C~~`~zPJT Attached is Resolution No. 7029, which orders a preliminary engineering report to be prepared for the following streets: Jefferson Street, Madison Street, Monroe Street, Jackson Street and VanBuren Street, from 6th Avenue to 10th Avenue; Tyler Street, from 10th Avenue to 11 ~' Avenue; 6th Avenue, from Webster Street to 10th Avenue; and 10th Avenue, from 6th Avenue to C.R. 69 Also, attached is a proposal from WSB & Associates, Inc. to perform surveying services and design services for a portion of the project and a proposal from ITCO Allied Engineering Company to perform soil borings. 100% of the design services provided by WSB & Associates, Inc. will be paid with State Turnback Funds. BACKGROUND: Staff has completed the review of the proposed 2011-2015 Capital Improvement Program which includes street preservation projects on the streets listed above. A portion of the project is Old Trunk Highway 300 which is eligible for State Turnback Funds. 2011 is the last year the City can collect the funds so the project must be constructed in 2011. Due to the size of the project and the State Aid review process, staff is requesting an early start on the project and requesting the use of a consultant for some of the work. Attached is a map showing the proposed study area for the 2011 Street Reconstruction Project. In the preliminary engineering report, staff will investigate street reconstruction along with utility replacement. In order to reconstruct these streets during the summer months of the 2011 construction season, soil borings, a topographical survey and the preliminary engineering report should be authorized at this time. It is staff's intent to prepare the preliminary engineering report in accordance with the current assessment policy of assessing 30% of the street improvements to the benefitting properties, including the improvements eligible for turnback funding. If Council does not wish for staff to proceed in this manner, please let us know and we will provide you alternatives prior to preparing the preliminary engineering report. ALTERNATIVES: 1. Adopt Resolution No. 7029. 2. Deny Resolution No. 7029. 3. Authorize the appropriate City officials to execute an agreement with ITCO Allied Engineering Company to perform soil borings. 4. Authorize the appropriate City officials to execute an agreement with WSB & Associates, Inc. to perform engineering services. 5. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1, No. 3 and No. 4, so that the proposed street reconstruction project preliminary engineering report can be initiated for possible construction. (WSB) is pleased to submit the following proposal for the final design and survey services for the reconstruction of 6~' and 10'~ Avenues (Old TH 300) in the City of Shakopee. The project will be utilizing Mn/DOT turnback funds and will be administered through Mn/DOT State Aid office. This will require the project to be designed to State Aid standards with reviews and approvals for funding. The project involves reconstructing approximately one mile of pld TH 300 along with coordinating the plan development with the City's adjoining street reconstruction work, thereby, tying these projects together into one bid package. Please see the attached figure for a Layout of the project area. As you have requested, we have developed the attached Exhibit A -Scope of Services for the fmal design and topographic (topo) surveying for the reconstruction of 6~' and 10~' Avenues (Old TH 300), as well as providing field surveying and base map preparation of the side street reconstruction which the City will be designing. The proposed Scope of Services includes the construction survey staking for both the City and State turnback roadways. The proposed Scope of Services also includes the review and coordination with Scott County for the improvements to the intersection with CR 69 and 10~' Avenue. Payment for services would be completed by the schedule as outlined in the attached Exhibit B and according to our agreement for professional services with the City of Shakopee and Section I-C-2 (major projects). Exhibit B outlines the fee schedule for the final design which is a cost not to exceed $123,642 which includes the design topo survey and basemap for the City Street reconstruction project. The construction survey staking service is estimated to be $57,700, which is an estimate due to the variability of construction schedules and contractor selection. We have also included two (2) additional optional service design tasks that may arise during the design phase which would only be used if authorized by the City. Please see Exhibit A, Optional Additional Services Task, for more information on these tasks and Exhibit B for these fees. EXHIBIT A -SCOPE OF WORK RECONSTR UCTION OF OLD TR UNK HIGHWAY (TH) 300 & SURVEYSERVICESFOR CITY OFSHAKOPEE'S2011 RECONSTRUCTIONPROJECT PROJECT UNDERSTANDING WSB & Associates, Inc. (WSB) proposes to provide professional design and survey services for the above- listedproject that will involve the following work: ^ Reconstruction of Old TH 300 (6th Avenue from Webster Street to 10th Avenue and 10th Avenue from 6th Avenue to County Road (CR} 69) ^ Project is turnback project from the State. ^ Turnback funds are available for design and construction ^ Old TH 300 will be designed to State Aid Standards. ^ Majority of sanitary sewer and water main will be replaced. ^ Existing storm sewer will remain inplace as much as possible. ^ Storm structures will be added due to spread and run-by criteria and grade changes. ^ Curb and gutter will be added. ^ 5-foot concrete walk wiil be added to souih side of the roadway. ^ City will complete several streets adj acent to Old TH 300 as part of their 2011 Reconstruction Project and as identified in the City RFP as "Area B". ^ Plans between these projects will be coordinated and bid together. ^ Improvements will be assessed per City policy. ^ Coordination with the County will be required for the possible realignment of intersection at CR 69. Work Completed by the City: WSB understands the City will complete the following work: ^ Design of all improvements identified in the RFP as "Area B" as part of the City's 2011 Reconstruction Project ^ City will provide WSB all existing record drawings of the project. ^ Obtain a Geotechnical Consultant ^ Prepare the bid proposal and project specifications (WSB will assist in this task as described in Task 8 below.) ^ Determine the condition of the existing utilities for both projects ^ Complete the record drawings for the "Area B" improvements (WSB will complete the field survey work.) ^ Obtain all permits (WSB will coordinate with the City on these, but the permit applications and fees will be done by the City.) ^ Traffic counts to be provided by the City of Shakopee and are not included in our scope. ^ No right of way or easements are anticipated, but if the City determines these to be necessary, WSB can complete the work for the fee listed under "Optional Additional Services" in Exhibit B and as described in Optional Additional Services Task below. ^ WSB is not required to attend public meetings. ^ City will handle all aspects of the bidding process including the bid opening and tabulation of bids (WSB will assist in answering bidders questions and issuing any addenda for the TH 300 project.). Scope of Work Page 1 P:\LETTERPROPOSALS\Shakopee\67th and 10th Ave\Scope o£ Work.doc SCOPE OF SERVICES The tasks to be completed are shown below: Task 1-Project Management This task will consist of management and administration of the project team, as well as project coordination and communication with Scott County, Mn/DOT, Shakopee Public Utilities (SPUC), and the City of Shakopee on the project. WSB will coordinate akick-off meeting with Scott County, Mn/DOT, and the City of Shakopee to discuss and review the project. The meeting will serve to review the project's elements and identify any outstanding issues that may be remaining that will be incorporated into the final design of the project. WSB will form a Project Management Team (PMT) as needed to discuss project issues with representatives from Scott County, SPUC, the City of Shakopee, and Mn/DOT (if necessary). Task ~ -Base Mapping, Data Collection Record drawings will be obtained from both the City and the County of the existing facilities and right of way limits. WSB will investigate the existing private utilities and will coordinate with their owners to identify the type and location of these utilities. WSB will provide topographic surveys for the TH 300 area and "Area B" that will include all information as outlined under section C. Survey Services item A. in the City's RFP. WSB will reduce the topographic information as outlined under section C. Survey Services item B. in the City's RFP and will also provide base mapping showing the existing property lines ar~d right of way. We will send this information to the City in the cad format as requested by November 12, 2010. Task 3 - CR 69 Intersection Realignment If approved by the City, WSB will use the geometric layout prepared by Scott County for the CR 69 and 10th Avenue intersection realignment. WSB will also analyze this layout and make recommendations to the City for any changes that may improve the design. WSB has included time our services fee for this work. WSB can assist the City in any property acquisitions that may be necessary for this work and this would be done so as part of additional work as described under "Optional Additional Services" in Exhibit B and as described below under the Optional Additional Services Task. Task 4 -Utility Coordination and Meetings WSB will coordinate with private and public utility owners in the corridor to identify affected utilities and coordinate relocation plans. WSB will make a Gopher State One-Call for a utility locate. Information on existing utilities will be placed on the plans and a copy will be provided to each utility to have them verify or correct the information. Up to two meetings will be held as necessary with the utility companies to coordinate design and project construction. Meeting minutes will be provided for all utility meetings by WSB within two weeks. Task 6 -Final Design and Plan Preparation WSB will prepare a set of detailed construction plans for the grading, surface drainage, and paving in accordance with Mn/DOT State Aid, County (at the intersection of CR 69), SPUC, and City of Shakopee standards. We will coordinate our work closely with the City during the entire design process to ensure that the City's expectations are satisfied. Design meetings will be held, as appropriate, to discuss design elements and comments during the design process. A final set of plans will be submitted to the City for their review and approval. Task 7 -Plan Review and Approval WSB will submit the fmal plans, specifications, engineer's cost opinion, and other required design data to Mn/DOT State Aid, Scott County, SPUC, and the City for review and approval. WSB will make appropriate changes based on any review comments. Task 8 - Specifications It was identified that the City will be preparing the specification for this project. Since this is a turnback project and certain specifications may apply to Old TH 300 we have included time to prepare specifications for this work. These will be provided to the City in electronic format for inclusion in the overall project specifications. Special provisions will be written for unique items not covered adequately in the "Mn/DOT Standard Specification for Construction" 2005 Edition. Each provision will contain a description, materials, construction requirements, method of measurement, and basis of payment for each item. Deletions from and additions to standard specifications will be written and included as necessary. WSB has also included time under this task to prepare the TH 300 plans and Division S specifications that will include, but are not be limited to, special provision bidding instructions and appropriate Mn/DOT attachments. WSB will provide the City with reduced size (11" x 17") reproducible plan sets, along with the bid proposal quantities for the Old TH 300 work. The City will be responsible for all activities related to contract bidding and award. It is understood the City will perform the bid opening and prepare the tabulation of the bids. Time has been included to assist in answering bidder's questions and issuing any addenda for the Old TH 300 project. Task 9 -Engineer's Cost Opinion Prepare a both a preliminary and final construction cost opinion based on quantities generated as part of the preparation of the preliminary design and final construction plans. Costs will be split by funding source (including pro rata of lump sum items or other percentage splits). WSB will identify pay items per the City policies and procedures. Optional Additional Services WSB may provide the following additional services, if requested by the City or as required by Mn/DOT, which are not part of the general design services, but may be required to complete the final design construct the project. 1. Mn/DOT Design Variance Preparation Upon conversations with Mn/DOT a design speed exception is anticipated to be required on Old TH 300 at the intersections of 6th Avenue /10th Avenue and 10th Avenue and CR 69 due to the existing sharp curves that don not meet the State Aid. Design speed radii. However a variance maybe required which involves much more work such as layouts, costs estimates, and possible alternate alignment options. Since its unknown at this time whether an exception or variance will be required Scope of Work Page 3 P:\I,ETTERPROPOSALS~.Shakopee\67th and 10th Ave\Scope of Work.doc and Mn/DOT stated they will have to review these to make a determination, we have include this variance work as an Optional Service Task for the fee described under "Optional Additional Services" in Exhibit B. It should also be noted that the Mn/DOT variance committee only meets on a quarterly basis and this must be accounted for in the project schedule if a variance will be required. 2. Right of Way Acquisition Services WSB proposes to utilize Ms. Sonya Henning, PE, to acquire the required new right of way and temporary easements for this project that are estimated at one parcel. Ms. Henning has extensive experience acquiring property for projects of this size and type of funding. Her licensures in civil engineering and real estate offer the County and the landowners a knowledgeable and credible right of way acquisition agent who can explain design and construction needs as well as the acquisition process. These skills and experience aid in creating a trusting relationship with the landowners and an effective voice for the County. We offer comprehensive acquisition services available in a project-wide, "turn-key" format or on a task-by-task, parcel-by-parcel basis. We are flexible and willing to assist in the manner that best serves the needs of The City of Shakopee. ^ Title Research: Title research and a certificate will be completed for each parcel to document the party or parties who have an interest in the property. ^ Notification, Field Title Investigation, and Report: This task includes one on-site visit with each parcel, documented notification, field title report, parcel review, and initialization. This task also includes coordination with surveys, the appraiser, and the review appraiser. ^ Appraisal and Appraisal Reviews: Valuations will be completed for each parcel. The corriplexity of the appraisal will be appropriate for the size and impact of the acquisition. When needed, appraisal reviews will be completed. All appraisals will be conducted by Minnesota licensed appraisers following the Uniform Standards of Professional Appraisal Practice. ^ Offer to Purchase: This task includes one meeting with the County to obtain approval of the appraisals, one on-site meeting with each parcel, and the formal offer package including all documents. This task also includes coordination with the County Attorney as needed. ^ Negotiation and Settlement: This task includes coordination with the County, one on-site meeting with each parcel, and negotiation, document revisions and settlement writing, if needed. Additional visits on twenty parcels for final presentation and signature are estimated. This task also includes finalized parcel files and eight hours of coordination with the County Attorney to follow up and prepare files for eminent domain. A "Project Easement Details Field Book" will also be compiled for the contractor and inspector's use during construction. This book shows all easements, lists landowners, contact information, and specific information regarding landowner concerns and parcel details such as invisible fencing, trees, and access, etc. This book has proven to be a valuable resource during construction and ensuring that agreements and understandings with landowners are clearly and accurately conveyed to construction. Mortgage releases would be an additional expense not included in this estimate. Estimated Hours The attached table (Exhibit B) on the following page shows the estimated hours for each task by general employee classification and their associated hourly rates utilized to estimate the proposed Scope of Work. Tkte site consists of existing zaadways that are proposed to be reconstrucfied. ITCQ Allied ~nginecrit~.g proposes to put down thirteen borings on the site at locations as shown on the site plan. With this pro}~osal we assume that the project site is accessible for struck mounted drilling rig. If we find that tl~e site is ilzaccessible to our drilling rig, we will contact you to discuss other field exploration options. Flaggit~Q or othertraffie control is not included in this proposal. If this is necessary it would be done at additional cost. The borings will be Standard 1'e~~etrationTest (SPT) borings with samples taken every 2.5 feet. SPT borings are recomn?et1ded bacause they provide a more accurate soil profile than other types ofbarittgs. We have also inc)t-dcd costs fot• conducting 13 gradation tests aztd 13 P.X. tests in order to determine the AASI-I7'O soil clttcses ~tnd estit1~tite tlae R.-values. Ifpavezitent subgrade soils consist of sandy soils the P.1. tests would not be iZLCCSStuy. The results of our field exploration program, along with the baring logs and a boring location diagram would be presented iA~ a final engineering report.
