Ls I / CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Approval of C.R. 17 & C.R. 42 Interchange Layout DATE: July 20, 2010 INTRODUCTION: Attached is Resolution No. 7024, a resolution approving the C.R. 17 & C.R. 42 Interchange Layout, as requested by Scott County. BACKGROUND: C.R. 17 & C.R. 42 Interchange Project has been under design for the past year. The design is at a point where the layout has been finalized and the County policy is to request layout approval from the City prior to acquiring right -of -way. City staff has been involved in the project management team meetings with Bruce Loney and Michael Leek attending the meetings. Attached to this memo is the geometric layout for the interchange and the extent of County road reconstruction to match into existing C.R. 17 & C.R. 42. Highlights of the design are as follows: • Northbound C.R. 17 traffic will travel on a bridge over C.R 42 traffic. • The left turn movements of C.R. 17 southbound and C.R. 42 westbound traffic will have a signal system and protected lanes. • C.R. 17 traffic to Marcia Lane will have a left turn and right turn lane to facilitate traffic movements from Weinandt Acres Subdivision. • Right -in only from C.R. 17 southbound to 29 Avenue. • County will utilize the existing C.R. 17 roadway as much as possible. • This design meets the traffic capacity for 2030 and has significant safety improvements. Also, this project is designed to be expandable in the future if necessary. County staff will be present at the meeting to present the layout design and answer questions. It should be pointed out that the interchange layout approval is not a final design, but rather approving the preliminary layout of the design in order for the County to proceed with right -of- way acquisition and final design. A future Cooperative Agreement will be presented with the final plans at a later date. ALTERNATIVES: 1. Approve Resolution No. 7204, a resolution approving C.R. 17 & C.R. 42 Interchange Layout. 2. Do not approve Resolution No. 7204. 3. Table for additional information. RECOMMENDATION: Staff feels that the preliminary layout design has been done to meet the City's concerns. The locations and sizes of the storm water ponds have not been finalized yet so staff would recommend these items be excluded from geometric layout approval. RAMC . 42- INTERCHANGE /MEM7024- APPROVING -C.R 17- 42-INTERCHANGE- LAYOUT RESOLUTION NO. 7024 A Resolution Of The City Of Shakopee Approving The Preliminary Design Layout Of The C.R. 17 & C.R. 42 Interchange WHEREAS, the C.R. 17 & C.R. 42 interchange project designed by Scott County is needed to meet future traffic volumes; and WHEREAS, the County has secured federal funding for more than $1,800,000.00 of the project costs, which funding will expire in 2013 and 2014 unless the project is constructed; and WHEREAS, the layout proposed by the County for the C.R. 17 & C.R. 42 interchange project addresses transportation and safety needs; and. WHEREAS, the County through a partnership with the Shakopee Mdewakanton Sioux Community (SMSC) in which the SMSC is contributing tribal funds of more than $1,300,000.00 for the project; and WHEREAS, a future Cooperative Agreement between the County and City and fmal plans for the C.R. 17 & C.R. 42 interchange project will be presented at a later date. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA that: 1. The City approves the preliminary layout of the C.R. 17 & C.R. 42 interchange project subject to the following conditions: a. That the Cooperative Agreement, along with the final design of the project, will be presented to the City Council for future approval. b. The locations and sizes of storm water ponds for the project have not been finalized or approved by the City.
