INTRODUCTION:
The Police Department is requesting Council approval to hire Thomas Sheveland as a full-time,
probationary Community Service Officer (CSO).
BACKGROUND:
The Police Department's 2010 operating budget includes funding for 3 full-time, year-round
Community Service Officers. With the resignation of Travis Brown and the recent conclusion of
Joe Theis's seasonal employment, the Department currently has just one full-time CSO
remaining.
The Police Civil Service Commission conducted the necessary testing that created the
Community Service Officer eligible register dated May 25, 2010. The following names are the
top three candidates listed, in alphabetical order, currently on the eligible register established by
the Police Civil Service Commission:
Peter Eshenaur
Justin Gunderson
Thomas Sheveland
RECOMMENDATION:
Staff recommends that Thomas Sheveland be hired at Step E of Grade Level 2 of the City's 2010
Non-Union Pay Plan ($15.98 per hour).
RELATIONSHIP TO GOALS:
This item relates to Goal E: Deliver effective and efficient public services by a staff of well-
trained, caring and professional employees.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of Thomas Sheveland as a
probationary Community Service Officer at Step E of Grade Leve12 of the City's 2010 Non-
union Pay Plan, subject to the satisfactory completion ofpre-employment medical and
psychological examinations.
