F 1, CITY OF SHAKOPEE Memorandum TO: Mayor and Council FROM: Gregg Voxland, Finance Director Mark McNeill, City Administrator SUBJ: 2011 Board of Equalization DATE: June 29, 2010 Introduction The City has traditionally held a local Board of Equalization, whose job it is to review concerns from Shakopee taxpayers about the value of their properties. Background The State of Minnesota provides the option to transfer the local Board of Equalization duties and powers to the County Board of Equalization. The transfer can be permanent or for a specified number of years. There is a three -year minimum for the transfer. In Scott County, Savage, Elko New Market, Jordan and New Prague have transferred Board of Equalization duties to the county. The other cities still have local Boards. County staff handles the entire assessing process; tax payers have the right to appeal to the County Board anyway. For the City of Shakopee, transferring the duties to the county would have some marginal dollar savings, would streamline and simplify the process and save two night meeting for the Board, residents, and county and city staff members. Recommendation: Transfer the local Board of Equalization duties to Scott County effective 1/1/2011. Action Move to transfer the local Board of Equalization duties to Scott County effective 1/1/2011.
