SUBJECT: Thermal Imager Cameras

Introduction:
The Council is asked to adopt Resolution Number 7027, a donation Resolution to accept
two ISG Thermal Imager Cameras from the Shakopee Fire Department Relief Association
and authorize the purchase of one ISG Thermal Imager Camera out of the Fire
Departments operational budget.
Background:
Thermal Imager Cameras are a hand held camera that firefighters use to locate
residents, lost firefighters or disabled firefighters in a structure fire or look for hot areas
in a structure, by allowing the firefighters to see though the smoke and behind wall
sheeting.
The thermal cameras use mega picture technology to scan the scene for changes in
heat, analyze them, and turn them into digital video images. The results of these images
help firefighters make better and safer decisions inside of a structure fire.
The Shakopee Fire Department Relief Association has purchased two ISG Thermal
Imager Cameras at a cost of $17,300 out of their fundraising money. (Annual Dance,
Annual Motorcycle Run)
The Fire Department is requesting to by one additional ISG thermal imager camera out
of the Fire Departments operating line item budget for the cost of $8,900.
Budget Impact:
Fire Department currently has $80,944 in the operating line item. Therefore, the $8,900
is available.
Recommendation:
Staff recommends accepting the donation of two thermal imager cameras from the
Shakopee Fire Department Relief Association and purchasing one thermal imager
camera out of the Fire Departments operating line item.
Relationship to Visioning:
E. Deliver effective and efficient public services by a staff of well- trained, caring, and
professional employees.
Action Required:
1. If the Council concurs, it should, by motion, offer Resolution Number 7027, a
Resolution of the City of Shakopee, Minnesota, accepting the donation of two thermal
imager cameras from the Shakopee Fire Department Relief Association, and move its
adaption.
2. If the Council concurs, it should, by motion, authorize the purchase of one thermal
imager camera at a cost of $8,900 out of the Fire Departments operating line item
budget.

RESOLUTION NO. 7027
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA,
ACCEPTING THE DONATION OF TWO ISG THERMAL IMAGER CAMERAS FROM THE
SHAKOPEE FIRE DEPARTMENT RELIEF ASSOCIATION
WHEREAS, on November 2, 2002 the City Council adopted Resolution No. 5794,
Which established procedure relating to the receipt of gifts and donations by the city;
and
WHEREAS, Resolution No. 5794 specifies that donations valued at more than
$1,000 shall be accepted by resolution of the City Council, and shall require a two- thirds
majority of the Council for acceptance; and
WHEREAS, the Shakopee Fire Department Relief Association has graciously
donated two thermal imager cameras.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF SHAKOPEE,
MINNESOTA, that the donation of two thermal imager cameras is gratefully accepted;
and
FURTHER, that City staff is directed to send a letter to the donor, acknowledging
receipt of the gift and expressing the appreciation of the City Council.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota held this 20 day of July, 2010.
