SUBJECT: Proposed New Fire Station

Introduction
The City has completed a feasibility study for closing the fire station that is currently located at
2"d Ave. and Scott St. in downtown Shakopee and replacing it with a new{y constructed station
in the southeast corner of Lion's Park near the intersection of Vierling Dr. and Adams St. The
following is a brief overview of the project for your information.
Background
The Shakopee Fire Department currently operates out of two fire stations -the headquarters
station at 2700 Vierling Dr. (just north of Hwy 169., between Eagle Creek Dr. and Marschall Rd.)
which was built in 1998 and the downtown station at 334 2"d Ave. W. which was built in 1956.
A replacement for the downtown station is needed for several reasons, including:
1. As the City has grown, the existing building is no longer centrally located. The
response time out of this station serves the Minnesota River and wetlands north of
the river very we{I, while leaving the new high school and the new Jackson
Elementary, as well as their surrounding residential neighborhoods, outside of the
desired response time for the Fire Department.
2. The existing station has exceeded its useful life and is approaching the need for
another round of HVAC investments in 2012. It also suffers from a lack of space
around the building, which requires blocking the street to back-in fire trucks,
stretching out hose on the sidewalks, etc.
For many years the City has designated land in the southeast corner of Lion's Park for a future
fire station. Earlier this summer the City Council authorized a feasibility study to develop a
preliminary design and cost estimate for constructing a station at this site. The Council received
the results of that feasibility study on July 20 and authorized proceeding with final design,
surveying and soil borings, and preparation of bid documents. The City is working with Oertel
Architects, who designed the City's new public works building and the support building at
SandVenture Aquatic Park, to design the new station.

The proposed new station will have 5 bays that are 20' x 50' each. These are basically single-
depth bays, rather than the double-depth bays at the current station on Vierling Dr. It will also
include amedium-sized conference room, small office area, locker rooms, dispatch area,
dayroom and future sleeping area that can be used as a fitness room in the meantime. The
proposed design also includes space for a small office and indoor parking to be rented to Allina
for their ambulance crew.
The total square footage of the proposed design is 12,300; with 5,100 being office and support
areas and the remaining 7,200 devoted to the bays, shop and hose tower. In comparison, the
current Vierling Drive station is 24,392 square feet. The Vierling Drive station will continue to
serve as the Department's headquarters, housing administrative and training activities and
records.
Cost Estimate
The cost estimate for this project totals $2,982,000 -- $2,507,000 for construction of the actual
building plus $475,000 in related project costs (architectural and engineering fees, furnishing,
telecommunications, etc.). The City Council is considering the .use of fund balances to pay for
the project in order to avoid issuing bonds and levying property taxes to pay for the station.
As this will be a replacement station, all existing equipment, apparatus and personnel from the
current downtown station would be relocated to the new site, eliminating the need to purchase
these items or hire additional staff as part of the project.
Timeline
The proposed timeline for the project is as follows:

Council Approval to Seek Bids December 2010
Bid Project January 2011
Award Project February 2011
Groundbreaking Spring Thaw - 2011
Occupancy Late 2011
This timeline is structured to take advantage of the current bidding climate and obtain the best
possible bids for construction.
Township Impact
Relocation of the fire station to the proposed site will result in better response times to the fire
service district as a whole -including both Jackson and Louisville Townships. From a monetary
standpoint, the new station is expected to increase the Fire Department's operating budget by
approximately $50,000 (or 2.5%) beginning in 2012 to accommodate building rent
(depreciation) on the station. This will have a modest impact on the cost to the townships
under our cost sharing arrangements.

Long-Term Plans
The City is also making long-terms plans for meeting the needs of the growing fire service
district. A parcel of land in eastern Shakopee (the "Southbridge" area) has been acquired for a
future 3rd fire station. The City plans to use the same design being developed at this time for
construction of that station in the 2014 timeframe. Additionally, the City is beginning to
explore possible land purchases in the far southern portion of the fire service area to hold for
the site of a 4th fire station projected to be needed at some point in the future.
Summary
Additional work remains to be done on the proposed station for the Lion's Park site and the City
Council will have two more significant decision points - whether to authorize seeking bids and
then awarding the project. Questions and comments from township representatives are
welcome and appreciated.
