Memorandum 'T TO Mayor & City Council COIISPN Mark McNeill, City Administrator au FROM: Bruce Loney, Public Works Director SUBJECT: Overhead Power Relocation on CSAH 21 Reconstruction Project along CSAH 16 DATE: July 6, 2010 INTRODUCTION: This agenda item is to consider additional undergrounding of the existing power lines on County State Aid Highway (CSAH) 16, from the new intersection of CSAH 21. BACKGROUND: On May 4, 2010, the City Council approved the undergrounding of the existing overheard power along CSAH 16 and from the westerly 1/3 and easterly 2/3 from the new CSAH 21 intersection. Per the attached memo from Joe Adams, due to additional grade changes the relocation of the existing overhead power line needs to go to Pike Lake road. Attached to this memo is a memo from Joe Adams of Shakopee Public Utilities Commission (SPUC) in regard to the additional relocation of this facility that went to the June 21, 2010 SPUC meeting. SPUC voted to accept the cost estimates by staff and move this item to the City Council. The Council would need to approve the additional undergrounding as per city code. ALTERNATIVES: 1. Approve a motion determining that the existing overhead power lines on CSAH 16 from CSAH 21 to Pike Lake Road to be relocated shall be placed underground. 2. Approve a motion determining that the existing overhead power lines on CSAH 16 shall be placed underground upon relocation. 3. Table for additional information. RECOMMENDATION: Since the Council voted on May 4, 2010 to underground existing overhead power lines along CSAH 16, staff recommends alternative No. 1 to underground the overhead line from CSAH 21 to Pike Lake Road. Adams, Planning & Engineering Director SUBJECT: County Road 16 Electric Lines Update DATE: June 17, 2010 ISSUE This memo is to advise the Commission that we have discovered we underestimated the length of overhead line that has to be relocated along CR 16 east of the new CR 21 intersection. We had thought the area affected was limited to along the new storm water drainage pond immediately to the east of the intersection, and that it did not extend along the Eagle Creek Elementary School site to Pike Lake Road. We were mistaken. BACKGROUND The Commission was previously advised of the Council's action to order a 1,700 foot portion of the overhead line being relocated for this project to be placed underground, with the balance being allowed to be relocated overhead. This was consistent with Option 3 in my April 14, 2010 memo to the Commission. During discussions with County staff and the County's contractor we were informed that the plans actually call for a widening of CR 1 between the storm water pond and Pike Lake Road that requires the relocation of an additional feet of overhead line. Staff missed this during our review of the project plans. 1;x'63 DISCUSSION We estimate the additional cost to relocate the additional portion of the line underground at $19100 vs. $9 if it was to be relocated overhead. Since the grades in the expanded area are being set with this road project, we feel confident the line could be placed underground without the need for a future relocation. Thus, staff recommends extending the underground area down to Pike Lake Road, with the additional cost funded partly from the Relocation Underground Fund consistent with the other parts of the project and the Commission's policy. tY/RAD The total estimated cost of the previous work authorized plus the new area is now $0,600 with 490 the underground portion and $17,500 for the overhead portion. Per Commission policy, the cost to relocate the underground portion that is in excess of the estimated cost to relocate that area overhead, which is now estimated to be $, will come from the Relocation Underground Fund. Staff proposes to advise City staff of this development, so that the Council may be informed and extend their order to relocate portions of the line underground to this area. RECOMMENDATION Staff recommends the Commission direct staff to inform the City of the additional area requiring relocation and the estimated cost to do so either underground or overhead.
