Approval of Dakota St. Sidewalk 4th-10th for City Maintenances ~. z CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Approval of Dakota Street Sidewalk, from 4th Avenue to 10th Avenue for City Maintenance DATE: September 7, 2010 INTRODUCTION: corss~Nr This agenda item is to approve or not the newly constructed Dakota Street sidewalk, from 4th Avenue to 10~' Avenue for City maintenance, mainly snow removal and repairs of sidewalk. BACKGROUND: At the February 16, 2010 public hearing for the 2010 Street Reconstruction Project, Project No. 2010-1 -one of the items for City Council action was to provide direction on whether to maintain the new sidewalk, along Dakota Street, from 4th Avenue to 10~' Avenue. Staff had included this sidewalk for construction after a sidewalk study with the School District on important sidewalk school routes that were not completed in the City of Shakopee. Sidewalk has been constructed and official approval of City maintenance or not needs to be done by the City Council. In December of 1994, City Council directed the Public Works Department to begin snow removal of sidewalks along collector and arterial streets. Since .that time the City has added several miles of collector streets with its development in the 1990's and early 2000's. In this particular sidewalk extension, which was done to complete a school route to Pearson Elementary, some segments of the sidewalk had to be constructed adjacent to curb & gutter, thus making snow removal very difficult for residents. Staff is recommending that this school route be maintained by the City for snow removal. The action being requested is for City Council to approve a motion directing that snow removal be done by the City for Dakota Street sidewalk, from 4~' Avenue to 10th Avenue. ALTERNATIVES: 1. Approve a motion directing staff to maintain the Dakota Street sidewalk on the east side, from 4th Avenue to 10th Avenue for snow removal. 2. Do not approve a motion directing staff to maintain the Dakota Street sidewalk on the east side, from 4th Avenue to 10th Avenue for snow removal. 3. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No. 1, since the sidewalk serves as a major route and was promoted by the school and the City and also the difficulty of snow removal along some stretches of sidewalk, from 4~' Avenue to 10~' Avenue. ACTION REQUESTED: Approve a motion directing staff to maintain the Dakota Street sidewalk on the east side, from 4th Avenue to 10~` Avenue for snow removal. ruce Loney, P. . Sweeney/Brekke moved to provide continuing authorization to proper city officials to execute a contract with Unitog for the provision of uniforms far public caorks employees as long as pricing is reasonable. (Motion carried under consent business.) Sweeney f Brekke moved to direct the City Attorney to amend City Code Sec. 2.05, Subd. 5, to allow the City Administrator to enter into contracts far previously budgeted services :,hen the annual amount of ti?e contract does not exceed $5,000.00. (Motion carried tinder consent business.} Discussion ensued on whether ar not the contract for refuse collection should be re--bid at this time and whether or not refuse collection should be extended to the rural areas. Beard/Sweeney moved to authorize the appropriate City officials to buy back unused holiday hours from the individuals listed up to the amount indicated in the memo from the Chief of Police dated 32°3- 94. (CC DOC ,234} Motion carried unanimously. S;aeen~y/Brekke moved to direct staff to change the policy by reducing from 40 to 20 the number of hours of unused holiday time off earned that the City will buy back from police officers for the next contract period. Motion defeated with Cncl. Sa~Teeney and Mayor Laurent for and Cncl.Beard, Lynch and Brekke opposed to the motlQn. BeardiLynch moved to authorize the appropriate City officials to execute a consultant contract with vchoell & Madsan, Inc.. for design fees not--to-exceed $3,230.00 {St. Francis Trunk watermain, 2995-2) Motion carried unanimously. SweeneyJBeard moved to table the CR-38 Cooperative Agreement with Scott County and other actions relating to the County Road I8 Protect. I~~otion carried unanimously.
