CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Traffic Safety Review Committee's Recommendations on Existing 4-Way Stop Intersections DATE: September 21, 2010 INTRODUCTION: The Traffic Safety Review Committee (TRSC) has reviewed eleven existing 4-way stop intersections, previously discussed, and has made recommendations on these intersections for Council consideration. BACKGROUND: Attached are the recommendations from the TRSC on existing intersections that have 4-way stop conditions. This study was requested by Council for possible removal of stop signs due to changes in the City over the years. Eleven intersections were identified for consideration for possible stop sign removal and attached also are the traffic volume numbers for each intersection. Staff would like to present the recommendations and rationale and obtain Council direction on the recommendations. On the eleven intersection studies, staff has the following comments: 1. 4-way stops were installed on 2nd Avenue and Sommerville Street and 2nd Avenue and Spencer Street as a safety measure until railroad warning signals could be installed. Spencer Street is a City collector from 1St Avenue to 10th Avenue and then becomes C.R. 79. 2. Sommerville Street and 5th Avenue recommendation is based on St. Mary's school being gone. 3. Spencer Street and 6th Avenue is not warranted, per traffic volumes, and Spencer Street is a City collector. The amount of vehicles and pedestrians using 6th Avenue from previous years is much lower due to changes in the school system. 4. Apgar Street and 10th Avenue recommendation is based on the high number of 10th Avenue vehicles having to stop and this intersection does not warrant a 4-way stop, as Apgar Street is no longer a County road or City collector. Fuller Street is the City collector and a 4-way stop condition exists there. 5. 11th Avenue and Merrifield Street does not warrant a 4-way or 2-way stop and it is recommended to remove a114-way stop signs. 6. 12th Avenue and Harrison Street does not meet a 4-way stop criteria. Staff will make a presentation on the recommendations at the Council meeting. Staff is asking for Council approval of any traffic control signage changes, as per City Code, and direction on how to proceed with any public input and the timing of changes, if any approved by Council. ALTERNATIVES: 1. Approve a motion directing staff to make the traffic control signage changes, as recommended by the TSRC (Attachment A). 2. Approve a motion directing staff to make the traffic control signage changes, as recommended by TSRC and as modified by City Council. 3. Do not make any changes at this time. 4. Provide staff direction as to obtaining public input and timing of changes in signage. 5. Table for additional information. RECOMMENDATION: Staff has reviewed the intersections, as part of the September 2, 2010 TSRC, and recommends Alternative No. 1 and No. 4 for Council direction on public input and timing of changes. ACTION REQUESTED: 1. Approve a motion directing staff to make the traffic control signage changes, as recommended by the Traffic Safety Review Committee (Attachment A). 2. Not warranted and recommended in 1997 Study -Recommendation is to remove stop signs on Spencer Street. Sight distance is poor in the northwest quadrant. Not warranted -Recommendation is to remove stop signs on 10th Avenue. Vehicles rolling through stop signs, need further study. Definite school route. Recommend further study once Dakota Street is reconstructed and to meet with school officials. Not warranted -Remove stop signs on Merrifield Street and 11th Avenue. Not warranted -Remove stop signs on 12th Avenue.
