SHAKOPEE TO: Mayor and City Council FROM: Bruce Loney, Public Works Director DATE: 12/15/2015 SUBJECT: Accept a Preliminary Engineering Report from WSB, Inc. for 4th Avenue and Shenandoah Drive Improvements Project 2015-7 - Res. 7661 (E) Action Sought Adopt Resolution No. 7661, a resolution receiving a Preliminary Engineering report and calling for a public hearing on the 4th Avenue & Shenandoah Drive Improvements Project 2015-7. Background On July 21, 2015, the City Council approved an extension agreement with WSB & Associates, Inc. to prepare a Preliminary Engineering Report for 4th Avenue from Shenandoah Drive to CR 83 and Shenandoah Drive from 4th Avenue to CR 101 Improvements. This report has been completed and is attached for Council review. The purpose of the report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for January 19, 2016. The approval of Resolution No. 7661 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the January 19, 2016 public hearing on the report to the public and the City Council. Recommendation Offer Resolution No. 7661, A Resolution Receiving a Report and Calling a Hearing for the 4th Avenue & Shenandoah Drive Improvements Project, Project No. 2015-7 and move its adoption. Budget Impact If the project is approved, it will be funded by the Tax Increment Financing (TIF) from Amazon, Storm sewer fund, Sanitary sewer fund, Special assessments, Shakopee Public Utilities and the Capital Improvement Fund. Relationship to Vision This supports Goal E: Deliver effective and efficient public services by a staff of well-trained, caring and professional employees. NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. The Council will consider the 4th Avenue & Shenandoah Drive Improvements Project and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement for 4th Avenue and Shenandoah Drive Reconstruction of$2,755,587.78. 2. A public hearing shall be held on such proposed improvements on the 19th day of January, 2016, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. The work of this project is hereby designated as part of the 2015-7 Public Improvement Project. 4. The City Council shall let the contract for all or part of the improvements as authorized by Minnesota Statutes 429.041,no later than three years from the date of adoption of this resolution. EXECUTIVE SUMMARY The intent of this section is to highlight the important issues of this project. More detailed information is contained in the body of the report. On July 21, 2015, the City of Shakopee retained the services of WSB & Associates to prepare a preliminary engineering report to analyze the reconstruction of the following streets: • 4th Avenue from Shenandoah Drive to CSAH 83 (Canterbury Road) • Shenandoah Drive from 4th Avenue to CSAH 101 The proposed improvements consist of reconstructing 4th Avenue, trail and/or sidewalk improvements and the reclamation of Shenandoah Drive. Two options for improvements to 4th Avenue are proposed: 1. Option 1 consists of reconstructing 4th Avenue to an urban section with curb and gutter, trail along the north side and sidewalk along the south side. The estimated costs for the proposed improvements for Option 1 are $4,561,580. 2. Option 2 consists of reclaiming both 4th Avenue and Shenandoah Drive and changing 4th Ave to a 3-lane rural section with a trail along the north side. The estimated costs for the proposed improvements for Option 2 are $2,755,590. INTRODUCTION 2.1 Authorization This feasibility report was authorized by the City Council of Shakopee at its July 21, 2015 meeting. 2.2 Project Overview The City of Shakopee has identified the need for professional engineering services for the design and construction of improvements and related geometric modifications to 4th Avenue between Shenandoah Drive and CSAH 83, as well as Shenandoah Drive between 4th Avenue and CSAH 101. Currently 4th Avenue is a two-lane rural section roadway,which is proposed to be reconstructed to either a three-lane urban section or a three-lane rural section roadway. This need has been identified due to development in the area and the addition of the Fulfillment Center distribution site. An 8 foot trail along the north side and a 5 foot sidewalk along the south side were also studied as part of this report. Shenandoah Drive is currently a four-lane rural section and will be reclaimed from 4th Avenue north to CSAH 101, as part of the project improvements. As part of the preliminary design,project improvements at the intersections of 4th Avenue and CSAH 83 and Shenandoah Drive and CSAH 101 were designed to fit the future geometric improvements being proposed by Scott County. In addition railroad crossing improvements were considered at the Shenandoah Drive railroad crossing near the CSAH 101 intersection. The purpose of this project is to develop improvements that will: • Relieve congestion and improve safety • Reconstruct the existing pavements to handle the increased area traffic • Maintain/improve access to local businesses • Improve pedestrian mobility and safety • Minimize impacts to adjacent properties and utilities • Minimize the duration of construction to meet area development needs 2.3 Scope The scope of this feasibility report includes the construction of roadway pavement improvements, geometric layout options, drainage and utility improvements, and pedestrian improvements for the following: • 4th Avenue widening to a 3-lane roadway—starting at the intersection of Shenandoah Drive, extending to the east and ending at the intersection of CSAH 83. • Reclamation of Shenandoah Drive—starting at the intersection of 4th Avenue, extending to the north and ending at the intersection of CSAH 101. Railroad crossing improvements are proposed at the Shenandoah Drive railroad crossing near the CSAH 101 intersection. Figure I in the Appendix illustrates these proposed improvements. All proposed pedestrian facilities within the project limits will be designed in accordance with Feasibility Report 4'"Avenue and Shenandoah Drive Improvements City of Shakopee,MN WSB Project No.1811-51 Page 4 current ADA Accessibility Guidelines. The proposed railroad crossing improvements will be designed in accordance with Union Pacific's standards and requirements. The feasibility report as presented herein discusses the current and future operating conditions of the roadway and intersection, offers two design options, and addresses the estimated costs for each alternative. 3. BACKGROUND 4th Avenue was originally a part of the County Road system. It became a City street subsequent to the completion of County Road 17 in about 1974. Sanitary sewer, water main and storm sewer exist within the project limits and are determined to be in good condition. The existing pavement on 4th Avenue and Shenandoah Drive are at a point where it requires more than normal maintenance. There are transverse and longitudinal cracks, areas of patching and these streets have been on the Capital Improvement Plan for several years. It is anticipated that increased commercial development in the area will also contribute to further pavement deterioration and now is the time recommended for roadway improvements. The Fulfillment Center development has committed$2.3 million in Tax Increment Financing(TIF)money to assist in the proposed roadway improvements. 4. EXISTING CONDITIONS 4th Avenue is a two-lane rural section roadway that is 28-feet wide,with 6 to 8-foot wide gravel and/or bituminous shoulders. Shenandoah Drive is a rural section road that is 48- feet wide with 4 lanes. There is no main line storm sewer on either street and drainage is provided via road side ditches with culverts at driveways. There have been ponding improvements made with the past industrial park developments that have been designed with excess capacity. The water main is 12-inch and runs along the north side of 4th Avenue. With the Fulfillment Center development a 12-inch water main was extended along Shenandoah Drive and will connect to a main to the west by SPUC's site. Sanitary sewer extends along the east and west halves of 4th Avenue and provides sufficient service to the surrounding properties. There is currently a five foot sidewalk along the parcel at the southeast corner of 4th Avenue and Shenandoah Drive. With construction of the new Fulfillment Center distribution site, an 8-foot path was installed to the north of their property line along the east side of Shenandoah Drive and stops short of the existing railroad crossing. No other sidewalk or path exists along the project. 5. DESIGN OPTIONS There are two options that were studied for this report. Option 1: Option 1 consists of reconstructing 4th Avenue to a 3-lane urban section with curb and gutter,trail along the north side and sidewalk along the south side. Option 1 is shown in Feasibility Report 46 Avenue and Shenandoah Drive Improvements City of Shakopee,MN WSB Project No.1811-51 Page 5 Figure 2 in the Appendix. This option proposes shifting the centerline alignment of 4th Avenue approximately 5 to 6-feet south so that the proposed south sidewalk edge is in line with the existing south right-of-way. Shifting the roadway allows the existing 12- inch trunk water main that runs along the north side of the existing roadway edge to remain in place. This would save an estimated$853,500 in water main relocation costs. This option also avoids requiring lowering of the water main due to profile grade changes required from switching the roadway to an urban section since the water main can remain in the proposed boulevard with sufficient cover. Also,with the urban section, storm sewer would be required to be placed where the current water main exists. By keeping the road as far south in the right-of-way as possible conflicts with the street storm sewer can be avoided. As part of the preliminary design,project costs were also considered for an urban section similar to the above option,but keeping the proposed centerline where the existing centerline is located. This alignment would result in the north curb line to fall on top of the existing water main. With this considered option it is was also proposed to lower the profile grade to reduce grading costs and in some areas would not provide the desired 7.5-feet of cover over the water main.Numerous conflicts with curb line catch basin structures will occur with the existing water main. Therefore,the water main would require relocation north and installed within the boulevard. Due to the shallow bedrock in the area it is anticipated that rock excavation would also be required to relocate this water main,which greatly increases project costs. Due to the high costs and extended construction schedule necessary to complete the water main replacement and grading, this option was dropped for further consideration by City staff and as recommended by WSB. Option 2: Option 2 consists of reclaiming both 4th Avenue and Shenandoah Drive and changing 4th Avenue to a 46-foot wide, 3-lane rural section with a trail along the north side. Proposed Option 2 is shown in Figure 3 in the Appendix. This option was considered for several reasons listed below: 1. The existing roadway width including the gravel/bituminous shoulders is approximately 48-feet wide. The proposed 3-lane rural section will fit within these existing limits and would require minimal grading. 2. Reclaiming and re-using the existing bituminous asphalt pavement reduces costs and can be installed at the same profile grade elevations. This eliminates the need for cut and fill grading associated with the urban section option and allows for continued vehicle traffic use and access during construction. 3. There is no curb and gutter, or 5-foot wide sidewalk proposed, thus reducing project costs and construction schedule along with necessary easement acquisitions. 4. The proposed trail will fit more easily within the existing right-of-way reducing potential property acquisition costs. 5. This option also allows for constructing the trail with the roadway or at a future date giving the City flexibility in reducing the project construction time and also allowing for more time to acquire additional easements necessary to install the trail. 6. This option allows for many of the private utilities to remain in place, especially along the south boulevard which reduces the project construction schedule Feasibility Report 4th Avenue and Shenandoah Drive Improvements City of Shakopee,MN WSB Project No.1811-51 Page 6 necessary to require these utilities to relocate. 7. A rural section roadway can be completed much quicker than an urban section with very minor to no storm sewer improvements. 8. The Fulfillment Center has indicated they are scheduled to open in the summer of 2016 and with the anticipated traffic generated by this site and a short construction timeline for the 4th Avenue and Shenandoah Dive improvements is desirable. The other proposed project improvements are as follows: 5.1 Street 4th Avenue is proposed to be reconstructed to either a 3-lane urban section or rural section roadway with. Shenandoah Drive is proposed to be reclaimed at its current width of 48- feet. 4th Avenue is currently designated as a State Aid street and is proposed to be built to State Aid Standards if State Aid Funds are utilized now or in the future. 4th Avenue is considered a local collector, as this street serves as a connector street between County State Aid Highway(CSAH) 17 and CSAH 83. It is proposed to have"no parking"and be constructed to 9-ton vehicle weight design as a three lane roadway to meet the City's Transportation Plan. The existing posted speed limit on 4th Avenue is 50 mph,but no official speed study was found to have been completed by the State. The proposed posted speed limit on 4th Avenue is recommended to be 40 mph. This recommendation is based on the anticipated traffic volumes, increased development along the corridor, clear zone requirements and the proposed addition of new pedestrian facilities along the corridor. Shenandoah Drive is proposed to be reclaimed at its current width of 48-feet as 9-ton design vehicle weight design. The existing posted and proposed speed limit on Shenandoah Drive is 30 mph. The County is proposing future improvements to 4th Avenue and County Road 83 intersection and the Shenandoah Drive and CSAH 101 Intersection. These future improvements are shown in Figure 4 in the Appendix. The City's proposed project will be designed with consideration to the County's future projects. The total estimated cost for the street improvements are: Option 1 with Shenandoah Drive- $2,829,316.87 Option 2 with Shenandoah Drive- $2,349,154.50 5.2 Sidewalks and Trails For Option 1, it is proposed to have an 8-foot path along the north side of 4th Avenue connecting it to the path along Shenandoah Drive. It's also proposed to continue the existing 5-foot sidewalk, along the south side of 4th Avenue, east to CSAH 83. Both the sidewalk and path are proposed with an 8-foot boulevard. For Option 2, it is proposed to have an 8-foot path along the north side of 4th Avenue connecting it to the path along Shenandoah Drive. With this option the path is proposed Feasibility Report 4'"Avenue and Shenandoah Drive Improvements City of Shakopee,MN WSB Project No.1811-51 Page 7 with an 8-foot boulevard. Per City Policy, new sidewalk and bituminous trail are proposed to be paid by the City. However,the trail along Fulfillment Center's property was not constructed due to the potential grading associated with the City's 4 Avenue improvements, so they have elected to pay $12,000 for that segment of walk when the City project commences. The trail along their property was a requirement with the site development plans. The total estimated cost for the sidewalk and trail improvements for Option 1 are $372,556.25. The total estimated cost for the trail improvements for Option 2 are$130,059.60. 5.3 Storm Sewer The proposed storm sewer system is identified in Options 1 and 2 in the Appendix Figures and Preliminary Schedule Cost Estimates. For Option 1 the improvements consist of new structures and piping along the 4th Avenue corridor. Curb and gutter costs are also included in the storm sewer costs since this is considered part of the urban street sections drainage system. Option 2 will require few to no modifications to the corridor's drainage infrastructure other than driveway culvert replacements along the north side necessary for the proposed trail construction. Storm water quality and rate control ponding requirements for the project are anticipated to be met by the oversized ponds constructed on the south east industrial park sites. The total estimated cost for the storm sewer improvements are: Option 1: $1,168,938.38 Option 2: $93,236.88 5.4 Water Main No proposed major water main improvements or repairs are anticipated with this project. Some costs were included for minor repairs. With this project minor adjustments to gate valve boxes and hydrant relocation will be required. Two parcels along the south side of 4th Avenue have requested water service be extended to their property line. These service costs would be paid for by the property owner. The total estimated project cost for the proposed water main improvements are: Option 1: $97,968.75 Option 2: $94,050.00 5.5 Sanitary Sewer No proposed sanitary sewer main improvements or repairs are anticipated with this project. Some costs for minor repairs to the sewer main were included as contingency. With this project minor adjustments to sanitary sewer manhole castings will be required. These service costs would be paid for by the property owner. The total estimated project cost for the sanitary sewer costs are: Option 1: $16,156.25. Option 2: $15,510.00. 5.6 Street Lighting Street lights are proposed on 4th Avenue, as necessary,to meet the City's Street Lighting Policy. Street lights installed as part of reconstructing existing streets will be included in the overall project costs and included in the assessment calculations. The total estimated project cost for the street lighting costs are: Option 1: $177,375.00 Option 2: $170,280.00 5.7 Easements and Right-of-Way Acquisitions Right-of-way acquisition costs for oversizing 4th Avenue to City collector standards are typically included as a project cost. Additional right-of-way easements are needed for the street, trail and/or sidewalk improvements. Parcels that are anticipated to require additional right-of-way are shown in Figures 2 and 3 in the Appendix. These costs were estimated for this project,but will be determined in final design through a property appraisal process. The total estimated cost for the easements are: Option 1: $170,000 Option 2: $55,000 5.8 Relocation of Overhead Power Lines With Option 1,the overhead power lines that exist along 4th Avenue and Shenandoah Drive will likely require relocation on the south side of 4th Avenue due to the sidewalk construction. These lines are owned by SPUC and the west portion of these were already relocated underground with the recent industrial site development. Xcel's lines on the northeast half of the project are not anticipated to be impacted with either proposed improvement option. City ordinance on right-of-way management allows the City the right to require the existing overhead lines upon relocation to be placed underground. The placement of power lines underground may result in property owners converting their service line from overhead to underground. The additional costs are not included in the project costs,but identified as a potential cost for property owners due to this project. Other private utilities such as gas, cable television and communication lines exist in the project corridor. These lines may require relocation due to the proposed improvements and Option 1 has significantly more potential utility impacts than Option 2. The impact and extent of these relocations will be determined in final design. The costs for relocation will be the responsibility of the utility owner. Feasibility Report 4'"Avenue and Shenandoah Drive Improvements City of Shakopee,MN WSB Project No.1811-51 Page 9 5.9 Railroad Crossing Improvements Shenandoah Drive currently has a crossing with the Union Pacific Railroad for its 48- foot width of roadway. The City is considering a wider width with a 4-foot wide median. The purpose of the median is for safety and prevents vehicles from driving around the railroad crossing stop gates. The City is proposing trail crossing on the east side with a new concrete trail crossing,pavement markings and advance warning signs. Typically, these costs have been paid by the City in past street crossings. We have included costs for the median and trail improvements with this report. The total estimated project cost for these improvements are: Option 1: $54,312.50 Option 2: $52,140.00 SPECIAL ASSESMENTS A preliminary assessment roll is included in the Appendix. Actual Assessments will be based on the final project costs and apportionments. 6.1 Street 4th Avenue was recently overlaid from Shenandoah Drive to 2,080 feet east. Since these properties were previously assessed for this work they are not proposed to be assessed with this project. The properties to the east of this line are proposed to be assessed 30% of the street reconstruction costs to those properties abutting the project limits based on front footage. Sidewalk and trail improvements are not included in these assessments. 6.2 Storm Sewer The General Storm Sewer Fund will fund 100% of the storm sewer improvements. Curb and gutter is considered part of the storm drainage system it will be paid for under this fund. 6.3 Water Main Shakopee Public Utilities will fund 100%of the water main improvements. Any existing water service connections that are found to be deficient and replaced will be assessed 100% directly back to the benefited property. New water services will also be assessed 100%directly back to the benefited property. 6.4 Sanitary Sewer The Sanitary Sewer Enterprise Fund will fund 100% of the sanitary sewer improvements. New sewer services will be assessed 100%directly back to the benefited property. PROJECT COSTS AND FINANCING 7.1 Estimated Costs Itemized cost estimates for each option are included in the Appendix. The following costs were prepared using 2015 construction costs and are subject to change, depending on the final design of the project,bids received, and actual work performed. CONCLUSIONS AND RECOMMENDATIONS Due to increased development in the project area and TIF funds available to offset the cost for these improvements by the developments it is recommend the project moves forward as discussed in this report. In comparison with Option 1, Option 2 (rural section for 4tn Avenue) is recommend due to: • Lower project costs • Less impact to business access during construction • Considerable reduction in construction duration • Ability to construct the trail at a later date if necessary • Reduction or elimination of required property acquisitions for easements • Less impacts to private utilities in the area • Works better with the existing sloping topography to the north • Eliminates the need to provide considerable storm sewer infrastructure improvements. From an engineering standpoint, the recommended improvements are feasible, cost effective and necessary to maintain the City's existing infrastructure.
