SUBJECT: Parking Restrictions -Central School

The City Council is asked to authorize short term on-street parking restrictions on the 6th
Avenue side of the Central School building.
BACKGROUND:
Recently, the City was contact by Community Education Director Bob Greeley regarding
a need for short term parking at the southeast corner of the'Central School building.
Last year the Head Start Program lost its bus funding, and so now parents have to
physically drop off and. retrieve their children at the beginning and the end of the school
day. There are many other programs that the School District offers that are housed in the
Central building, all of which have lead to parking congestion, especially during the
morning hours.
The .School District has requested that short term parking restrictions, similar to a loading
zone, be designated for some of the 15 diagonal spaces on 6th Avenue. It has asked that
five spaces be designated as 10-minute parking on school days, from 7:30 a.m. to 4:00
p.m.
This has been discussed with the School Superintendent, the Police Department, and the
Public Works Department. It is agreed that signage outlining those restrictions would
facilitate safe drop offs and pick-ups, and will relieve other unsafe traffic congestion at
that location.
Obviously, at other times and on non-school days, the restrictions would not apply.
RECOMMENDATION:
I recommend that staff be directed to designate 10-minute parking restrictions durin~
school hours in the five eastern-most diagonal parking spaces on the north side of 6
Avenue, adjacent to Central School.
RELATIONSHIP TO VISIONING:
This supports Goal A "Keep Shakopee a safe and healthy community where residents can
pursue active and quality lifestyles", and Goal D "Maintain, improve and create strong
partnerships with other public and private sector entities."
ACTION REQUIRED:
If the Council concurs, it should, by motion, direct that staff designate the five eastern-
most diagonal parking spaces in the 100 block of East 6~' Avenue (north side, adjacent to
Central School) as 10-minute parking from 7:30 a.m. to 4:00 p.m. on school days.
