Labor to set up is estimated to be $5,120
each. The City mechanic recommends an extended warranty of 4 Yrs /100,000 miles with a
$50.00 deductible. The warranty is recommended due to axle and transmission problems in the
past. Total cost of squads, equipment and set -up is estimated to be approximately
$122,455.00.
The State of Minnesota contract was awarded as shown below. Options listed are as requested
by the department and are at manufacturer -to- dealer invoice pricing.

Action
Move to authorize the purchase of three full size police squads from Elk River Ford, Inc.
in the amount of $72,595.92 in accordance with the State of Minnesota patrol car contract
#443719. The funds to be expended from the Capital Equipment Internal Service Fund.
