INTRODUCTION:
The Scott CDA has made available funds for economic development projects within the County. City
staff has submitted the attached grant application for consideration of a grant totaling $15,000.00. As is
apparent from the project activities, the application follows very closely the charge to the City's
Economic Development Advisory Committee (EDAC), and the work that is already underway. The
activities include a) identifying specific geographic areas to be focused on and the steps needed to
position them for positive economic development, b) developing a marketing plan(s) for the City and the
identified areas, and c) putting in place specific gap financing tools that can be used in response to
specific development opportunities.
ACTION REQUESTED:
This item is for information only, and no action is required at this time. If the grant request is approved,
the grant agreement will be brought forward for acceptance. /

Technical Assistance Planning Grants
I. Purpose:
The Scott County Community Development Agency (CDA) has authorized up to $150,000 in grant
funds available for fiscal year 2010 through the Technical Assistance Planning (TAP) program.
The purpose of this grant program is to provide funding to enhance economic development activities
with the goal of achieving long range job creation within Scott County. The grant funding is intended
to complement activities associated with the goal of the Scott County Association for Leadership and
Efficiency (SCALE) Unified Economic Development, Land Use and Transportation Plan "to develop
and implement acounty-wide economic development strategy and integrated land-use and
transportation plan that helps achieve the vision of providing enough employment in Scott County by
2030 to support 50 percent of the county's labor force, while respecting the authority of the cities and
townships within to make planning decisions on the local level."
IL Eligible Applicants:
Eligible applicants include the SCALE organization (as a whole) and the seven incorporated cities
within Scott County (Belle Plaine, Elko New Market, Jordan, New Prague, Prior Lake, Savage, and
Shakopee).
III. Grant Limitations:
Thirty percent or a maximum of $45,000 of the grant funds shall be allocated to the SCALE
organization. The remaining 60% shall be divided equally among the 7 incorporated cities within Scott
County, with a maximum award of $15,000 each. No more than one grant may be issued to any
single agency or body.
There are no matching funds required for this grant; however, if the project cost exceeds the grant
amount, the applicant must indicate how the balance will be funded.
IV. Grant Criteria:
Activities funded by this grant must be consistent with the overall goals and objectives of the SCALE
Unified Economic Development, Land Use and Transportation Plan Charter. Projects should promote
and parallel the outcomes of the greater SCALE effort, including:
• Development of acounty-wide Economic Development Strategy and Marketing Program
• Development of acounty-wide Land Use Development Framework to support economic
development and quality of life goals. A key component of the framework will be a clear
description of how each community's land use goals fit into the overall Framework, as well as an
understanding of how each community, and Scott County in its entirety, will benefit from the
Framework.
• The development of land use and transportation model(s) countywide for more robust analysis of
scenarios, understanding of impacts and strategies to address impacts. This analysis will allow
communities and Scott County to make better informed decisions and realize cost savings by
reducing duplication of effort.
• Development of a Transportation System Plan that focuses on the major arterial network and the
importance of the interface between awell-designed local road system and arterial road system.
• Development of a Workforce Development, Higher Education and Training Plan to meet the needs
of businesses and citizens
V. Eligible Activities:
Activities eligible to receive grant funding may include:
• Local marketing programs;
• Completion of land use, transportation and other infrastructure or other economic development
studies consistent with the goals and objectives of the Unified Plan;
• Creation of local business subsidy plans;
• Establish and/or fund economic development incentive programs, such as facade improvements
or revolving loan programs;
• Local business surveys.
• The SCALE project must have aCounty-wide application consistent with the Unified Economic
Development, Land Use and Transportation Plan Charter goals and objectives and the work plan.
VI. Funding Cycle:
Grant funds will be awarded by December 31, 2010. Eligible recipients must complete the approved
project by December 31, 2011.
VII. Application Process:
All grant applications are due by 4:30 PM on October 15, 2010. Applications must be submitted
electronically to:

The application process is intended to be simple. The entire application is limited to five (5) pages in
length, and must include the following:
1. Completed application form (attached)
2. Budget detail (attached)
3. Project narrative (limit to 2 pages), and include:
a. Detailed project description.
b. Why is this project needed?
c. What are the immediate benefits of the project?
d. What are the long-term benefits of the project?
e. How is this project consistent with the Unified Economic Development, Land Use and
Transportation Plan Charter goals and objectives and the work plan?
f. Can this projector its results be shared with or utilized by other Scott County communities?
4. If the project is site specific, a map or site plan may be submitted, but is not required.
VIII. Selection Process:
A selection committee will evaluate applications and award the grants. The winning applications will
excel at the following criteria:
1. The application is complete and includes a budget and a narrative.
2. The budget indicates reasonable expenses and estimated costs.
3. The proposed project meets at least one of the criteria listed in Section IV of this RFP.
4. The applicant demonstrates an ability to share and utilize the outcomes of the project or program
developed with the grant funds with other Scott County communities.
The CDA reserves the right to combine similar projects submitted by different applicants and award
combined grants.
The CDA will issue an award letter to each grantee outlining the amount of the award and the terms of
the grant.
This is a reimbursement grant. Grant recipients must submit paid invoices on a quarterly basis to the
CDA for reimbursement. Oniy the amounts incurred up to the awarded amount will be reimbursed.
IX. Reporting_Reguirements:
Projects supported by this grant must be completed by December 31, 2011. Any changes to the
project after the grant is awarded must be approved. by the CDA prior to implementation.
Upon completion of the project, grantees must submit a 1 to 2-page narrative reporting project results
to the Scott County CDA. Grantees wi11 also be asked to make a brief presentation to the Scott
County CDA Board. The narrative and the presentation must describe how economic development
was or will be improved by the completion of the project, and how these results can be applied in other
Scott County communities.

In 2010, the City of Shakopee reconstituted its Economic Development Advisory Committee (EDAC). The
EDAC is charged with developing a strategic and marketing plan for Shakopee that;
a. Identifies areas of the City where economic development activities should be focused, and
inventory the steps that need to be taken to make these areas ready for additional
development.
b. Identifies and recommends to the EDA and City Council the gap financing tools that the City
should focus on for the future.
c. Specifically focuses on the areas identified in item a. above.
d. Coordinates with other activities, such as SCALE Unified Plan, U.S. 169 Corridor Coalition, etc.
The project consists of completing the three activities outlined above.

Please limit to 2 pages in length and include a detailed project description, an explanation of why this project is
needed, the immediate benefits of the project, the long-term benefits of the project, how this project is
consistent with the Unified Economic Development, Land Use and Transportation Plan Charter goals and
objectives and the work plan, and whether or not this project or its results be shared with or utilized by other
Scott County communities.
WHY THIS PROJECT IS NEEDED
The City of Shakopee has been, and is expected to remain for some time a significant source of
employment and job growth for Scott County. In the economic climate resulting from the recent recession,
it is insufficient to wait for job creation to occur. Moreover, fhe results of fhe Phase I work for the Unified
Plan results demonstrate that there is insufficient Class I commercial and industrial available in the near
term to accommodate economic development and job growth. For the City of Shakopee to be positioned to
play its expected role in economic development and job growth, if will be necessary for the City fo a)
identify the steps needed fo be Taken to make more land in appropriate blocks available for development, 2)
make effective gap financing tools available to promote good projects that serve both the goals of fhe City
and SCALE, and 3) maximize the benefits of infill development in existing commercial and industrial areas
of the City, including the Downtown/First Avenue corridor, Valley Green Business Park, Dean Lakes and
the CR 69/U. S. 169 area.
THE IMMEDIATE BENEFITS OF THE PROJECT
In the short term, the project will result in 1) mapping and data collection that will assist in understanding
and analyzing what is needed to maximize the economic development potential of various areas of the Cify
of Shakopee. It will assist the City Council in making decisions about changes in land use, zoning,
infrastructure investments and other things that can serve as a framework for both short- and long-term
decisions. It will also put in place gap financing tools that will position the City to respond to potential
business/job development proposals.
THE LONG-TERM BENEFITS OF THE PROJECT
In the long-term, The project will better position the City of Shakopee fo enhance the attractiveness of its
Downtown and other commercial areas, both existing and planned; prepare the City to have sufficient
supplies of land for industrial development in high visibility areas like U.S. 169 that will be key in the short
and medium Perm to meeting the SCALE goals related to job growth by 2030; and make sure that the Cify
has the "right" assistance fools in hand fo facilitate positive business and employment establishment,
expansion and attraction. Further, if will develop further competency on the part of the City's EDAC in
responding to changes in the economic development climate, responding fo possible development
prospects, and dealing with the complex relationship between land use, transportation and economic
development, both within The City and Scott County generally.

HOW THE PROJECT IS CONSISTENT WITH THE UNIFIED ECONOMIC DEVELOPMENT, LAND USE
AND TRANSPORTATION PLAN CHARTER GOALS, OBJECTIVES, AND WORK PLAN
The proposed project is consistent with the goal of the UNIFIED ECONOMIC DEVELOPMENT, LAND
USE, AND TRANSPORTATION PLAN in that it will help the City of Shakopee to play its role within the
Unified plan, i.e. it will reflect an integrated approach to attracting and providing employment in areas
that are consistent with an integrated approach to land-use, Transportation and other infrastructure
investments.
The project meets the objectives of the Unified Plan as well in that;
1. In carrying out these activities, the EDAC of the City of Shakopee is charged with making sure that
its efforts coordinate with other plans and studies underway, including among others the Unified
Plan, the 69/169 interchange study, efforts of the U.S. 169 Corridor Coalition and others;
2. It results in a framework for making sound infrastructure and marketing decisions that will optimize
the potential for positive economic development and job growth
3. The project utilizes the City's EDAC, which has intentionally been constituted to be a collaborative
process that includes stakeholders including residents and private sector representatives from the
business and banking industries, and public utility.
THE PROJECT AND ITS RESULTS CAN AND WILL BE SHARED WITH OTHER SCOTT COUNTY
COMMUNITIES.
The mapping, analysis and marketing plan(s) developed Activities 1 and 3 will be made available to other
Scott County communities and may be helpful by serving as templates for their own activities related to
these items.
Any new approaches fo gap financing will also be shared with other Scott County communities and will be
available for their use as templates for their own use.
